dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) วิเคราะห์สภาพ ปัญหาและความต้องการในการส่งเสริมกิจกรรมการศึกษานอกระบบโรงเรียน และการศึกษาตามอัธยาศัยสำหรับผู้สูงอายุในสถานสงเคราะห์ (2) วิเคราะห์บทบาทการมีส่วนร่วมของภาคีเครือข่ายในการส่งเสริมกิจกรรมการศึกษานอกระบบโรงเรียน และการศึกษาตามอัธยาศัยสำหรับผู้สูงอายุในสถานสงเคราะห์ (3) นำเสนอกลยุทธ์การส่งเสริมการมีส่วนร่วมของภาคีเครือข่าย ในการส่งเสริมกิจกรรมการศึกษานอกระบบโรงเรียนและการศึกษาตามอัธยาศัย สำหรับผู้สูงอายุในสถานสงเคราะห์ตามพระราชบัญญัติส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัย พ.ศ. 2551 ใช้ระเบียบวิธีวิจัยเชิงบรรยาย รวบรวมข้อมูลเชิงคุณภาพ ด้วยการวิเคราะห์เอกสาร การสนทนากลุ่ม และการอภิปรายกลุ่ม ผลการวิจัยสรุปได้ดังนี้ 1. สภาพการส่งเสริมกิจกรรมการศึกษานอกระบบโรงเรียน และการศึกษาตามอัธยาศัยสำหรับผู้สูงอายุในสถานสงเคราะห์ ประกอบด้วย ด้านการฝึกทักษะและด้านข่าวสารข้อมูล ปัญหาที่พบคือ สุขภาพผู้สูงอายุไม่เอื้ออำนวยต่อการเข้าร่วมกิจกรรม และความต้องการในการส่งเสริมกิจกรรมการศึกษานอกระบบโรงเรียน และการศึกษาตามอัธยาศัยสำหรับผู้สูงอายุในสถานสงเคราะห์ ได้แก่ การให้สถานศึกษาในพื้นที่มีส่วนร่วมจัดการศึกษาขั้นพื้นฐาน หลักสูตรการศึกษานอกระบบโรงเรียนระยะสั้น และการจัดสภาพแวดล้อมที่เอื้อให้เกิดการเรียนรู้ 2. ภาคีเครือข่ายมีบทบาทการมีส่วนร่วมในกิจกรรมด้านการฝึกทักษะและด้านข่าวสารข้อมูล ด้วยกระบวนการจัดกิจกรรมการศึกษานอกระบบโรงเรียน 4 รูปแบบ และกระบวนการจัดกิจกรรมการศึกษาตามอัธยาศัย 8 รูปแบบ โดยมีส่วนร่วมใน 4 ระดับคือ วางแผนตัดสินใจ ปฏิบัติการ รับประโยชน์ และประเมินผล ปัจจัยที่ส่งผลต่อภาคีเครือข่าย ประกอบด้วย ปัจจัยภายนอก ได้แก่ การประสานประโยชน์เชิงนโยบาย ความร่วมมือกันในลักษณะหุ้นส่วน การกระจายอำนาจ ภาพลักษณ์ที่ดีของสถานสงเคราะห์ และความเป็นอิสระในการดำเนินงาน ปัจจัยภายใน ได้แก่ องค์ประกอบของบุคลากรในภาคีเครือข่าย การมีจิตอาสา ความสามารถของผู้นำ กระบวนการกลุ่ม การแลกเปลี่ยนเรียนรู้ และการได้รับผลประโยชน์โดยตรง 3. กลยุทธ์การส่งเสริมการมีส่วนร่วมของภาคีเครือข่ายในการส่งเสริมกิจกรรมการศึกษานอกระบบโรงเรียน และการศึกษาตามอัธยาศัยสำหรับผู้สูงอายุในสถานสงเคราะห์ ตามพระราชบัญญัติส่งเสริมการศึกษานอกระบบและการศึกษาตามอัธยาศัย พ.ศ. 2551 ได้แก่ (1) การเพิ่มศักยภาพของภาคีเครือข่าย (2) การกำหนดสิทธิประโยชน์ของภาคีเครือข่าย (3) การสร้างเสริมความยั่งยืนของภาคีเครือข่าย (4) การจัดสรรงบประมาณและทรัพยากร (5) การพัฒนาสถานสงเคราะห์ให้เป็นแหล่งการเรียนรู้ (6) การกำหนดบทบาทและการบริหารจัดการ	en_US
dc.description.abstractalternative	The purposes of this study were: (1) to analyze the states, problems, and needs in supporting non-formal and informal education activities for the elderly in home for the aged, (2) to analyze the partnership networks’ participation roles in promoting non-formal and informal education activities for the elderly in home for the aged, and (3) to propose the partnership networks’ participation strategic plan in promoting non-formal and informal education activities for the elderly in home for the aged in accordance with The Non-Formal and Informal Education Promotion Act B.E. 2551 (2008). This study was descriptive research. The qualitative data were collected by documentary analysis, focus group discussion, and group discussion. The results could be summarized as follows: 1. The states in supporting non-formal and informal education activities for the elderly in home for the aged consisted of skill training and information. The elder had health limitation in participating non-formal and informal education activities. Their needs were school participation in basic educational management, short course in non-formal education, and learning atmosphere management. 2. The partnership networks participated in four types of non-formal education activities in skill training and eight types of informal education activities in information. There were four levels of participations: decision making, implementation, benefits gaining, and evaluation. The factors affecting the partnership networks were external and internal factors. External factors were: policy collaboration, partnerships cooperation, decentralization, image, and independence in implementation. Internal factors were: partnership networks’ members, volunteer mind, leaders’ competency, group dynamics process, knowledge sharing, and benefits. 3. The partnership networks’ participation strategic plan in promoting non-formal and informal education activities for the elderly in home for the aged in accordance with The Non-Formal and Informal Education Promotion Act B.E. 2551 (2008) were: (1) empowerment, (2) partnership networks’ privilege, (3) sustainability, (4) finances and resources, (5) learning resources development, and (6) roles and managements.	en_US
