dc.description.abstract	การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อศึกษากระบวนการและผลของการเสริมสร้าง พลังในชุมชนบ้านมั่นคง รวมถึงปัจจัยที่ส่งเสริมและก่อให้เกิดอุปสรรคหรือข้อจำกัดในการดำเนินงานของชุมชนบ้านมั่นคงหลังจากได้รับการเสริมสร้างพลังของชุมชนบ้านมั่นคง 3 โครงการนำร่อง เขตกรุงเทพมหานคร ได้แก่ โครงการบ้านมั่นคงเจริญชัยนิมิตใหม่ โครงการบ้านมั่นคงสร้างสรรค์พัฒนา และโครงการบ้านมั่นคงร่วมสามัคคี โดยใช้การสัมภาษณ์กึ่งโครงสร้างและการสังเกตการณ์แบบมีส่วนร่วมและไม่มีส่วนร่วม พบว่าแต่ละแห่งได้รับกระบวนการเสริมสร้างพลังจากภาครัฐที่เหมือนกัน คือ ภาครัฐจะเข้าไปเป็นหน่วยงานพี่เลี้ยงให้ชุมชนที่จะเข้าร่วมโครงการในการจัดตั้งสหกรณ์ออมทรัพย์ หรือชุมชนที่มีกลุ่มออมทรัพย์อยู่แล้วก็พัฒนาเป็นสหกรณ์ออมทรัพย์แล้วเข้าร่วมโครงการบ้านมั่นคง โดยสถาบันพัฒนาองค์กรชุมชนจะเข้าไปเป็นหน่วยงานพี่เลี้ยงแนะนำและประสานงานในทุกๆ ด้าน ทั้งนี้การตัดสินใจหรือดำเนินการใดๆ ให้เป็นหน้าที่ของคณะกรรมการและสมาชิกชุมชน ในโครงการบ้านมั่นคงแต่ละแห่งที่จะร่วมกันกำหนดทิศทางของตนเอง ส่วนผลของการเสริมสร้างพลัง พบว่า ชุมชนแต่ละแห่งมีพลังอำนาจของชุมชนในแต่ละด้านแต่ละระดับต่างกัน โดยปัจจัยหลักที่ส่งเสริมให้เกิดพลังอำนาจของชุมชน คือ ลักษณะทางกายภาพของชุมชน, ที่ตั้งบ้านเรือน, การคมนาคม, วัฒนธรรมประเพณีของชุมชน, ผู้นำชุมชน และการถือครองที่ดินของชุมชน ส่วนปัจจัยที่เป็นอุปสรรค คือ ชุมชนข้างเคียง, การเมืองภายในชุมชน และความขัดแย้งทางการเมืองระดับชาติ	en
dc.description.abstractalternative	The objectives of this research are to study about the process and results of community empowerment in Baan Mun Kong Community 3 pilot programmes and to investigate supporting factors and obstacles found in three pilot programmes, namely Baan Mun Kong Chareonchainimitmai project, Baan Mun Kong Sangsunputtana project, and Baan Mun Kong Raumsammukkee project. The methodology utilized includes semi-structured interview and participatory observation. The results of the study revealed that all three communities had different results of empowerment, although government had empowerd in the similar process. The factors affecting the community’s power were community characteristics, patterns of housing area, transportation, culture, leader, and types of the community’s land ownership. It was also found that the obstacles to community’s power include neighboring community, internal politics in the community and conflict of national interest groups.	en
