dc.description.abstract	ศึกษาความร่วมมือด้านแรงงานระหว่างไทย-ไต้หวัน ระหว่างปี พุทธศักราช 2534-2542 ซึ่งปีพุทธศักราช 2534 เป็นปีที่รัฐบาลไทยได้เจรจาขอเปิดตลาดแรงงานในไต้หวัน ส่วนปีพุทธศักราช 2536 เป็นปีที่แรงงานไทยไปทำงานในไต้หวันมากที่สุด สำหรับวัตถุประสงค์ในการศึกษาเพื่อให้ทราบถึงปัจจัยที่มีอิทธิพลในการผลัก ดันให้เกิดความร่วมมือทางด้านแรงงานระหว่างไทยกับไต้หวัน เพื่อให้ทราบถึงการปฏิบัติของฝ่ายไทยเกี่ยวกับการส่งแรงงานไทยไปทำงานใน ไต้หวันและการปฏิบัติของฝ่ายไต้หวันต่อแรงงานไทย รวมถึงเพื่อให้ทราบถึงปัญหาและอุปสรรคของความร่วมมือทางด้านแรงงานไทยกับ ไต้หวัน การศึกษาแบบวิจัยเอกสาร (documentary research) จากเอกสารของหน่วยงานต่างๆ ที่เกี่ยวข้องทั้งของไทยและไต้หวัน ใช้กรอบความคิดเรื่องความร่วมมือของ Robert Jervis, Robert Axelrod และ Robert Keohane ในการอธิบายสภาพการณ์ดังกล่าวที่ว่าความร่วมมือจะเกิดขึ้นได้เมื่อแต่ละ หน่วยการเมืองคำนวณดูแล้วว่าการร่วมมือกันได้รับประโยชน์มากกว่าการที่จะไม่ ร่วมมือกัน ซึ่งกรอบความคิดดังกล่าวสามารถนำมาประยุกต์ในกรณีความร่วมมือทางด้านแรงงาน ระหว่างไทยกับไต้หวันได้ เนื่องจากไต้หวันมีความต้องการแรงงานสำหรับพัฒนาเศรษฐกิจของประเทศ ในขณะที่แรงงานไทยถูกเลิกจ้างจากกลุ่มประเทศทางตะวันออกกลางซึ่งต้องการหา รายได้และแหล่งจ้างงานใหม่และช่วยแก้ไขปัญหาว่างงานให้กับประเทศไทย ดังนั้นจึงสอดคล้องกับผลประโยชน์ของทั้งสองฝ่าย จึงก่อให้เกิดความร่วมมือกัน	en
dc.description.abstractalternative	Studies the labor cooperation between Thailand and Taiwan from 1991 to 1999. Thailand began to negotiate with Taiwan in 1981 on the issue of exporting Thai labors to Taiwan labor market. In 1983, The number of Thai labors in Taiwan were the highest in comparision to their counterparts from other countries. The principal objective of this study is to find out what factors influence on the good labor cooperation between Thailand and Taiwan, to reveal the procedures of the authorities concerned on the exporting of Thai labors to Taiwan, and Taiwan treatment on the Thai labors. Finally, the research tries to bring to light the problems and obstacles that hinder the labor cooperation between Thailand and Taiwan. The study is based on documentary research. The documents are from the authorities concerned in both Thailand and Taiwan. The conceptual framework on cooperation as expounded by Robert Jervis, Robert Axelrods and Robert Keohane is used to explain the incident. This concept of cooperation explains that the cooperation will be realized when each political unit evaluates what it will gain from cooperation. By using this conceptual framework, the research proves that Thailand-Taiwan labor cooperation occurs because Taiwan needs foreign labor for economic development and Thailand needs to export labors returning from the Middle East.	en
