| Abstract: | การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อวิเคราะห์เอกสารคัดสรรที่เกี่ยวข้องกับเกณฑ์การรับรองวิทยฐานะหลักสูตรการเรียนอิเล็กทรอนิกส์ในระดับอุดมศึกษา 2) เพื่อศึกษาความคิดเห็นของผู้เชี่ยวชาญและผู้ที่เกี่ยวข้องกับเกณฑ์การรับรองวิทยฐานะหลักสูตรการเรียนอิเล็กทรอนิกส์ในระดับอุดมศึกษา 3) เพื่อนำเสนอเกณฑ์การรับรองวิทยฐานะหลักสูตรการเรียนอิเล็กทรอนิกส์ในระดับอุดมศึกษา วิธีการรวบรวมข้อมูลทำโดยการวิเคราะห์เอกสาร (content-analysis) เอกสารคัดสรรที่เกี่ยวข้องกับการรับรองวิทยฐานะการเรียนอิเล็กทรอนิกส์และการเรียนแบบทางไกลทั้งในและต่างประเทศ จำนวน 9 สถาบัน ได้ 195 ข้อความที่พัฒนาเป็นเกณฑ์ และเมื่อผ่านการตรวจสอบเครื่องมือโดยผู้ทรงคุณวุฒิ 3 ท่าน ได้ 128 ข้อความที่พัฒนาเป็นเกณฑ์ และการสอบถามความคิดเห็นกลุ่มผู้เชี่ยวชาญด้านการเรียนอิเล็กทรอนิกส์ จำนวน 7 ท่าน แบ่งเป็น 2 กลุ่ม คือ ก) กลุ่มผู้รับผิดชอบระดับนโยบายและการดำเนินการสอนที่เกี่ยวข้องกับหลักสูตรการเรียนอิเล็กทรอนิกส์ในระดับอุดมศึกษา ข) ผู้สอนหรือเป็นวิทยากรในหลักสูตรการเรียนอิเล็กทรอนิกส์ในระดับอุดมศึกษาที่เปิดสอนออนไลน์โดยไม่มีการพบปะกับผู้เรียน ผลการวิจัย พบว่า เกณฑ์ที่ได้รับการยอมรับจากผู้เชี่ยวชาญด้านการเรียนอิเล็กทรอนิกส์ จำนวนทั้งหมด 106 เกณฑ์ แบ่งเป็น 11 ด้าน ซึ่งนำเสนอเป็น 3 ขั้นตอนดังนี้ 1) ปัจจัยนำเข้า (Input) ประกอบด้วย 51 เกณฑ์แบ่งเป็น 6 ด้าน คือ (1) ด้านพันธกิจ (2) ด้านความพร้อมในการดำเนินการ (3) ด้านการคัดเลือกและรับผู้เรียน (4) ด้านการบริการ (5) ด้านการสนับสนุน (6) ด้านการจัดคณาจารย์และบุคลากร 2) กระบวนการ (Process) ประกอบด้วย 46 เกณฑ์ แบ่งเป็น 4 ด้าน คือ (1) ด้านหลักสูตรและการสอน (2) ด้านการปฏิสัมพันธ์และการสื่อสาร (3) ด้านการวัดและประเมินผล (4) ด้านการประกันคุณภาพ 3) ผลลัพธ์และผลผลิต (Output & Outcomes) ประกอบด้วย 9 เกณฑ์ 1 ด้าน คือ ด้านข้อมูลการติดตามผู้เรียน |
| Other Abstract: | This purposes of research were to: 1) analyze the selected documents about the criteria for an accreditation of e-Learning programs in higher education 2) study opinions of a panel of experts about the accreditation criteria for e-Learning programs in higher education 3) propose the accreditation criteria for e-learning programs in higher education. Content analysis method was used to analyze the selected accreditation criteria documents of 9 institutions from local and abroad that brought to 195 criteria, three higher education policy makers reviewed and deducted to 128 criteria before collecting opinions by questionnaires from 7 experts who were the policy makers of e-learning in universities and instructors of full-e-learning curriculum (non face-to-face) or the program that had more than 80 percentage learning online. The finding of this study were 106 criteria classified in 11 areas, and it were proposed into 3 steps as the following: 1) Input: There were 51 criteria that grouped to 6 areas: (1) Mission (2) Course preparation (3) Admission and selection (4) Service (5) Support (6) Staffing & faculty 2) Process: There were 46 criteria that grouped to 4 areas: (1) Curriculum and Instruction (2) Communication and interaction (3) Assessment and evaluation (4) Quality Assurance 3) Output & Outcomes: There were 9 criteria grouped as area of monitoring of student information. |
