| Abstract: | วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาผลที่คาดว่าจะได้รับจากจัดตั้งธนาคารอัญมณี (Gems Bank) และศึกษากระบวนการจัดตั้งธนาคารอัญมณี (Gems Bank) โดยการสัมภาษณ์และใช้แบบสอบถามผู้ประกอบการในอุตสาหกรรมอัญมณีและเครื่องประดับเพื่อศึกษาสภาพทั่วไปและปัญหาของอุตสาหกรรมอัญมณีและเครื่องประดับด้านเงินทุนในประเทศไทย และผลกระทบที่คาดว่าจะได้รับจากธนาคารอัญมณี รวมทั้งการใช้ตารางปัจจัยการผลิตและผลิตจากสำนักงานคณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติปี 2543 ในการศึกษาผลกระทบทางเศรษฐศาสตร์จากการจัดตั้งธนาคารอัญมณี (Gems Bank) ประโยชน์จาการศึกษาครั้งนี้ คือ เป็นแนวทางในการแก้ไขปัญหาด้านเงินทุนและวัตถุดิบให้แก่อุตสาหกรรมอัญมณีและเครื่องประดับ รวมทั้งรัฐบาลสามารถนำไปใช้ในการวางแผนและพัฒนานโยบายเพื่อให้มีประสิทธิภาพและสอดคล้องกับอุตสาหกรรมอัญมณีและเครื่องประดับได้มากขึ้น ผลการศึกษาจากการใช้แบบสอบถามพบว่าธนาคารอัญมณีสามารถแก้ไขปัญหาด้านเงินทุนได้ โดยจะทำให้เกิดการเปลี่ยนแปลงด้านโครงสร้างต้นทุนการผลิต คือ ทำให้ต้นทุนด้านอัตราดอกเบี้ย ต้นทุนด้านวัตถุดิบหลัก และต้นทุนด้านอื่นๆลดลง รวมทั้งได้รับประโยชน์ด้านอื่นๆจากธนาคารอัญมณี ได้แก่ การรับข้อมูลข่าวสารที่มีประโยชน์ต่อธุรกิจและสามารถซื้อวัตถุดิบ(หรือหลักประกัน)ที่มาจากการผิดชำระหนี้ที่ผ่านมาตรฐานจากธนาคารอัญมณีและสามารถทำธุรกรรมทางการเงินได้อย่างครบวงจร เมื่อพิจารณาผลกระทบจากการเปลี่ยนแปลงโครงสร้างต้นทุนการผลิตด้านวัตถุดิบหลักของอุตสาหกรรมอัญมณีและเครื่องประดับที่ผู้ประกอบการโดยใช้ตารางปัจจัยการผลิตและผลผลิต พบว่าเมื่อต้นทุนวัตถุดิบหลักลดลง ทำให้ผลผลิตภายในประเทศ การส่งออก การนำเข้าปัจจัยการผลิตจากต่างประเทศ และผลตอบแทนปัจจัยการผลิตขั้นปฐมภูมิเพิ่มขึ้น |
| Other Abstract: | The purpose of this research is to analyze the cost and benefit of the Gems Bank. The establishment of Gems Bank aims to resolve a lack of investment fund of gems and jewelry industry in Thailand. The study uses primary data by interviewing and submitting questionnaires to entrepreneurs to collect information on industrial structure and its obstacles in particular financial related issues. Furthermore, the input-output table from NESDB is used to analyze an economic impact of the Gems Bank on the forward and backward industries. The results show the Gems Bank is not only able to solve the investment funding problem but it also reorganizes structure of manufacturing cost, provides lower lending rate and reduces overall capital cost of the industry. In addition, the Gems Bank provides other benefits to entrepreneurs such as acquiring the information for their business and gems and jewelry transaction services. In consideration of the impact of the raw material cost changes in gems and jewelry industry by using the input-output table, it reveals that total output, export, materials import and total value added will increase. |
