| Abstract: | การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อวิเคราะห์ภาวะการณ์คุณภาพน้ำแม่น้ำเจ้าพระยาตอนล่าง ศึกษาวิเคราะห์กฎหมายที่เกี่ยวกับการควบคุมน้ำเสียจากชุมชนที่ลงสู่แม่น้ำเจ้าพระยา ตลอดจนศึกษาหาแนวทางและมาตรการทางกฎหมายที่เหมาะสมเพื่อรักษาคุณภาพน้ำแม่น้ำเจ้าพระยาตอนล่าง ผลการวิจัยพบว่า กฎหมายที่เกี่ยวข้องกับการรักษาคุณภาพน้ำแม่น้ำเจ้าพระยาในปัจจุบันมีอยู่อย่างไม่เป็นเอกภาพ ดังนั้นจึงมีผลต่อองค์กรต่างๆ ที่บังคับใช้กฎหมายนั้น ข้อเสนอแนะ คือ สมควรมีกฎหมายโดยตรงในการควบคุมคุณภาพน้ำในแม่น้ำเจ้าพระยาตอนล่าง การจัดตั้งองค์กรเพื่อทำหน้าที่ควบคุมดูแลแหล่งน้ำสาธารณะและประสิทธิภาพในการบังคับใช้กฎหมายมีส่วนจำเป็นด้วย |
| Other Abstract: | The research is intended to study and analyse the situation of the water quality of the water quality of the lower Chao Phraya river as well as legal measure for domestic waste water control in order to find an appropriate legal measure for the water quality control of the river. The result of the study comes out that the existing laws and regulations dealing with water quality control lack of unity. Therefore, there effected the agencies responsible in enforcing them. It is recommended that it should have direct law controlling water quality of the lower Chao Phraya river. The establishment of an organization to control public water and the effectiveness of law implementation are also the necessitate. |
