dc.description.abstract	การวิจัยครั้งนี้เป็นการวิจัยเชิงพัฒนา มีวัตถุประสงค์ 1) วิเคราะห์รูปแบบของสถาบันทดสอบทางการศึกษาระดับประเทศ 2) พัฒนารูปแบบสถาบันทดสอบทางการศึกษารูปแบบต่าง ๆ เพื่อนำไปสู่การนำเสนอรูปแบบสถาบันทดสอบทางการศึกษาแห่งชาติที่เหมาะสมสำหรับประเทศไทย 3) ประเมินความเหมาะสมของรูปแบบสถาบันทดสอบทางการศึกษาแห่งชาติของประเทศไทยที่พัฒนาขึ้น ดำเนินการวิเคราะห์รูปแบบของสถาบันทดสอบทางการศึกษาระดับประเทศด้วย การวิเคราะห์เอกสารและตรวจสอบผลการวิเคราะห์โดยผู้ทรงคุณวุฒิ ยกร่างรูปแบบสถาบันทดสอบทางการศึกษาแห่งชาติด้วยวิธีวิเคราะห์เนื้อหา ตรวจสอบโดยผู้ทรงคุณวุฒิด้วยเทคนิคเดลฟายและประเมินรูปแบบสถาบันโดยกลุ่มผู้มีส่วนได้ส่วนเสีย 2 กลุ่ม ด้วยการใช้แบบสอบถามและการประชุมกลุ่มย่อย ผลการวิจัยสรุปได้ว่า 1. รูปแบบสถาบันทดสอบทางการศึกษาระดับประเทศที่ศึกษา 4 ประเทศ คือ ไทย ญี่ปุ่น สหรัฐอเมริกา และสหราชาอาณาจักร จำนวน 8 หน่วยงาน มีลักษณะการดำเนินการ การบริหารงาน การให้ความสำคัญกับเทคโนโลยี ภารกิจด้านการวิจัยและการมุ่งตอบสนองต่อผู้ใช้บริการคล้ายคลึงกันมาก หน่วยงานมีการกำหนดจุดประสงค์ วิสัยทัศน์ พันธกิจและกลยุทธ์ที่ชัดเจน แตกต่างกันที่ลักษณะองค์การ ขอบข่ายภารกิจ การมีองค์การเครือข่ายและการได้มาของงบประมาณ 2. รูปแบบสถาบันทดสอบทางการศึกษาแห่งชาติที่เหมาะสมสำหรับประเทศไทยเป็นองค์การมหาชน มีการจัดโครงสร้างยืดหยุ่นตามภารกิจหลัก บริหารงานในรูปของคณะกรรมการบริหาร ดำเนินการร่วมกันระหว่างบุคลากรภายในและภายนอกสถาบัน ใช้หลักการบริหารแบบมีส่วนร่วมโดยให้สถาบันอุดมศึกษาทำหน้าที่เป็นองค์การเครือข่ายดำเนินการร่วมกับเขตพื้นที่การศึกษา สถานศึกษามีการบริหารจัดการที่ดี และ มีกลไกในการติดตามกำกับการดำเนินการในทุกระดับ	en
dc.description.abstractalternative	The objectives of this research are 1) to analyze the models of national institutes of educational testing, 2) to develop an appropriate model of national institute of educational testing service for Thailand, and 3) to evaluate the interim model. Analyzing the models of national institute of educational testing is done through content analysis and verification of experts. An appropriate model of national institute of educational testing service for Thailand was proposed by content analysis, and reviewed by the experts using Delphi technique. Finally, the model was evaluated and verified by two groups of stakeholders involved through a set of questionnaire and focus group discussion. The research results are drawn as follows: 1. The educational testing models of 8 institutes from 4 countries, namely Thailand, Japan, USA and UK, are very similar in the aspects of administration, management, the technological orientation and research task to serve the customer-needs. Objective, vision, mission and strategy ofthe institutes have been set very obvious. But type of organization, the scope of task, the supportive network system and source of funding, are different. 2. The appropriate model of national institute of educational testing service for Thailand should be established as a public organization, with a flexible structure according to its task, and performs an effective administration and management through a panel of committees comprising of personnel from both inside and outside the institutes. The appropriate type of administration and management should be the one that higher education institute/university acting as supportive agency for the regional network institutes with a good monitoring mechanism at all levels.	en
