| Abstract: | การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการใช้สิ่งพิมพ์รัฐบาลของอาจารย์ในด้านประเภทสิ่งพิมพ์รัฐบาลที่ใช้ อายุของสิ่งพิมพ์รัฐบาล จำนวนสิ่งพิมพ์รัฐบาลที่ใช้ในการอ้างอิง วิธีการค้นหาสิ่งพิมพ์รัฐบาล ปัญหาการใช้สิ่งพิมพ์รัฐบาล และรวบรวมบรรณานุกรมผลงานทางวิชาการและบรรณานุกรมสิ่งพิมพ์รัฐบาลที่อ้างอิงไว้ท้ายผลงานทางวิชาการของอาจารย์คณะเกษตรศาสตร์ มหาวิทยาลัยเชียงใหม่ ตั้งแต่ปี 2520 –2524 ผลการวิจัยที่ได้รับจะเป็นแนวทางในการแก้ไขและปรับปรุงการดำเนินงานสิ่งพิมพ์รัฐบาลของห้องสมุด คณะเกษตรศาสตร์ มหาวิทยาลัยเชียงใหม่ ให้สอดคล้องกับความต้องการในการใช้ของคณาจารย์ เพื่อผลิตผลงานทางวิชาการ วิธีดำเนินงานวิจัย ผู้วิจัยได้เก็บข้อมูลโดยการค้นคว้าจากหนังสือและสิ่งพิมพ์ต่าง ๆ และการแจกแบบสอบถามและแบบสำรวจผลงานทางวิชาการแก่อาจารย์ คณะเกษตรศาสตร์ มหาวิทยาลัยเชียงใหม่ โดยการแจกแบบสอบถาม 96 ชุด ได้รับคืน 67 ชุด คิดเป็นร้อยละ 69.79 แบบสำรวจผลงานทางวิชาการแจก 78 ชุด ได้รับคืน 28 ชุด คิดเป็นร้อยละ 35.90 ข้อมูลที่ได้จากแบบสอบถามและแบบสำรวจผลงานทางวิชาการนำมาเสนอในรูปของร้อยละ ผลการวิจัยสรุปได้ คือ อาจารย์คณะเกษตรศาสตร์ มีผลงานทางวิชาการประเภทงานวิจัยมากที่สุด ในการผลิตผลงานทางวิชาการนั้น อาจารย์ส่วนมากใช้หนังสือภาษาอังกฤษเป็นเอกสารอ้างอิงมากที่สุด และสิ่งพิมพ์รัฐบาลที่ใช้เป็นเอกสารอ้างอิงจะเป็นสิ่งพิมพ์รัฐบาลประเภทรายงานผลการวิจัยมากที่สุด โดยใช้สิ่งพิมพ์รัฐบาลที่มีอายุไม่เกิน 5 ปี ทุกภาควิชาการใช้สิ่งพิมพ์รัฐบาล อาจารย์ส่วนมากจะไปใช้ที่ห้องสมุดคณะเกษตรศาสตร์ มหาวิทยาลัยเชียงใหม่ ประมาณ 2 ถึง 50 ครั้ง ต่อปี และมีปัญหาในการใช้สิ่งพิมพ์รัฐบาลอยู่ในระดับปานกลาง ในการค้นหาสิ่งพิมพ์รัฐบาล อาจารย์ส่วนใหญ่ใช้บัตรรายการเป็นคู่มือช่วยค้นหาสิ่งพิมพ์รัฐบาลที่ต้องการ ข้อเสนอแนะ หอสมุดแห่งชาติ ในฐานะเป็นศูนย์บรรณานุกรมแห่งชาติ ควรมีการปรับปรุงการควบคุมบรรณานุกรมสิ่งพิมพ์รัฐบาลให้มีประสิทธิภาพ โดยเสนอให้ผู้บริหารแก้กฎหมายพระราชบัญญัติการพิมพ์ พุทธศักราช 2484 ให้รวมเอาสิ่งพิมพ์รัฐบาลที่หน่วยงานพิมพ์เผยแพร่เป็นสิ่งพิมพ์ที่ต้องส่งให้หอสมุดแห่งชาติด้วย และผู้บริหารของหน่วยงานที่ผลิตและจัดพิมพ์สิ่งพิมพ์รัฐบาลทางการเกษตรควรเห็นถึงความสำคัญในการควบคุมบรรณานุกรมแห่งชาติ โดยจัดส่งสิ่งพิมพ์รัฐบาลที่จัดทำขึ้นให้หอสมุดแห่งชาติหรือศูนย์สารสนเทศการเกษตร สำนักหอสมุดมหาวิทยาลัยเกษตรศาสตร์ เพื่อให้การควบคุมบรรณานุกรมสิ่งพิมพ์รัฐบาลทางการเกษตรให้มีประสิทธิภาพมากขึ้น และห้องสมุดคณะเกษตรศาสตร์ มหาวิทยาลัยเชียงใหม่ ควรมีการดำเนินงานด้านต่าง ๆ เพื่อให้ผู้ใช้เห็นคุณค่าและความสำคัญของสิ่งพิมพ์รัฐบาล |
| Other Abstract: | The purposes of this research was: to study the use of government publications by the Agricultural Faculty Members of Chiang Mai University concerning its type; time span of government publications; the total number of government publications in literature cited; methods to search government publications; using problem and to collect bibliography of Faculty’s publications and government publications cited in their publications in the period 1977-1981. The results of this study will be used as a guideline to improve government publications’ collection of Faculty of Agricultural Library Chiang Mai University to meet the need of Faculty member to their works. Data collecting methods were documentary research; citation counting technique; questionnaire survey; and Faculty’s publications inventory form. 96 questionnaires were distributed to the faculty member and 67 copies (69.79%) were returned. Furthermore, 78 academic papers inventory from were distributed and 28 copies (35.90%) were returned. The result of this research revealed that most faculty members to their research for their publications by mostly used English text book in their literature cited. The type of government publications which mostly they used were research reports and time span of government publications they used were 0-5 years. Furthermore, they use government publications at Faculty Library 2 to 50 times per year and they have minimum problem in their use. Finally they used catalog cards to search government publications. Recommendations: The National library as the center of national bibliography control should improve the methods to control the bibliography of government publications by reporting to the head of department amend the Printing act B.E. 2484 to include government publications to be distributed to the National Library. The Head or Director of Department which produce government publications should be aware of national bibliography control by distributed their publications to the national library and National AGRIS Centre, Kasetsart University Library, in order to have efficiency in bibliography control of Agricultural government publications, And Agricultural Faculty library, Chiang Mai University should have activity or service to make the user to be aware the usefulness and importance of government publications. |
