Abstract:	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพและปัญหาการดำเนินงานด้านกีฬาของเทศบาลในประเทศไทย และเปรียบเทียบปัญหาการดำเนินงานด้านกีฬาของเทศบาลในประเทศ กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ นายกเทศมนตรีและพนักงานผู้รับผิดชอบด้านกีฬาของเทศบาล จำนวน 456 คนและสัมภาษณ์จำนวน 9 คน เครื่องมือแบบสอบถามและแบบสัมภาษณ์ ที่ผู้วิจัยสร้างขึ้น โดยมีความตรงตามเนื้อหาเชิงประจักษ์ จากผู้ทรงคุณวุฒิจำนวน 4 คนและหาความเที่ยง โดยใช้สูตรสัมประสิทธิ์สหสัมพันธ์แบบอัลฟ่า ได้ค่าความเที่ยงเท่ากับ 0.96 วิเคราะห์ข้อมูลโดยแจกแจงความถี่และหาค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน วิเคราะห์ความแปรปรวนแบบทางเดียวและทดสอบความแตกต่างเป็นรายคู่ด้วยวิธีของเชฟเฟ ผลการศึกษาพบว่า 1. สภาพการดำเนินงานด้านกีฬาของเทศบาลโดยรวมอยู่ในเกณฑ์ดีและปัญหาการดำเนินงานด้านกีฬาของเทศบาลโดยรวมอยู่ในระดับน้อย 2. เทศบาลนคร เทศบาลเมืองและเทศบาลตำบลมีปัญหาในการดำเนินงานด้านกีฬาทุกด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ในทุกด้าน ได้แก่ด้านการวางแผน ด้านการจัดการองค์กร ด้านการจัดบุคลากร ด้านการอำนวยการ ด้านการประสานงาน ด้านการรายงานผล ด้านงบประมาณ และด้านสถานที่ วัสดุอุปกรณ์ และอำนวยความสะดวก สรุปได้ว่าเทศบาลมีสภาพการดำเนินงานด้านกีฬาอยู่ในเกณฑ์ดีและมีปัญหาการดำเนินงานด้านกีฬาของเทศบาลอยู่ในระดับน้อย แต่อย่างไรก็ตามก็ยังมีปัญหาในด้านสถานที่ วัสดุอุปกรณ์ และสิ่งอำนวยความสะดวกด้านกีฬาและการออกกำลังกาย ที่เทศบาลจะต้องปรับปรุงและพัฒนาต่อไป
Other Abstract:	The purposes of this study were to study the states and problems in sports activities management of municipalities in Thailand and comparison problems in sports activities management of municipalities in Thailand. The samples were the Mayor and employees of the municipalities responsible for sports by surveying 456 people and interviewing 9 of the total surveyed. Research tools used were detailed interviews and surveys which were specially designed in accordance with face validity from 4 expert panelists. In addition, reliability of the surveys were tested using Alpha Coefficient with 0.96. Tools used were detailed interviews with frequency analysis, mean, standard deviation, F-test (One way analysis of variance), and differences over how to pair with Scheffe method. Results 1. Conditions of operations of the sports municipalities were in overall good condition and operating problems of sports municipalities are overall at low levels. 2. Municipalities and local government had problems of sports performance significantly different at the level .05 in all areas such as planning, organization, staffing, directing, coordinating, reporting, budgeting and stadium sports equipment and facilities. It can be concluded that sports municipalities had adequate ability in carrying out its daily operations, rarely did they encounter operation problems. However, facility availability, sports equipment, and amenities were the biggest flaws that they must improve and develop upon.
