| Abstract: | วัตถุประสงค์ของการวิจัยครั้งนี้ เพื่อศึกษาสภาพและการดำเนินงานของห้องสมุดสถาบันการศึกษาวิชาการทหารชั้นสูงของประเทศไทย 7 แห่ง ในด้านการจัดและบริหารงานห้องสมุดโดยทั่วไป ซึ่งครอบคลุมถึงอาคาร สถานที่ ครุภัณฑ์ บุคลากร งบประมาณ หนังสือ และสิ่งพิมพ์ต่างๆ งานเทคนิคของห้องสมุด รวมทั้งงานบริการ ตลอดจนความคิดเห็นของผู้ใช้ห้องสมุดสถาบันดังกล่าว แล้วนำผลที่ได้ไปสรุปเทียบกับมาตรฐานมาตรฐานห้องสมุดเฉพาะตามที่สมาคมห้องสมุดแห่งประเทศไทยได้กำหนด เพื่อเป็นแนวทางในการดำเนินการพัฒนาห้องสมุดให้ก้าวหน้ายิ่งๆขึ้นโดยลำดับ วิธีดำเนินการวิจัย ใช้การค้นคว้าจากหนังสือ วารสารและสิ่งพิมพ์อื่นๆ ในส่วนที่เกี่ยวข้องกับประวัติและวิวัฒนาการของสถาบันการศึกษาวิชาการทหารชั้นสูงทั้ง 8 สถาบัน สัมภาษณ์หัวหน้าบรรณารักษ์และใช้วิธีสังเกตการณ์ ส่งแบบสอบถามไปยังหัวหน้าบรรณารักษ์และผู้ใช้ห้องสมุดของสถาบันฯ จำนวน 127 คน ได้รับแบบสอบถามคืนครบถ้วน 127 ฉบับ คิดเป็นร้อยละ 100 ผลการวิจัยพบว่า ไม่มีห้องสมุดสถาบันใดที่มีอาคารเป็นเอกเทศ ห้องสมุดอำนวยความสะดวกและสนองความต้องการให้ด้านการจัดหาหนังสือและสิ่งพิมพ์อื่นๆรวมทั้งอุปกรณ์โสตทัศนวัสดุให้แก่ผู้ใช้ห้องสมุดอย่างพอเพียง ห้องสมุดส่วนใหญ่มีจำนวนบุคลากรพอเพียงแก่การปฏิบัติงานของห้องสมุด ส่วนใหญ่ร้อยละ 71.43 ได้รับงบประมาณห้องสมุด มีการจัดหมวดหมู่หนังสือและทำบัตรรายการด้วยระบบทศนิยมดิวอี้ และระบบหอสมุดรัฐสภาอเมริกัน นอกจากนี้ยังได้คิดระบบขึ้นใช้เองเพื่อจัดหมวดหมู่สิ่งพิมพ์ประเภทงานภาคนิพนธ์ และตำราราเรียนของสถาบัน ตลอดจนมีบริการอย่างกว้างขวางและมีประสิทธิภาพ ในด้านความคิดเห็นของผู้ใช้ห้องสมุดนั้น ปรากฏว่าผู้ใช้ห้องสมุดมีความเห็นว่าเจ้าหน้าที่ห้องสมุด มีความกระตือรือร้นในด้านการให้บริการต่อผู้ใช้ห้องสมุดมาก ส่วนความสะดวกในการให้บริการแก่ผู้ใช้ห้องสมุดและสิ่งพิมพ์ต่างๆมีเพียงพอแก่ความต้องการของผู้ใช้ในระดับปานกลาง ผู้ใช้ห้องสมุดมีความเห็นว่าตนมีส่วนร่วมในการเสนอจัดซื้อหนังสือน้อย เมื่อเทียบกับมาตรฐานห้องสมุดเฉาะ ปรากฏว่าห้องสมุดสถาบันการศึกษาวิชาการทหารชั้นสูงของประเทศไทยส่วนใหญ่ได้มาตรฐานตามที่กำหนด นอกจากในด้านคุณวุฒิทางบรรณารักษศาสตร์ของบรรณารักษ์ห้องสมุดบางสถาบัน ห้องสมุดบางแห่งไม่มีสถานภาพเป็นหน่วยงานทางวิชาการ และไม่ได้รับงบประมาณในส่วนของห้องสมุด จำนวนวารสารยังต่ำกว่ามาตรฐานที่กำหนด ข้อเสนอแนะเพื่อให้ห้องสมุดสถาบันการศึกษาวิชาการทหารชั้นสูงของประเทศ เป็นห้องสมุดที่ได้มาตรฐานขั้นต่ำโดยสมบูรณ์ จึงควรแก้ไขปัญหาในส่วนที่ยังไม่ได้มาตรฐาน คือ คุณวุฒิของบรรณารักษ์ งบประมาณ สถานภาพของห้องสมุด และจำนวนวารสาร นอกจากนี้ยังได้เสนอแนะให้มีการแก้ไขปรับปรุงห้องสมุดโดยส่วนรวมอีกด้วย ดังนี้ ข้อเสนอแนะเพิ่มเติม 1.ในส่วนที่เกี่ยวกับการปรับปรุงห้องสมุด มีดังนี้ 1.1ควรปรับปรุงเปลี่ยนแปลงสถานที่ให้เป็นที่น่าสนใจและดึงดูดผู้ใช้ห้องสมุดยิ่งขึ้น 1.2ควรจัดให้มีนิทรรศการเกี่ยวกับสถาบันโอกาสที่เหมาะสม เพื่อเป็นการประชาสัมพันธ์ ห้องสมุดทั้งต่อผู้บังคับบัญชาและผู้ใช้ห้องสมุด 1.3ควรจัดแยกสิ่งพิมพ์ที่ผู้ใช้ห้องสมุดมีความต้องการใช้และจำเป็นต้องใช้อยู่เสมอต่างหากจาก สิ่งพิมพ์อื่นๆ 1.4จัดทำคู่มือการใช้ห้องสมุดแจกจ่ายแก่ผู้ใช้ห้องสมุด 1.5ควรจัดหาครุภัณฑ์ที่จำเป็นและอำนวยความสะดวกรวดเร็วในการปฏิบัติงานห้องสมุดไว้ให้ พร้อม เพื่อความคล่องตัวในการปฏิบัติหน้าที่ 1.6ควรมีการสำรวจการให้บริการของห้องสมุด 1.7ควรจัดทำแผนงานของหัวหน้าบรรณารักษ์ เพื่อเป็นเครื่องช่วยในการตัดสินใจในด้านการ บริหารงานห้องสมุดให้มีประสิทธิภาพ และช่วยในการประเมินคุณค่าของห้องสมุด 1.8การจัดเก็บเอกสารสิ่งพิมพ์ที่มิใช่หนังสือและวารสาร ควรจัดเก็บในรูปของเอกสาร โดยจัดทำ หัวเรื่องทางวิชาการทหารให้ละเอียดเท่าที่จำเป็น และคิดว่าจะสะดวกและเป็นประโยชน์ต่อผู้ใช้มากที่สุด 2.ในส่วนที่เกี่ยวกับผู้บริหาร (หรือผู้บังคับบัญชา) ของห้องสมุด 2.1ควรมีการพิจารณาจัดตั้งคณะกรรมการพัฒนาห้องสมุดของสถาบันการศึกษาวิชาการทหาร ชั้นสูงของประเทศไทยขึ้น 2.2จัดตั้งคณะกรรมการห้องสมุดของแต่ละสถาบัน เพื่อทำหน้าที่เป็นที่ปรึกษาในด้านต่างๆ 2.3ควรส่งเสริมและสนับสนุนการศึกษาของเจ้าหน้าที่ห้องสมุดในทุกๆด้าน |
