| Abstract: | วัตถุประสงค์ของการวิจัย 1. เพื่อศึกษาความคิดเห็นของผู้บริหารการศึกษาและข้าราชการที่รับผิดชอบการจัดการศึกษาภายในจังหวัด เกี่ยวกับโครงสร้างการบริหารการศึกษาระดับจังหวัด 2. เพื่อศึกษาปัญหา และอุปสรรค เกี่ยวกับโครงสร้างการบริหารการศึกษาระดับจังหวัดความคิดเห็นของผู้บริหารศึกษาและข้าราชการที่รับผิดชอบการจัดการศึกษาภายในจังหวัด 3. เพื่อเปรียบเทียบความคิดเห็นของกลุ่มผู้บริหารการศึกษาและกลุ่มข้าราชการที่รับผิดชอบของการจัดการศึกษาระดับจังหวัด ที่มีโครงสร้างการบริหารการศึกษาระดับจังหวัด วิธีดำเนินการวิจัย ก. การเก็บรวบรวมข้อมูล ประชากรที่ใช้ในการวิจัยคือ ผู้บริหารการศึกษา จำนวน 601 คน และข้าราชการที่รับผิดชอบการจัดการศึกษา ในภาคตะวันออกเฉียงเหนือ จำนวน 168 คน รวมกลุ่มตัวอย่างประชากรทั้งสิ้น 765 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล เป็นแบบสอบถามซึ่งเป็น 3 ตอนคือ ข้อมูลเกี่ยวกับสถานภาพของผู้ตอบเป็นแบบตรวจสอบรายการ (checklist) ข้อมูลเกี่ยวกับความคิดเห็นเกี่ยวกับโครงการสร้างบริหารการศึกษาระดับจังหวัดในปัจจุบันและที่ควรจะเป็นในอนาคตเป็นแบบมาตรส่วนประมาณค่า (Rating scale) จากแบบสอบถามที่ส่งไป จำนวน 769 ฉบับ ได้รับคืน 528 คิดเป็น ร้อยละ 68.66 ข การวิเคราะห์ข้อมูล การวิเคราะห์ข้อมูลใช้วิธีหาค่าร้อยละ และค่า ไค-สแคว์ ผลการวิจัย 1. การแบ่งหน่อยงานทางการศึกษาระดับจังหวัดในปัจจุบัน พบว่าผู้ตอบแบบสอบถามส่วนใหญ่ เห็นด้วยน้อยที่สุด โดยเฉพาะในเรื่องเกี่ยวกับการมีหลายหน่วยงานรับผิดชอบการจัดการศึกษาทุกระดับทุกประเภทและเรื่องหน่วยงานทางการศึกษาที่ตั้งอยู่ภายในจังหวัดแต่สังกัดราชการส่วนกลางส่วนในอนาคตนั้นเป็นผู้ตอบแบบสอบถามส่วนใหญ่เห็นด้วยมากที่สุดจะให้มีการรวบรวมหน่อยงานทางการศึกษาทุกระดับประเภทภายในจังหวัด (ยกเว้นมหาวิทยาลัย) เข้าด้วยกันหรือเป็นหน่วยงานเดียวกัน 2.อำนาจหน้าที่ของหน่วยงานทางการศึกษาระดับจังหวัดในปัจจุบัน พบว่าผู้ตอบแบบสอบถามส่วนใหญ่เห็นด้วยมากที่สุด โดยเฉพาะในเรื่องการให้ศึกษาธิการจังหวัดมีฐานะเป็นตัวแทนของกระทรวงศึกษาธิการทำหน้าที่ดูแลการศึกษาทุกกรมภายในจังหวัดและเห็นด้วยน้อยที่สุดในเรื่องการบริหารการศึกษาระดับจังหวัดอำนาจในการตัดสินใจส่วนใหญ่ขี้นอยู่กับส่วนกลาง ส่วนในอนาคตผู้ตอบแบบสอบถามส่วนใหญ่เห็นด้วยมากที่สุดในเรื่องควรมีการจัดตั้งคณะกรรมการการศึกษาขึ้นเพื่อกำหนดนโยบาย และควบคุมดูแลการจัดการศึกษาทุกระดับทุกประเภทภายในจังหวัด (ยกเว้นมหาวิทยาลัย) 3. ความสัมพันธ์ของหน่วยงานทางการศึกษาระดับจังหวัด ผู้ตอบแบบสอบถามส่วนใหญ่มีความเห็นว่า หน่วยงานทางการศึกษาระดับจังหวัดมีการประสานงานกันน้อยส่วนในอนาคตผู้ตอบแบบสอบถามาส่วนใหญ่เห็นด้วยมากที่สุดที่จะให้มีการประสานร่วมมือกัน 4.ความคิดเห็นของผู้บริหารการศึกษาและข้าราชการที่รับผิดชอบการจัดการศึกษาเกี่ยวกับโครงสร้างการบริหารการศึกษาระดับจังหวัด มีความแตกต่างกันอย่างมีนัยสำคัญที่ระดับ .05 เกือบทุกเรื่อง ยกเว้นเรื่องเกี่ยวกับความสัมพันธ์ของหน่วยงานทางการศึกษาระดับจังหวัดในอนาคตไม่แตกต่างกัน 5. ปัญหา และอุปสรรคเกี่ยวกับโครงสร้างการบริหารการศึกษาระดับจังหวัดในปัจจุบัน พบว่าปัญหาในเรื่องขาดเอกภาพในการบริหารการศึกษา และขาดการประสานงาน |
| Other Abstract: | Research Purposes: 1. To study the opinions of educational administrators and officers who were responsible for educational management concerning the present and future organizational structure of educational administration at the provincial level. 2. To study the problems and the obstacles concerning the organizational structure of educational administrators and officers who were responsible for educational management at the provincial level. 3. To compare the opinions of the educational administrators and officers who were responsible for educational management concerning the organizational structure of educational administration at the provincial level. Research Procedures: The subjects involved in this research were 601 educational administrators and 168 officers responsible for educational management at the provincial level in the north-eastern region 769 in numbers. The instrument used was a set of questionnaire which composed of three parts; the first was the personal information which was constructed in the form of check lists, the second part was a rating scale concerning the organizational structure of educational administration at the provincial level, and the third part was an open - ended questions. Of the total 769 questionnaires sent out, 528 or 68.66 percent were completed and returned. The collected date were analyzed by using percentage and chi-square. Research Findings: 1. Concerning the division of provincial educational unit, most of the respondents agreed at the lowest level with the present structure of educational unit due to too many units were responsible for the provincial management of every level and type of education and educational units which located within the province but controlled by the central office administration. Most of respondents agreed with combining educational units for every level and type of education in the province into one unit in the future. 2. Concerning authorities of the provincial educational units, most of the respondents agreed with the appointment of the provincial education officer as the representative of the Ministry of Education to be responsible for education at the province level. They also agreed at the lowest level concerning the decision - making concerning the educational administration at the provincial level had to be depended on the central office administration in the future, most of respondents agreed with appointing of a Board of Provincial Education to be responsible for policy - making and controlling the provincial management of every level and type of education (except universities). 3. Concerning the relations of the provincial education units, most respondents responded that the provincial education units have had less cooperation. Most of them wished to have more cooperation among these units in the future. 4. There were statistical significant differences at the .05 level between the opinions of educational administrators and officers responsible for educational management concerning the organizational structure of educational administration at the provincial level in almost every aspect except the relations of the provincial education units in the future. 5. With regard to problems and obstacles concerning the organizational structure of educational administration at the provincial level, they showed that, at the present they were a problem of unity of command and lack of cooperation among the educational units. |
