| Abstract: | วัตถุประสงค์ของการวิจัย 1. เพื่อศึกษาความคิดเห็นของคณะกรรมการศึกษาประจำโรงเรียนและครู เกี่ยวกับบทบาทที่ปฏิบัติจริงและบทบาทที่คาดหวังของคณะกรรมการศึกษาประจำโรงเรียนประถมศึกษา 2. เพื่อเปรียบเทียบความคิดเห็นของคณะกรรมการการศึกษาประจำโรงเรียนและครู เกี่ยวกับบทบาทที่ปฏิบัติจริงและบทบาทที่คาดหวังของคณะกรรมการศึกษาประจำโรงเรียนประถมศึกษา 3. เพื่อศึกษาปัญหาและอุปสรรคในการปฏิบัติงานตามหน้าที่ของคณะกรรมการการศึกษาประจำโรงเรียนประถมศึกษา วิธีดำเนินงานวิจัย กลุ่มตัวอย่างประชากรในการวิจัยครั้งนี้ ประกอบด้วย กรรมการศึกษาประจำโรงเรียน 365 คน และครูโรงเรียนประถมศึกษาสังกัดสำนักงานการประถมศึกษาจังหวัดพิษณุโลก จำนวน 365 คน ซึ่งสุ่มมาโดยวิธีสุ่มตัวอย่างแบบง่าย รวมกลุ่มตัวอย่างประชากร 730 คน เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถาม แบ่งออกเป็น 2 ชุด ชุดที่ 1 เป็นแบบสอบถามที่มีลักษณะเป็นแบบตรวจสอบรายการ มาตราส่วนประเมินค่า และแบบปลายเปิด เกี่ยวกับสถานภาพผู้ตอบแบบสอบถาม ความหวังและความคิดเห็นเกี่ยวกับบทบาทที่ควรจะเป็นและบทบาทที่ควรปฏิบัติจริงของคณะกรรมการศึกษาประจำโรงเรียนประถมศึกษา และปัญหาและอุปสรรคในการปฏิบัติงานของคณะกรรมการศึกษาประจำโรงเรียนประถมศึกษา จากแบบสอบถามที่ส่งไปทั้งหมด จำนวน 730 ฉบับ ได้รับคืนเป็นฉบับที่สมบูรณ์ 603 ฉบับ คิดเป็นร้อยละ 82.60 จากกรรมการศึกษาประจำโรงเรียน 284 ฉบับ และจากครู 319 ฉบับ ชุดที่ 2 เป็นแบบสัมภาษณ์แบบมีโครงสร้าง ใช้สัมภาษณ์ประธานกรรมการศึกษา 18 คน และเลขานุการกรรมการศึกษา 18 คน การวิเคราะห์ข้อมูล ใช้ค่าความถี่ ค่าเฉลี่ย ค่าร้อยละ และค่าความเบี่ยงเบนมาตรฐาน และทดสอบความมีนัยสำคัญทางสถิติที่ระดับ .01 โดยการทดสอบค่าที สรุปผลการวิจัย 1. ความคิดเห็นของคณะกรรมการศึกษาประจำโรงเรียนและครู เกี่ยวกับบทบาทของคณะกรรมการศึกษาประจำโรงเรียนประถมศึกษาด้านให้คำปรึกษาแนะนำกับแก่โรงเรียนในการกำหนดแนวทางในการพัฒนา และจัดกิจกรรมการเรียนการสอนของโรงเรียนให้สอดคล้องกับความต้องการของท้องถิ่น บทบาทด้านแสวงหาความช่วยเหลือและความร่วมมือจากประชาชน หน่วยงาน และส่วนราชการเพื่อพัฒนาโรงเรียนและบทบาทด้านเสนอแนะและประสานงานระหว่างโรงเรียนชุมชน หน่วยงาน และส่วนราชการ เพื่อให้โรงเรียนมีส่วนร่วมในการให้บริการแก่ชุมชน หน่วยงาน ส่วนราชการและการพัฒนาท้องถิ่นพบว่า ผู้ตอบแบบสอบคาดหวังให้ คณะกรรมการศึกษาประจำโรงเรียนประถมศึกษาปฏิบัติอยู่ในระดับควรปฏิบัติมากทุกบทบาท และเห็นว่าการปฏิบัติจริงของคณะกรรมการการศึกษาประจำโรงเรียนประถมศึกษาอยู่ในระดับปฏิบัติน้อยทุกบทบาท 2. ผู้ตอบแบบสอบถามที่เป็นครู มีความคาดหวังและความคิดเห็นเกี่ยวกับบทบาทที่คาดหวังและปฏิบัติจริงของคณะกรรมการการศึกษาประจำโรงเรียนประถมศึกษาแตกต่างกันอย่างมีนัยสำคัญที่ระดับ .01 ทั้งสามบทบาท 3. ผู้ตอบแบบสอบถามที่เป็นคณะกรรมการการศึกษาประจำโรงเรียน มีความคาดหวังและความคิดเห็นเกี่ยวกับบทบาทที่ปฏิบัติจริงของคณะกรรมการศึกษาประจำโรงเรียนประถมศึกษาแตกต่างกันอย่างมีนัยสำคัญที่ระดับ .01 ในบทบาทด้านการให้คำปรึกษาแนะนำแก่โรงเรียนกำหนดแนวทางในการพัฒนา และจัดกิจกรรมการเรียนการสอนของโรงเรียนให้สอดคล้องกับความต้องการของท้องถิ่น และบทบาทด้านแสดงหาความช่วยเหลือและความร่วมมือจากประชาชน หน่วยงาน และส่วนราชการเพื่อพัฒนาโรงเรียนส่วนบทบาทด้านเสนอและประสานงานระหว่างโรงเรียนกับชุมชน หน่วยงานและส่วนราชการเพื่อให้โรงเรียนได้มีส่วนร่วมในการบริการแก่ชุมชน หน่วยงาน ส่วนราชการและการพัฒนาท้องถิ่น ผู้ตอบแบบสอบถามที่เป็นคณะกรรมการการศึกษาประจำโรงเรียนมีความคาดหวังและความคิดเห็นเกี่ยวกับการปฏิบัติงานจริง ไม่แตกต่างกัน 4. ความคาดหวังของผู้ตอบแบบสอบถามที่เป็นกรรมการการศึกษาประจำโรงเรียนกับครู เกี่ยวกับบทบาทของคณะกรรมการการศึกษาประจำโรงเรียนประถมศึกษา ทั้งสามด้านไม่แตกต่างกัน 5. ความคิดเห็นของคณะกรรมการการศึกษาประจำโรงเรียนกับครูเกี่ยวกับบทบาทที่ปฏิบัติจริงของคณะกรรมการการศึกษาประจำโรงเรียนประถมศึกษา ทั้งสามด้านไม่แตกต่างกัน 6. ปัญหาและอุปสรรคในการปฏิบัติงานตามหน้าที่ของคณะกรรมการการศึกษาประจำโรงเรียนประถมศึกษา ที่มีความถี่สูงและรองลงมาคือ กรรมการการศึกษาประจำโรงเรียนประถมศึกษามีความรู้อยู่ในระดับต่ำและขาดความรู้ในเรื่องหลักสูตรใหม่ ประชาชนส่วนมากยากจนจึงช่วยเหลือโรงเรียนได้น้อย กรรมการการศึกษาประจำโรงเรียนส่วนใหญ่มุ่งประกอบอาชีพของตนจึงปฏิบัติหน้าที่ได้ไม่เต็มที่ |
