| Abstract: | วัตถุประสงค์ของการวิจัย 1. เพื่อศึกษาโครงสร้างของระบบบริหารภายในโรงเรียนประถมศึกษา สังกัดองค์การบริหารส่วนจังหวัด ในภาคตะวันออกเฉียงเหนือ 2. เพื่อศึกษางานบริหารการศึกษาภายในโรงเรียนประถมศึกษา สังกัดองค์การบริหารส่วนจังหวัด ในภาคตะวันออกเฉียงเหนือ โดยเฉพาะในด้านความสัมพันธ์กับชุมชน งานวิชาการ งานบริหารบุคคล งานกิจการนักเรียน งานธุรการ การเงิน บริการ และอื่นๆ ในประเภทเดียวกัน 3. เพื่อทราบปัญหาเกี่ยวกับโครงสร้างของระบบบริหารภายในโรงเรียนประถมศึกษาสังกัดองค์การบริหารส่วนจังหวัด ในภาคตะวันออกเฉียงเหนือ และงานบริหารการศึกษาทั้ง 5 ประเภท ในโรงเรียนดังกล่าว วิธีดำเนินการวิจัย 1. กลุ่มประชากร ประกอบด้วยผู้บริหาร นักวิชาการ และประชาชน ที่เกี่ยวข้องในการบริหารการศึกษาระดับโรงเรียน ของโรงเรียนประถมศึกษา สังกัดองค์การบริหารส่วนจังหวัด ในจังหวัดต่าง ๆ ในภาคตะวันออกเฉียงเหนือ คือ กาฬสินธุ์ ขอนแก่น ชัยภูมิ นครพนม นครราชสีมา บุรีรัมย์ มหาสารคาม ยโสธร ร้อยเอ็ด เลย ศรีสะเกษ สกลนคร สุรินทร์ หนองคาย อุดรธานี และอุบลราชธานี รวม 16 จังหวัด 2. กลุ่มตัวอย่าง การวิจัยเรื่องนี้ ยึดผู้บริหาร นักวิชาการ และประชาชน ที่เกี่ยวข้องในการบริหารการศึกษาระดับโรงเรียน ในจังหวัดที่เป็นกลุ่มตัวอย่าง ซึ่งเลือกมาประมาณร้อยละ 20 ของจังหวัดที่อยู่ในภาคตะวันออกเฉียงเหนือทั้งหมด วิธีเลือกจังหวัดใช้วิธีสุ่มตัวอย่าง (Simple Random Sampling) เมื่อได้จังหวัดตัวอย่างแล้วใช้วิธีสุ่มตัวอย่างเลือกโรงเรียนมาใช้ในการวิจัยประมาณร้อยละ 1 ของโรงเรียนประชาบาลในจังหวัดตัวอย่าง 3. เครื่องมือและการรวบรวมข้อมูล การวิจัยเรื่องนี้ใช้วิธีการแบบการศึกษาภาคสนาม (field study) โดยใช้เครื่องมือและเทคนิคในการสังเกต สัมภาษณ์ และแบบสอบถามในการเก็บรวมรวมข้อมูล 4. การวิเคราะห์ข้อมูลและวิธีทางสถิติ วิเคราะห์ข้อมูลโดยใช้ตารางวิเคราะห์ และหาค่าร้อยละ เพื่อประกอบคำบรรยายในการวิเคราะห์ข้อมูลการวิจัย สรุปผลการวิจัย 1. โครงสร้างของระบบบริหารภายในโรงเรียนประถมศึกษา สังกัดองค์การบริหารส่วนจังหวัด ในภาคตะวันออกเฉียงเหนือ ส่วนใหญ่เป็นไปในลักษณะรวมอำนาจบริหาร โดยอำนาจในการบริหารงานทุกประเภท ขึ้นตรงต่อครูใหญ่ ในด้านการจัดระบบบริหารหน่วยงานภายในโรงเรียน ยังไม่มีลักษณะที่เป็นแบบแผนแน่นอน ขึ้นอยู่กับความพอใจส่วนตัวเป็นใหญ่ในการบริหารงานของโรงเรียน ยึดตามระบบสายการบังคับบัญชาเป็นหลักมากกว่า แม้จะมีการประยุกต์หลักวิชาการบริหารไปใช้อยู่บ้างก็มีเป็นส่วนน้อย 2. ในด้านงานบริหารการศึกษาภายในโรงเรียนประถมศึกษา สังกัดองค์การบริหารส่วนจังหวัด ในภาคตะวันออกเฉียงเหนือ สรุปได้ว่า ประชากรในกลุ่มผู้บริหารและนักวิชาการ ยอมรับว่าได้ปฏิบัติงานด้านความสัมพันธ์กับชุมชนอยู่ในระดับน้อย แต่ได้ปฏิบัติงานด้านวิชาการ งานบริหารบุคคล งานกิจการนักเรียน และงานธุรการ อยู่ในระดับมากเช่นเดียวกันทั้ง 2 กลุ่ม ส่วนประชากรในกลุ่มประชาชนนั้น ได้มีการปฏิบัติงานด้านความสัมพันธ์กับชุมชนและงานกิจการนักเรียนอยู่ในระดับมาก แต่ปฏิบัติงานวิชาการ งานบริหารบุคคล และงานธุรการ อยู่ในระดับน้อย 3. ในด้านปัญหาเกี่ยวกับโครงสร้างของระบบบริหารภายในโรงเรียนประถมศึกษา สังกัดองค์การบริหารส่วนจังหวัด ในภาคตะวันออกเฉียงเหนือโดยทั่วไป สรุปได้ว่า 3.1 ปัญหาด้านการบริหาร ระบบบริหารภายในโรงเรียนในปัจจุบัน เป็นไปตามอิทธิพลทางการเมือง อันเกี่ยวเนื่องด้วยระบบบริหารราชการแผ่นดิน ระบบบริหารการศึกษา และระบบบริหารการประถมศึกษาของประเทศที่เป็นอยู่ในปัจจุบัน คือมีการปฏิบัติงานซ้ำซ้อนและขาดการประสานงานที่ดี 3.2 ด้านความสัมพันธ์ระหว่างโรงเรียนกับชุมชนยังมีน้อย โรงเรียนส่วนมากยังไม่ได้รับความร่วมมือจากชุมชนเท่าที่ควร 3.3 ปัญหาด้านการขยายการศึกษาภาคบังคับ ให้ถึงชั้นประถมศึกษาตอนปลาย ท้องถิ่นกำลังมีความต้องการเพิ่มขึ้นเป็นอย่างมาก 3.4 ปัญหาด้านคุณภาพทางวิชาการ ส่วนใหญ่เป็นปัญหาเกี่ยวกับการขาดอัตรากำลังครู ขาดวัสดุอุปกรณ์ และขาดการช่วยเหลือทางวิชาการจากศึกษานิเทศก์ 3.5 ปัญหาด้านสวัสดิการ โรงเรียนส่วนใหญ่ยังขาดการสนับสนุนส่งเสริมด้านสวัสดิการ บริการ และการบำรุงขวัญที่ดี รวมทั้งอาคารสถานที่และอื่นๆ ข้อเสนอแนะ 1. โครงสร้างของระบบบริหารการศึกษาประชาบาลในปัจจุบัน ยังไม่เป็นไปตามหลักการและวัตถุประสงค์อันแท้จริง ของการกระจายอำนาจในการจัดการศึกษา ผู้บริหารการศึกษาระดับโรงเรียน ควรจะได้มีอำนาจเด็ดขาดและมีอิสระในการตัดสินใจ เกี่ยวกับการบริหารงานภายในโรงเรียนมากกว่าที่เป็นอยู่ในปัจจุบัน 2. โดยปรัชญาของการจัดการศึกษาเพื่อชีวิตและสังคม ผู้บริหารและนักวิชาการควรยืดหยุ่นเกี่ยวกับระเบียบและวิธีในการปฏิบัติงานด้านความสัมพันธ์กับชุมชนเป็นพิเศษ 3. ควรจะได้มีการศึกษาและวิจัย เกี่ยวกับงานบริหารการศึกษาระดับโรงเรียนอย่างละเอียดลึกซึ้งเป็นเรื่อง ๆ ไปโดยเฉพาะ |
