| Abstract: | การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพและปัญหาการบริหารงานธุรกิจในโรงเรียนมัธยมศึกษาขนาดเล็ก สังกัดกรมสามัญศึกษา เขตการศึกษา 6 ผลการวิจัยพบว่า สภาพการบริหารงานธุรกิจ มีการวางแผนปฏิบัติการประจำปี โดยผู้บริหารผู้ช่วยบริหารและหัวหน้างานธุรกิจการร่วมกันวางแผน มีการจัดหาหนังสือคู่มือเกี่ยวกับงานธุรการไว้ใช้ในการปฏิบัติงาน มีการจัดทำแผนภูมิโครงสร้างสายงานธุรการเพื่อกำหนดบทบาทหน้าที่ความรับผิดชอบในการบริหารงานธุรการ ผู้บริหารโรงเรียนเป็นผู้พิจารณาสรรหาและมอบหมายให้บุคลากรเข้าปฏิบัติงานธุรการ มีการจัดห้องธุรการสำหรับปฏิบัติงานธุรการ หัวหน้างานธุรการมีหน้าที่รับผิดชอบดำเนินการเกี่ยวกับงานสารบรรณ มีการจัดทำหลักฐานการเงินและบัญชีตามที่กฎหมายและระเบียบว่าด้วยการเงินกำหนดเจ้าหน้าที่การเงินเป็นผู้เก็บรักษาหลักฐานทางการเงินและบัญชี มีคณะกรรมการเก็บรักษาเงิน มีการจัดหาพัสดุตามความต้องการใช้ของโรงเรียนมีการจัดทำทะเบียนครุภัณฑ์ มีการตรวจสอบการรับ-จ่ายพัสดุประจำปี มีการจัดทำทะเบียนประวัติครู หัวหน้างานธุรการรับผิดชอบจัดทำทะเบียนประวัติลูกจ้างประจำ หัวหน้างานธุรการเป็นผู้รับผิดชอบติดตามและประเมินผลงานธุรการโดยการสังเกตและการประชุมสรุปผลการปฏิบัติงาน ปัญหาในการบริหารงานธุรการ ขาดบุคลากรที่มีความรู้ความสามารถด้านงานธุรการและการวางแผน ขาดข้อมูลด้านงานธุรการเพียงพอสำหรับการวางแผน มีวัสดุอุปกรณ์ เครื่องมือเครื่องใช้ในงานธุรการไม่เพียงพอ ได้รับงบประมาณด้านงานธุรการน้อย การทำลายหนังสือราชการไม่ถูกต้องตามระเบียบสำนักนายกรัฐมนตรีว่าด้วยงานสารบรรณ พ.ศ. 2526 ขาดบุคลากรที่มีความรู้ความสามารถในการปฏิบัติงานด้านการเงินและบัญชี การเก็บรักษาพัสดุไม่เป็นไปตามระเบียบที่กำหนด การเบิกจ่ายพัสดุไม่เป็นระบบที่รัดกุม การจัดทำทะเบียนต่าง ๆ ไม่ถูกต้องไม่เป็นปัจจุบัน การจัดทำสถิติของโรงเรียนขาดข้อมูลมีข้อมูลไม่ถูกต้อง ขาดบุคลากรที่มีความรู้และทักษะในการสร้างเครื่องมือประเมินผลงานธุรการ และขาดเอกสาร คู่มือเกี่ยวกับการประเมินผลงานธุรการ |
| Other Abstract: | The purpose of this research was to study the state and problems of business affairs administration in small secondary schools under the department of general education, educational region six. The study revealed that the states of business affairs administration were: school had annual activity planned; administrators, assistant administrators, and head of business affairs were participate in planning system; collect books and manual concerning business affairs task; chart and structure of business affairs was done for assigned task and responsibility of business affairs administration; the personel worked in this area were assigned by administrators; there is a room for business affairs task; head of business affairs was responsibility of secretarial work; financial and accounting documents were recorded according to the law of finance; the finance officer as filing finance and accounting documents; a committee keep school’s money purchasing supplies by the need of school projects; annual supplies checking; personel recorded by head of business affairs; follow up and evaluation business affairs by observing and conclude meeting. The problems revealed in the study were: lack of planning and business affairs capacity personel; insufficient business affairs data for planning project; lack of tools and materials for business affairs; insufficient budget; destroying official documents were not presently; lack of finance and accounting capacity personel; to keeping and employing supplies not according to the procedure; school’s records not recently; lack of data for schools records; data were not true; lack of personel who had the knowledge and skill in constructing the business affairs evaluation instrument; lack of document about business affair evaluation. |
