| Abstract: | การวิจัยนี้มีจุดมุ่งหมายเพื่อหาค่าใช้จ่ายรายหัวของนักศึกษาด้านสถาบันการศึกษา และเพื่อบ่งชี้ลักษณะความสูญเปล่าทางการศึกษาของวิทยาลัยครูนครสวรรค์ โดยแยกให้เห็นว่าความสูญเปล่าทางการศึกษาอยู่ในรูปการเรียนช้ากว่ากำหนด หรือการออกกลางกัน หรือทั้งสองลักษณะ รวมทั้งคำนวณจำนวนเงินที่รัฐเสียไป เนื่องจากการออกกลางคันและการเรียนช้ากว่ากำหนด และเพื่อเปรียบเทียบความแตกต่างของค่าใช้จ่ายที่รัฐต้องเสียไป เนื่องจากการออกกลางคันและการเรียนช้ากว่ากำหนด จำแนกตามระดับวุฒิ (ป.กศ., ป.กศ. สูงและ ค.บ.) พร้อมทั้งหาสาเหตุของการออกกลางคันและการเรียนช้ากว่ากำหนด โดยเก็บรวบรวมข้อมูลจากแผนกการเงิน และแผนกทะเบียนวัดผลของวิทยาลัยครูนครสวรรค์และจากการตอบแบบสอบถามของนักศึกษา ที่ออกกลางคันและที่เรียนช้ากว่ากำหนด ผู้วิจัยได้คำนวณหาเรโชประสิทธิภาพ และเรโชความสูญเปล่าของระดับต่างๆ แต่ละรุ่นปีการศึกษา แล้วทดสอบสมมุติฐาน โดยการหาช่วงความเชื่อมั่น (Confidence interval) ของค่าเฉลี่ย ในการทดสอบความมีนัยสำคัญของความแตกต่างของค่าใช้จ่ายที่รัฐต้องเสียไป เนื่องจากการออกกลางคัน และการเรียนช้ากว่ากำหนดใช้การวิเคราะห์ความแปรปรวนชนิดทางเดียว ผลการวิจัยปรากฏดังนี้ 1. ค่าใช้จ่ายรายหัวของสถาบันการศึกษาปีละ 2,746.68 บาท แยกเป็นค่าดำเนินการ 2,407.20 บาท ค่าลงทุน 339.48 บาท 2. โดยส่วนรวมวิทยาลัยครูนครสวรรค์มีความสูญเปล่าทางการศึกษา ด้านการเรียนช้ากว่ากำหนดเพียงลักษณะเดียว เมื่อพิจารณาแต่ละระดับ ปรากฏว่าระดับ ป.กศ. มีความสูญเปล่าทางการศึกษา ด้านการเรียนช้ากว่ากำหนดเพียงลักษะเดียว ระดับ ป.กศ.สูง และระดับ ค.บ. ไม่มีความสูญเปล่าทางการศึกษาทั้งสองลักษณะ รัฐต้องสูญเสียเงินเนื่องจากการออกกลางคันและการเรียนช้ากว่ากำหนดทุกระดับ รวม 5 รุ่น (2514 ถึง 2518) เป็นเงิน 5,111,571.48 บาท โดยระดับ ป.กศ. มีการสูญเสียเงินมากที่สุด 3. รัฐต้องสูญเสียเงิน เนื่องจากการออกกลางคัน และการเรียนช้ากว่ากำหนดในระดับ ป.กศ. มากกว่าระดับ ป.กศ.สูงและระดับ ค.บ. ส่วนในระดับ ป.กศ.สูง กับระดับ ค.บ. ไม่มีความแตกต่างกัน 4.สาเหตุสำคัญที่ทำให้นักศึกษา เรียนช้ากว่ากำหนดและออกกลางคัน เนื่องมาจากปัญหาด้านการเงิน นักศึกษาต้องประกอบอาชีพหรือช่วยผู้ปกครองประกอบอาชีพ |
| Other Abstract: | The purpose of this study was to determine the annual unit costs paid by the institution, to identify the educational wastage of Nakhon Sawan Teachers’ College, to calculate the total expenditures which the government has wasted on the repeaters and drop outs, to compare the wastage between three educational levels : certificate of education, higher certificate of education and bachelor degree of education, and to determine the cause of the repetition and the drop out. The data of the institutional costs and others were collected directly from the Finance and Registration Department of Nakhon Sawan Teachers’ College and by means of questionnaires. The efficiency ratio and the wastage ratio were determined in order to identify the educational wastage. The hypotheses were tested by mean of the confidence interval of mean and the One – way Analysis of Variance. The results were : 1. The institutional cost per head was 2,746.68 bahts per year which were 2,407.20 bahts for the operating cost and 339.48 bahts for the capital cost. 2. Nakhon Sawan Teachers’ College has only repetition wastage. If considers each individual educational level; the certificate of education has only repetition wastage, the higher certificate of education and the bachelor degree of education have no educational wastage at all. The total expenditure which the government has wasted on the repeaters and the drop outs of five cohorts ( 2514 – 2518) of three educational levels was 5,111,571.48 bahts. The certificate of education has the highest wastage. 3. The expenditure that had been wasted on the repeaters and the drop outs of the certificate of education was higher than that of the higher certificate of education and the bachelor degree of education, but the educational wastage of the higher certificate of education was not different from that of the bachelor degree of education. 4. The most important cause of the repetition and drop out was the finance problem. |
