Abstract:	การศึกษาวิจัยเรื่อง การพัฒนาระบบบริหารจัดการของบริษัท ไปรษณีย์ไทย จำกัด ให้สอดคล้องกับกระบวนการศุลกากรไปรษณีย์ในยุคปัจจุบัน : กรณีศึกษา แผนกไปรษณีย์ระหว่างประเทศ ศูนย์ไปรษณีย์กรุงเทพ เป็นการใช้การศึกษาด้วยการวิจัยเชิงพรรณนา(Descriptive Research) ที่มีวัตถุประสงค์เพื่อศึกษาปัญหาและอุปสรรคต่างๆที่เกิดขึ้นในกระบวนการศุลกากรไปรษณีย์ในปัจจุบัน และแสวงหาแนวทางในการเพิ่มประสิทธิภาพของกระบวนการศุลกากรไปรษณีย์ให้มีความสะดวกรวดเร็ว รวมถึงลดปัญหาหรืออุปสรรคต่างๆที่เกิดขึ้นจากกระบวนการศุลกากรไปรษณีย์ที่ดำเนินการอยู่ในปัจจุบันต่อไป โดยการศึกษานั้นมีการศึกษาค้นคว้าถึงแนวคิด ทฤษฎี งานวิจัย และเอกสารต่างๆที่เกี่ยวข้อง รวมทั้งการเก็บข้อมูลเชิงสถิติจากเอกสารภายในต่างๆที่เกี่ยวข้อง ทั้งแนวคิดหลักการจัดการแบบวิทยาศาสตร์ในยุคคลาสสิค แนวคิดการพัฒนาองค์การในยุคปัจจุบัน กระบวนการศุลกากรไปรษณีย์ในปัจจุบัน ปัญหาและอุปสรรคต่างๆที่เกี่ยวข้องกับกระบวนการศุลกากรไปรษณีย์จากความคิดเห็นของผู้ใช้บริการ ประกอบกับการสัมภาษณ์ด้วยวิธีการสัมภาษณ์แบบสัมภาษณ์กลุ่ม (Focus Group) จากกลุ่มตัวอย่างทั้ง เจ้าหน้าที่บริษัท ไปรษณีย์ไทย จำกัด และพนักงานศุลกากรซึ่งเป็นผู้ให้ข้อมูลสำคัญ ทั้งหมดจำนวน 9 คน โดยแบ่งผู้ให้สัมภาษณ์ออกเป็น 2 กลุ่ม คือ ฝ่ายบริหาร จำนวน 5 คน และฝ่ายปฏิบัติการ จำนวน 4 คน ผลจากการศึกษาพบว่า การพัฒนาระบบศุลกากรไปรษณีย์จะดำเนินการได้ จะต้องศึกษาถึงปัญหาและอุปสรรคต่างๆที่เกิดขึ้นในกระบวนการศุลกากรไปรษณีย์เสียก่อน และต้องพยายามค้นหาวิธีการที่ดีที่สุด(one best way ) เพื่อเพิ่มประสิทธิภาพในการทำงาน ไม่ว่าจะเป็นการลดขั้นตอนในการทำงาน การลดกฎระเบียบที่ยุ่งยาก การสร้างแนวทางเพื่อลดปัญหาที่เกิดขึ้นในปัจจุบัน การพยายามพัฒนาและจัดหาเทคโนโลยีที่มีประสิทธิภาพเข้ามาใช้ในการทำงานตลอดเวลา โดยจะต้องมีตัวชี้วัดที่ชัดเจนเพื่อให้สามารถดำเนินการได้อย่างมีประสิทธิภาพ และสามารถวัดผลสำเร็จของงานได้ นอกจากนี้ องค์การจะต้องให้การสนับสนุนทรัพยากรที่ใช้ในการทำงานต่างๆอย่างเหมาะสม ทั้งอัตรากำลังพล เทคโนโลยี อุปกรณ์ และการจัดฝึกอบรมเพื่อพัฒนาในเรื่องของสมรรถนะของผู้ปฏิบัติงาน ทั้ง ความรู้ ทักษะ และทัศนคติแก่เจ้าหน้าที่ในหน่วยงานอยู่เสมอ รวมถึงนำเอาแนวทางและแนวคิดระบบศุลกากรที่ใช้ในบริษัทขนส่งพัสดุระหว่างประเทศของเอกชน มาวิเคราะห์เพื่อนำมาปรับใช้และปรับปรุงในกระบวนการศุลกากรไปรษณีย์ที่ดำเนินการอยู่ตามแต่ละขั้นตอนในปัจจุบัน โดยจะต้องพยายามหาวิธีการที่มีประสิทธิภาพมาเป็นแนวทางในการดำเนินการที่เหมาะสมต่อไป
Other Abstract:	This research is about how Thailand post Co., Ltd. develop the management system to cooperate with the current customs procedure for goods arriving in Thailand by post: the case study of the international postal services, the central post office in Bangkok. The study is conducted in a descriptive research, aiming to investigate problems and obstacles occurring in the current customs procedure for goods arriving in Thailand by post, then seek the effective solution to enable the convenient customs procedure for goods arriving in Thailand by post, including lessen the current troubles. The ideas, theories, research, and documents are examined thoroughly for conducting the research study. The statistical data is also collected from the relating documents. The scientific methods for the management in the classic period, the ideas about the current organization development, the current customs procedure for goods arriving in Thailand by post, problems and obstacles relating to the current customs procedure for goods arriving in Thailand by post from the customers’ experience, the focus group interview from the 9 samples who are the staffs from Thailand Post Co., Ltd. and the officers from the Customs; 5 of them are from the executive department while 4 of them are from the operation department are collected, studied and analyzed to be reported in this research study. The findings reveal that to develop the customs procedure for goods arriving in Thailand by post, problems and obstacles of the procedures need to be examined so that the best solution for tackling the problems can be discovered. The effective procedures can be lessening the processes including complicated rules and regulations, creating the guidelines for solving any problem, developing and providing modern technology. The concrete indicators are the key success for enabling the effective operation and measuring the outcomes. Moreover, the resources need to be managed wisely in the organization. The human resources, modern technology, devices should be provided sufficiently. The operation staffs should be trained regularly to maintain their knowledge, skills and attitude. It is a good idea to analyze and apply the strategies from the customs procedure for goods arriving in Thailand by post from the private sectors to Thailand post organization. There must be some effective approaches for Thailand post to utilize appropriately in the organization.
