dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อนำเสนอรูปแบบระบบการบริหารคุณภาพแบบมุ่งคุณภาพทั้งองค์การในสำนักงานศึกษาธิการจังหวัด ผลการวิจัยปรากฏว่า รูปแบบระบบการบริหารคุณภาพแบบมุ่งคุณภาพทั้งองค์การในสำนักงานศึกษาธิการจังหวัด ประกอบด้วยส่วนสำคัญ 3 ส่วน คือ ส่วนที่ 1 เป็นแนวคิดและหลักการ ส่วนที่ 2 เป็นโครงสร้างระบบงาน ส่วนที่ 3 เป็นขั้นตอนการดำเนินงาน แนวคิดและหลักการ ที่นำมาประยุกต์ใช้ประกอบด้วย 1) วัตถุประสงค์ของระบบ TQM 2) หลักการ ของระบบ TQM 3) ลักษณะพื้นฐานการบริหารแบบ TQM และ 4) องค์ประกอบขององค์การตามระบบ TQM โครงสร้างระบบงาน ประกอบด้วย โครงสร้างการบริหารงาน และบทบาทหน้าที่ตามโครงสร้างการบริหาร TQM คณะกรรมการบริหารงาน TQM คณะทำงาน TQM และกลุ่มกิจกรรมพัฒนาคุณภาพ ขั้นตอนการดำเนินงาน มี 4 ระยะ ประกอบด้วย ระยะที่ 1 การเตรียมการดำเนินงาน ระยะที่ 2 การดำเนินงานตามแผน ระยที่ 3 การตรวจประเมินผลการปฏิบัติงาน ระยะที่ 4 สรุปผลการดำเนินงาน สำหรับขั้นตอนการดำเนินทั้ง 4 ระยะนี้ จะได้นำเข้าสู่ระบบการทำงานของสำนักงานศึกษาธิการจังหวัดต่อไป
dc.description.abstractalternative	This study was designed to develop and proposed a total quality management system for the office of the provincial education. The model comprises 3 main parts : concept and principle, organizational structure, and processes of implementation. Concept and principle as applied in this model consists of 1) objective 2) principle 3) fundamental management principles and 4) elements. TQM organizational structure consists of Steering committees, Working groups, add Activity groups. The implementation consist of the followings ; Step I : Preparation Step II : Operation Step III : Follow up and performance measurement Step IV : Conclusion All of these steps will be implemented regularly in the TQM system in the office ๙ the provincial education.
