dc.description.abstract	ปัจจุบันปัญหาการค้าหญิงและเด็กเพื่อบริการทางเพศ กลายเป็นปัญหาที่ยากแก่การแก้ไข โดยเฉพาะอย่างยิ่งประเทศในภูมิภาคแม่น้ำโขง ซึ่งประกอบไปด้วย ประเทศลาว, กัมพูชา, เวียดนาม, เมียนม่าร์, จีนและประเทศไทย ซึ่งกำลังเผชิญกับความรุนแรงของปัญหา ทั้งนี้ก็เนื่องมาจากปัญหาการค้าหญิงและเด็กเพื่อบริการทางเพศได้พัฒนาไปสู่การกระทำความผิดในรูปขององค์กรอาชญากรรม ที่เครือข่ายโยงใยอย่างกว้างขวาง มีการดำเนินงานเป็นระบบ เป็นขั้นตอน นอกจากนี้จากการที่แต่ละประเทศในภูมิภาคแม่น้ำโขงไม่มีมาตรการทางกฎหมายภายในที่เหมาะสมกับสภาพปัญหา ขาดการบังคับใช้มีประสิทธิภาพ เจ้าพนักงานของรัฐผู้มีหน้าที่ปราบปรามผู้กระทำความผิด กลายเป็นผิดกระทำผิดหรือมีส่วนร่วมในการกระทำความผิดเอง ทำให้ปัญหาดังกล่าวมีได้เป็นแค่ปัญหาภายในของประเทศใดประเทศหนึ่งเท่านั้น แต่กลายเป็นปัญหาของภูมิภาคที่ทุกประเทศต้องร่วมมือกันแก้ไข การป้องกันและปราบปรามปัญหาการค้าหญิงและเด็กเพื่อบริการทางเพศที่เกิดขึ้นในภูมิภาคแม่น้ำโขงได้อย่างมีประสิทธิภาพนั้น นอกจากแต่ละประเทศในภูมิภาคจะต้องแก้ไขปรับปรุงมาตรการทางกฎหมายที่เกี่ยวข้องและการบังคับใช้แล้ว จำเป็นอย่างยิ่งที่แต่ละประเทศต้องสร้างความร่วมมือระหว่างกันในลักษณะที่เป็นทางการ อาทิเช่น ความร่วมมือระหว่างประเทศในทางอาญาในด้านต่าง ๆ ไม่ว่าจะเป็นการส่งผู้ร้ายข้ามแดน การให้ความช่วยเหลือซึ่งกันและกันในทางอาญา เป็นต้นซึ่งจะช่วยให้การแก้ไขปัญหาอาชญากรรมระหว่างประเทศดังเช่น การค้าหญิงและเด็กเพื่อบริการทางเพศประสบผลสำเร็จได้ แต่อย่างไรก็ดี นอกเหนือจากความร่วมมือระหว่างประเทศในทางอาญาแล้ว แนวทางที่สำคัญที่สุด ก็คือ ความร่วมมือระหว่างประเทศในภูมิภาคแม่น้ำโขงในลักษณะที่เป็นทางการ เพื่อป้องกันและปราบปรามการค้าหญิงและเด็กเพื่อบริการทางเพศโดยตรง ซึ่งจะช่วยให้สามารถขจัดปัญหาดังกล่าวให้หมดไปจากภูมิภาคได้
dc.description.abstractalternative	Now, trafficking in women and children for sexual exploitation is a problem which is difficult to solve, especially in Mekong sub-region's countries which are composed of Laos, Cambodia, Vietnam, Myanmar, China and Thailand. Each country is confronted with violence of this problem, owing to the wrongdoing that has been developed into the organized crimes which have spacious networks and systematic operation. Furthermore, there are lack of applcpriate legal measures, lack of efficient law and lack of equitable officials so it expands into sub-region's problem which should be solved by six (อ่านไม่ออก) In order to prevent and suppress this problem effectively, legal provisions and law enforcement particularly those pertaining to the traffic in women and children of each country in Mekong basin should be amended. However, for solving the international crimes such as traffic in women and children for sexual exploitation effectively, each country shall in particular take all appropriate formal international co-operation in criminal matters such as Extradition, Mutual Assistance in Criminal Matters, etc. Eventually, the most way to get rid of this problem is the international co-operation between the six countries in Mekong sub-region to prevent and suppress the traffic in women and children for sexual exploitation.
