dc.description.abstractวิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อการศึกษาและวิเคราะห์ 1) การมีส่วนร่วมของประชาชนในการวางและจัดทำผังเมือง 2) การมีส่วนร่วมของประชาชนในกฎหมายผังเมืองและกฎหมายอื่น 3) กระบวนการวางและจัดทำผังเมือง ผ่านช่องทางการมีส่วนร่วมของประชาชนและขั้นตอนการประชุมรับฟังความคิดเห็นของประชาชนในการวางและจัดทำผังเมืองรวม และ 4) เสนอแนะแนวทางที่เหมาะสมในการพัฒนาการมีส่วนร่วมของประชาชนในการวางและจัดทำผังเมืองรวม ศึกษาโดยวิธีการวิจัยเอกสาร การสัมภาษณ์ และการสังเกตการณ์การประชุมรับฟังความคิดเห็นของประชาชนในการวางและจัดทำผังเมืองรวมในสามพื้นที่ได้แก่ 1) การประชุมรับฟังความคิดเห็นของประชาชนในการวางและจัดทำผังเมืองรวมเมืองอุดรธานี (ปรับปรุงครั้งที่ 2) 2) การประชุมรับฟังความคิดเห็นของประชาชนในการขยายระยะเวลาการบังคับใช้กฎกระทรวงฉบับที่ 262 (พ.ศ. 2539) ผังเมืองรวมเมืองสุรินทร์ ออกไปอีกห้าปี และ 3) การประชุมรับฟังความคิดเห็นของประชาชนในการขยายระยะเวลาการบังคับใช้กฎกระทรวงฉบับที่ 296 (พ.ศ. 2539) ผังเมืองรวมเมืองแก่งคอย จังหวัดสระบุรี ออกไปอีกห้าปี จากการศึกษาปรากฏว่า ฝ่ายภาคประชาชนนั้นเข้าไปมีส่วนร่วมในการวางผังเมืองค่อนข้างน้อย ประชาชนยังขาดความรู้ความเข้าใจเกี่ยวกับการผังเมือง ประชาชนยังคำนึงถึงประโยชน์ส่วนตัวเป็นใหญ่ สำหรับด้านฝ่ายภาครัฐ ปรากฏว่าในการประชุมรับฟังความคิดเห็นของประชาชน เจ้าหน้าที่ชี้แจงโดยใช้ศัพท์ทางวิชาการหรือใช้ถ้อยคำที่ยากต่อการเข้าใจของประชาชน การประชาสัมพันธ์เชิญชวนให้ประชาชนเข้ามามีส่วนร่วมในการประชุมยังไม่ทั่วถึง การจัดการประชุมเป็นแต่เพียงการดำเนินการให้ครบถ้วนตามที่กฎหมายกำหนด มิได้ใช้ช่องทางการมีส่วนร่วมของประชาชนนี้เพื่อระดมความคิดเห็นของประชาชนที่จะเป็นประโยชน์ต่อการวางและจัดทำผังเมือง หรือใช้เป็นช่องทางในการสื่อสารระหว่างฝ่ายผู้วางผังกับประชาชนอย่างเต็มประสิทธิภาพ ข้อเสนอแนะต่อการพัฒนาการมีส่วนร่วมของประชาชนในการวางผังเมือง 1) ข้อเสนอแนะด้านกฎหมาย ควรกำหนดให้ชัดเจนว่าจะต้องจัดให้มีการประชุมรับฟังความคิดเเห็นของประชาชนในขั้นตอนใดของกระบวนการวางผังเมือง และกำหนดให้ต้องมีการประชาสัมพันธ์ให้ประชาชนทราบว่าได้มีการนำความคิดเห็นของประชาชนไปใช้ในการวางผังเมืองหรือไม่อย่างไร 2) ข้อเสนอแนะต่อภาครัฐ ควรมีนโยบายที่ชัดเจนในการสนับสนุนการมีส่วนร่วมของประชาชน เจ้าหน้าที่ควรให้ความสำคัญต่อการนำการมีส่วนร่วมของประชาชนมาใช้ ในการวางและจัดทำผังเมือง มีการประสานงานกันทั้งหน่วยงานในส่วนกลาง ส่วนภูมิภาคและส่วนท้องถิ่น เพื่อสร้างเสริมให้เกิดการมีส่วนร่วมของประชาชนที่มีประสิทธิภาพต่อการผังเมืองและกิจการสาธารณะอื่นต่อไปen
dc.description.abstractalternativeThe aims of this study are to study and analyze 1. the public participation in urban plannning 2. the public participation in urban planning laws and other relevant ones 3. the process of planning and executing the plan though public participation including the public hearing in comprehensive planning process and 4. the introduction of ways and means to improve the public participation in comprehensive planning. This study is conducted by researching into documents, interviewing and observing the public hearing in comprehensive planning in 1. Udon Thani : the public hearing in comprehensive planning of Udon Thani city (second revision) 2. Surin : the public hearing in 5-year extension of the implementation of the Ministerial Regulation Regulation No.262(B.E.2539) of Surin city comprehensive planning and 3. Saraburi : the public hearing in 5-year extension of the implementation of the Ministerial Regulation No.296(B.E.2539) of Kang Khoi city comprehensive planning. It is found that the public participation is rather little since they lack knowledge about urban planning and take their personal interest as top priority. As for government sector, during the public hearing, government officials use a lot of technical terms which are difficult for the public to public to understand. The announcement inviting the public to participate in the hearing is not widely disseminated. The meeting is held just for the meeting's sake, in other words, it is organized to meet the requirements stipulated by law. It is not a way to publicly brainstorm urban planning or a way for the public effectively. Suggestions on improving the public participation in urban planning include the following aspects : laws and government sector. In terms of laws, they should clearly specify which stages of urban planning process require a meeting for public hearing and should insist that the public be informed whether their opinions on urban planning will be materialized set up clear policies to promote public participation. Government officials should realize the importantance of public opinions and apply them to urban planing. Moreover, they should act as co-ordinators of agencies at central, provincial and local levels to courage public paticipation in urban planning and other activitiesen
