dc.description.abstractวิเคราะห์สภาพปัจจุบันและปัญหาด้านเทคโนโลยีสารสนเทศและการสื่อสาร ของสถาบันราชภัฏ วิเคราะห์ความสอดคล้องระหว่างกรอบนโยบายเทคโนโลยีสารสนเทศ และการสื่อสารของชาติกับแผนด้านเทคโนโลยีสารสนเทศและการสื่อสาร ของสถาบันราชภัฏ พัฒนาแผนกลยุทธ์ด้านเทคโนโลยีสารสนเทศและการสื่อสาร ของสถาบันราชภัฏราชนครินทร์ และพัฒนาแผนปฏิบัติการด้านเทคโนโลยีสารสนเทศและการสื่อสาร ของสถาบันราชภัฏราชนครินทร์ กลุ่มตัวอย่างจำนวน 149 คน ประกอบด้วย ผู้เชี่ยวชาญ อธิการบดี ผู้บริหารและอาจารย์ของสถาบันราชภัฏราชนครินทร์ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสำรวจ แบบสอบถาม แบบสัมภาษณ์ชนิดกึ่งโครงสร้าง แบบสังเคราะห์เอกสาร วิธีดำเนินการวิจัยคือ 1) วิเคราะห์สภาพปัจจุบันและปัญหาด้านเทคโนโลยีสารสนเทศของสถาบันราชภัฏ โดยการวิเคราะห์แบบสำรวจและแบบสอบถาม 2) วิเคราะห์ความสอดคล้องระหว่างกรอบนโยบายเทคโนโลยีสารสนเทศของชาติ กับแผนด้านเทคโนโลยีสารสนเทศและการสื่อสารของสถาบันราชภัฏ โดยการสังเคราะห์เอกสาร 3) วิเคราะห์สภาพแวดล้อมของสถาบันราชภัฏราชนครินทร์ ซึ่งใช้เทคนิค SWOT Analysis โดยการสัมภาษณ์อธิการบดี ผู้เชี่ยวชาญ และการสัมมนาแบบมีส่วนร่วม และ 4) ตรวจสอบความเหมาะสม ความถูกต้องของแผนกลยุทธ์ และแผนปฏิบัติการด้านเทคโนโลยีสารสนเทศและการสื่อสารโดยผู้เชี่ยวชาญ ผลการวิจัยสรุปได้ดังนี้ 1) สำนักงานสภาสถาบันราชภัฏได้สนับสนุนให้สถาบันราชภัฏแต่ละแห่ง มีการนำเทคโนโลยีมาใช้ในการบริหารและการจัดการศึกษาอย่างจริงจัง เพื่อสนับสนุนพันธกิจทุกด้านของสถาบัน 2) ในภาพรวมสถาบันราชภัฏมีปัญหาด้านบุคลากร ด้านงบประมาณ ด้านอุปกรณ์เครือข่ายโทรคมนาคม ด้านแผนกลยุทธ์และแผนปฏิบัติการ 3) วิสัยทัศน์และนโยบายระหว่างกรอบเทคโนโลยีสารสนเทศและการสื่อสารของชาติ กับแผนด้านเทคโนโลยีสารสนเทศและการสื่อสาร ของสถาบันราชภัฏมีความสอดคล้องกัน 4) กลยุทธ์และแผนปฏิบัติการที่ได้จากการวิจัยคือ กลยุทธ์ด้านการจัดการศึกษา กลยุทธ์ด้านการบริหารจัดการ กลยุทธ์ด้านการพัฒนาทรัพยากรมนุษย์ กลยุทธ์ด้านวิจัยกลยุทธ์ด้านบริการวิชาการแก่ชุมชน และกลยุทธ์ด้านทำนุบำรุงศาสนา ศิลปและวัฒนธรรม ทุกกลยุทธ์สามารถนำไปสนับสนุนให้สถาบันราชภัฏราชนครินทร์ เป็นสถาบันอุดมศึกษาชั้นนำของภูมิภาค ที่เน้นการนำเครือข่ายเทคโนโลยีสารสนเทศและการสื่อสารที่มีความทันสมัย เพื่อให้บริการผู้มีส่วนได้ส่วนเสียได้อย่างถูกต้อง รวดเร็วและมีประสิทธิภาพen
dc.description.abstractalternativeTo 1) analyze current situations and problems of the information and communication technology (ICT) of Rajabhat Institutes (RIs), 2) analyze the accordance between the National ICT policy framework and the RIs' ICT plan, 3) develop the strategic plans for ICT of Rajabhat Institute Rajanagarindra (RIR), and 4) develop the action plans for ICT of RIR. The 149 samples comprised an expert, the rector, the administrators and the instructors of RIR. The tools used in collecting data consisted of surveys form, a questionnaires, semi-structured interviews and document analysis form. The research methodologies are 1) to analyse the current situation and the problems of ICT by analyse the surveys and the questionnaires results, 2) to analyse the accordance between the National ICT policy framework and the RIs' ICT plan by synthetize the document analysis, 3) to analyse the environmental situation of RIR (SWOT Analysis) by an interview the rector, an experts and a participation seminar, and 4) an audit suitability ofcorrection of strategic and an action plan of ICT by experts are determined. The findings are: 1) Rajabhat Institute Council encourages each Rajabhat Institute to recognise how to use technology in education management in order to support all mission of the institutes, 2) the overall problems of RIs, is manpower, finance, equipment of communication networking, strategic and action plan, 3) the vision and policy between the National ICT Policy Framework and the RIs' ICT plan are related to one another. 4) the recommended strategic and action planning derived from the research are: strategy in Educational management; strategy in Administration; strategy in Human Resource Development; strategy in Research; strategy in Community Service; and strategy in Maintenance of religion, art and Culture. All the strategies mentioned can be implemented by RIR in order to be the a leader institute of higher education in the Eastern Region that bring the modern network of ICT to serve stakeholder correctly, quickly, and efficiently.en
