| Abstract: | การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อพัฒนาเกณฑ์การประเมินการจัดดำเนินโครงการประชุมปฏิบัติการ กลุ่มตัวอย่างเป็นผู้เชี่ยวชาญจำนวน 35 คน เก็บรวบรวมข้อมูลโดยใช้การสัมภาษณ์แบบสอบถามและแบบประเมินวิเคราะห์ข้อมูล โดยวิธีวิเคราะห์เนื้อเรื่อง คำนวณค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิ์ของการกระจายและการทดสอบค่าที เกณฑ์สำคัญที่พัฒนาขึ้นโดยสรุปมีดังนี้ มิติด้านสภาวะแวดล้อม 1. ความจำเป็น ความต้องการจัดโครงการประชุมปฏิบัติการ พัฒนามาจากนโยบายของหน่วยงานและการเสนอแนะในการจัดครั้งก่อน ซึ่งมีความสอดคล้องกับสภาพปัญหาในปัจจุบัน 2. การสำรวจความจำเป็น โดยข้อคำถามเกี่ยวกับความจำเป็นของโครงการประชุมปฏิบัติการ ไม่ต่ำกว่าร้อยละ 50 มีค่าเฉลี่ยอย่างน้อย 4 จากระบบ 5 แต้ม 3. จุดมุ่งหมาย (objective) ของโครงการประชุมปฏิบัติการต้องพัฒนามาจากวัตถุประสงค์ (Goal) และสอดคล้องกับนโยบายของหน่วยงานและต้องเกิดจากความต้องการของผู้เข้าร่วมประชุม มิติด้านการวางแผน 1. คณะกรรมการจัดโครงการประชุมปฏิบัติการ ประกอบด้วย 3 ฝ่ายคือ คณะดำเนินการ คณะวิทยากร และเจ้าหน้าที่ฝึกอบรม 2. วิทยากรต้องเป็นผู้ที่มีความเชี่ยวชาญในเรื่องที่จัดขึ้น มีความสามารถในการถ่ายทอด มีบุคลิกภาพเหมาะสมและมีเทคนิคในการจูงใจ 3. ระยะเวลาที่เหมาะสมของโครงการประชุมปฏิบัติการระยะสั้นคือ 3-5 วัน 4. อัตราส่วนของวิทยากรต่อผู้เข้าร่วมประชุมในการฝึกปฏิบัติ สำหรับโครงการประชุมปฏิบัติการระยะสั้น และระยะยาว คือ 1 : 6-10 และ 1:10-15 ตามลำดับ 5. มีความพร้อมเรื่อง สถานที่ วัสดุ-อุปกรณ์ อย่างน้อยร้อยละ 80 6. มีการกำหนดจุดมุ่งหมายที่มีความเหมาะสมและมีความเป็นไปได้ 7. มีการวางแผนประเมินความก้าวหน้าของโครงการ และประเมินรวมสรุปผลสัมฤทธิ์ของโครงการประชุมปฏิบัติการ มิติด้านการปฏิบัติ 1. วิธีดำเนินงานของคณะกรรมการจัดโครงการประชุมปฏิบัติการ ใช้หลักการทำงานเป็นทีม และมีการแบ่งงานให้รับผิดชอบตามความสามารถ 2. การสำรวจความคาดหวังได้จาก การทดสอบก่อนการอบรมและการเช็คจากใบสมัคร 3. วิธีการสอนใช้วิธีให้ผู้เข้าร่วมอบรมมีส่วนร่วมมากที่สุด มิติด้านการประเมิน โครงการปฏิบัติการจะสัมฤทธิ์ผลตามจุดมุ่งหมาย (objective) ก็ต่อเมื่อผู้เข้าร่วมประชุมจะต้องเข้าประชุมอย่างน้อยร้อยละ 80 ของเวลา มีผลการปฏิบัติงานระหว่างการประชุมปฏิบัติการอยู่ในระดับ 8 มีความเข้าใจในหลักทฤษฎี และสามารถนำไปปฏิบัติได้อย่างน้อยร้อยละ 80 |
| Other Abstract: | The purpose of this research was to develop the evaluative criteria for workshop project management. The samples consisted of 35 experts in workshop management. Data were collected by suing an informal interview and a questionnaire. The obtained data were analyzed by means of content analysis, arithmetic mean, standard deviation, coefficient of variation and t-test. The significant evaluative criteria for workshop project management are as follow : Context Dimension 1. Necessities and needs for workshop project management were developed from the organizational policy, the recommendation from the prior project and the present problems. 2. Need Assessment by at least 50% of the mean rating of the items regarding the needs for workshop project were not lower than 4 out of 5. 3. The objectives of the workshop project were derived from its goal and the participant’s needs. They must be relevant to the organizational policy. Planning Dimension 1. The workshop project committee consisted of 3 subcommittee namely as staff members, resource persons and trainers.2. The resource persons must be the content experts with appropriate personalities. They have high teaching abilities and motivation techniques.3. The short term workshop project was suitably ranged from 3 to 5 days. 4. The resource persons-participant ratios for workshop were 1 : 6-10 and 1 : 10-15 for the short term and long term workshop project respectively.5. Sufficiency in facilities was at least at the rate of 80% 6. The workshop objectives must be appropriate and feasible.7. The formative and summative evaluation of the workshop project must be planned. Implementation Dimension 1. Team working and the delegation of authority must be organized to manage the workshop project. 2. The pretest results and the application from are two major source of the participant expectations from the workshop project. 3. The participants should take the most participation in teaching. Evaluation Dimension The achievement of the workshop project will be determined by 80% of attendance rate of the participants, the participants performance rated at the B level and the learning achievement of the participants at the rate of 80% |