| Other Abstract: | The purpose of this thesis was to study the conditions and operation of 7 high military training institute libraries in Thailand concerning the whole face on system of management and administration of the library in which library quarters and location, equipment, personnel, budget, books and non-book materials, technical services, library services and the library users’ opinions were included. A summary comparison of the results of the standard of the special library accredited by the Thai Library Association was also made in order to serve as a guideline for the development and improvement of the libraries as a whole. The research methods used in this thesis were documentary research through books, periodicals and other printed materials, covering the history and development of 8 institutes; interviewing head librarians and observing the library operation; the distributions of 127 questionnaires, 7 to head librarians and the other 120 to the library users of 8 institutes, all of them (100%) were answered and returned. Research results are concluded as follows : Comfortable accommodation and necessary books and non-book materials including audio-visual materials to fulfill the needs of the users are provided, though none of the libraries has its own building, Most of the libraries have satisfactory personnel to cope with library work. The majority (71.43%) has their own budget. Either the Dewey Decimal Classification or the Library of Congress Classification is used besides its own system adapted by the librarian for classifiying student these and text books of the institutes. There are also a wide rang of categories and efficient library services. The library users’ opinions are : Extremely satisfactory in relation to the staff’s enthusiasm in serving the readers; moderately satisfactory ad to the library service accommodation and the library resources; the need for participating in book selection In comparing the results of the research to the special library standard, most of them are standardized except for some of the librarians who are not qualified, not all of the libraries have academic status and have their own budget, the number of periodicals are lower than the standard. In order to develop the high military training institute libraries to meet at least the minimum standard of the special library, it is recommended that minimum standard of the special library, it is recommended that the solving or the problems of unqualified librarians, budget, library status and number of periodicals, in most necessary. The reorganization of the library as a whole is also recommended. The additional recommendations are as follows: 1.The libraries should occasionally 1.1Be rearranged and redecorated to be more interesting and more attractive 1.2Provide exhibitions about their institutes according to the appropriate chance so as to give information and public relations both to the superiors and the users. 1.3Arrange special collections of the library materials that are often used and needed by the users. 1.4Publish and distribute library handbooks. 1.5Acquire all of the necessary library equipment. 1.6Make evaluation of the condition of library services 1.7Make a working plan for the library each year. 1.8Keep military documents except books and periodicals separately and set up military subject headings for them that would provide more advantage and convenience for the users. 2.The library administrators (or the commanders) should 2.1 Set up a library development committee. 2.2 Set up a library council. 2.3 Promote and encourage the library staff of further the study or to have in-service training in the field of library science or related disciplines. |