| Other Abstract: | Purposes of the Study The purposes of this study were: 1. To study the opinions of the school education committees and teachers concerning the actual and expected roles of the school education committees in elementary schools. 2. To compare the opinions of the school education committees and teachers concerning the actual and expected roles of the school education committees in elementary schools. 3. To study problems and obstacles in performing the roles of the school education committees in elementary schools. Research Methodology The samples used in the research were composed of 365 school education committees and 365 elementary school teachers under the auspices of the Office of the Provincial Primary Education in Phitsanulok Province selected by using the simple random sampling technique, totalling 730. The instruments used in the research were two sets of questionnaire. The first one includes checklist, rating scale, and open-ended questions concerning status of the samples, the opinions of the school education committees and teachers concerning the actual and expected roles of the school education committees in elementary schools, and problems and obstacles in performing the roles of the school education committees in elementary schools. Seven hundred and thirty copies of questionnaire were delivered by mail and 603 or 82.60 percent of the complete copies were returned: 284 from the school education committees, and 319 from the teachers. The second one was a structured interview questionnaire used for interviewing 18 chairmen and 18 secretaries of the school education committees. The data were analyzed by using frequency, mean, percentage, standard deviation and t-test was used to test the statistical significance at the .01 level. Findings 1. The expectations of the two groups of respondents concerning the roles of the school education committees were high in every area, namely: suggesting guidelines for develop¬ment and organizing teaching and learning activities according to community needs ; seeking for support and cooperation from people, organizations and government agencies for school develop¬ment; making suggestions and coordinating between schools and community, organizations and government agencies to enable the schools to serve the mentioned organizations and promote community development. On the contrary, the opinions regarding the role performance of the school education committees were low in every area. 2. The opinions of the teachers concerning the expected roles and actual roles of the school education committees in elementary schools were significantly different at the .01 level in all the three areas. 3. The opinions of the school education committees con¬cerning the expected roles and actual roles of the school education committees in elementary schools were significantly different at the .01 level in the areas of suggesting guidelines for development and organizing teaching and learning activities according to community needs and seeking for support and cooperation from people, organizations and government agencies for school development. But no difference was found between the opinions of the two groups in the area of making suggestions and coordina¬ting between school and community, organizations and government agencies to enable the schools to serve the mentioned organizations and community development. 4. No difference was found between the expectations of the school education committees and teachers concerning the roles of the school education committees in elementary schools in all the three areas. 5. No difference was found between the opinions of the two groups concerning the actual roles of the school education committees in elementary schools in all the three areas. 6. The problems and obstacles in performing the roles of the school education committees in elementary schools found in the study with the highest and succeeding frequencies were: 1) low level of education and lack of knowledge concerning the current curriculum among school education committees; 2) community poverty which resulted in low assistance to school; most of the school education committees were busy with their own career and could not fully perform their roles. |