| Other Abstract: | The Purposes of the Study: 1. To study the structure of administrative system in the elementary schools under the jurisdiction of Changwad Administration Organization in the Northeastern Region. 2. To study the educational administrative tasks of the elementary schools under Changwad Administration Organization in the Northeastern Region, especially in relation to community responsibility, academic management, personnel administration, student activity programs, school business management, financial service and the like. 3. To understand the structural problems of the administrative system in the elementary schools under Changwad Administration Organization in the Northeastern Region, and five categories of the educational administration in the said schools. Methods and Procedures: 1. Population : The population in this study consists of the administrators, academic advisors and the people who are related to the administration of the elementary schools under Changwad Administration Organization in the Northeastern Region with a total of sixteen provinces: Kalasin, Khon Kaen, Chaiyaphum, Nakhon Phanom, Nakhon Ratchasima, Burirum, Maha Sarakham, Yasothon, Roi Et, Loei, Sisaket, Sakhonnakhon, Surin, Nong Khai, Udon Thani and Ubon Ratchathani. 2. Sample: From the population of all these provinces, twenty percent are selected by simple random sampling technique. 3. The Instrument and Data Collection: This is a field study. The instrument and techniques for data collection include observations, interviews and questionnaires. 4. Data Analysis: Data treatment and analysis used in this study include table presentation and percentage. Research Summary: 1. The administrative structures of the elementary schools under the jurisdiction of Changwad Administration Organization in the Northeastern Region are mostly centralized. The administrative authority lies with the school principal himself. The school administrative structure used in the school is mainly the chain of command, even though there is the need to apply new technology in the administrative organization. 2. According to the administration in the elementary schools in the Northeastern Region, the Changwad Administration Organization, administrators and teachers have little contact with the public. But the public have been helping the schools in many ways, such as improving facilities, and yet they know very little about how to help in improving the academic standard of the schools. 3. In the administrative structure of the elementary schools under Changwad Administration Organization in the Northeastern Region: 3.1 The problems in the schools at present depend on the is low. 3.2 There is very little communication between the schools and the communities. Most of the schools in the Northeast do not get support from the communities. 3.3 The local communities need very badly to acquire more knowledge in order to improve their own standard of living, and so they try to have compulsory education up to the upper Parthom level extended to every district. 3.4 The problem of the academic is the shortage of teachers and audio-visual aids, but the schools seldom receive support from the supervisors. 3.5 The problem of facilities. Most of the schools are not equipped with sufficient facilities, and this negatively affects the morale of the teachers. Recommendations: 1. The Structure of the administrative system in the elementary schools at present does not follow the principles and the real objectives of delegating authorizes in the management of education. The administrators should get more authority and more freedom in making decisions related to the administration in the schools than at present. 2. According to the philosophy of administering education for life and society, the administrators and academic advisors should be flexible in using rules and the ways of carrying out duties in relation to the communities. 3. Studies and research in various aspects of the administrative tasks in schools should be emphasized. |
