| Abstract: | พระราชบัญญัติการส่งเสริมการอนุรักษ์พลังงาน พ.ศ.2535 ฉบับแก้ไขเพิ่มเติม พ.ศ.2550 ได้บังคับให้เจ้าของอาคารควบคุมต้องจัดทำรายงานการจัดการพลังงาน ตามร่างกฎกระทรวงกำหนดมาตรฐาน หลักเกณฑ์ และวิธีการจัดการพลังงานในโรงงานควบคุมและอาคารควบคุม เสนอต่อกรมพัฒนาพลังงานทดแทนและอนุรักษ์พลังงาน ภายในเดือนมีนาคมของทุกปี แต่เนื่องจากไม่มีเอกสารแนะนำขั้นตอนในการปฏิบัติตามกฎหมายอนุรักษ์พลังงาน ดังนั้นงานวิจัยนี้จึงมีวัตถุประสงค์เพื่อจัดทำคู่มือการอนุรักษ์พลังงานตามพระราชบัญญัติการส่งเสริมการอนุรักษ์พลังงาน พ.ศ.2535 ฉบับแก้ไขเพิ่มเติม พ.ศ.2550 สำหรับอาคารควบคุม ซึ่งประกอบด้วยรายงานการจัดการพลังงานและคู่มือการจัดทำรายงานการจัดการพลังงาน เพื่อเป็นแนวทางให้อาคารควบคุมสามารถปฏิบัติตามกฎหมายอนุรักษ์พลังงานได้อย่างถูกต้อง รวมทั้งยังเป็นประโยชน์ต่อเจ้าของอาคารควบคุม และผู้ที่เกี่ยวข้องกับการอนุรักษ์พลังงานให้มีความเข้าใจเกี่ยวกับบทบาท หน้าที่ และความรับผิดชอบอย่างชัดเจน คู่มือการอนุรักษ์พลังงานได้รับการประเมิน จากแบบทดสอบโดยผู้เชี่ยวชาญอาคารควบคุม 5 ประเภท ได้แก่ สำนักงาน สถานศึกษา อาคารชุด โรงแรม และห้างสรรพสินค้า ผลการทดสอบพบว่าผู้เชี่ยวชาญจากอาคารควบคุมทั้ง 5 ประเภท เห็นด้วยกับรูปแบบของรายงานการจัดการพลังงานและคู่มือการจัดทำรายงานการจัดการพลังงาน แสดงว่าคู่มือการอนุรักษ์พลังงานที่จัดทำขึ้นสามารถนำไปใช้ได้อย่างเหมาะสมและมีประสิทธิภาพ รวมทั้งได้เปรียบเทียบรายงานการจัดการพลังงานที่จัดทำขึ้นกับข้อกำหนดของมาตรฐาน ได้แก่ มาตรฐานระบบคุณภาพและการจัดการสิ่งแวดล้อม เพื่อความสะดวกในการดำเนินการ โดยเฉพาะสถานประกอบการที่ได้ดำเนินการตามมาตรฐานระบบคุณภาพ (ISO 9001 : 2000) และมาตรฐานระบบการจัดการสิ่งแวดล้อม (ISO 14001 : 2004). |
| Other Abstract: | The Energy Conservation Promotion Act B.E.2535 (1992) Revised Edition B.E. 2550 (2007) forces designated building owners to generate The Energy Management Reports sending to Ministry of Energy which according to ministerial regulations draft specify standardization, rule and energy management procedure for designated factories and designated buildings. However, there are not any instruction sheets and procedures to follow conservation laws. Thus the objective of this research was to construct an Energy Conservation Manual for designated buildings according to The Energy Conservation Promotion Act B.E.2535 (1992) Revised Edition B.E. 2550 (2007) which consists of an Energy Management Report and an Energy Management Report Manual for instruct the designated buildings to comply with The Energy Conservation. It is also advantage for designated building owners and accessories who have works related to energy conservation to understand their roles, duties and responsibilities clearly. The Energy Conservation Manual was evaluated by questionnaires with 5 types of designated building experts e.g. Office Building, Education Institution, Condominium, Hotel and Department Store. The test results showed that 5 types of designated building experts agreed with the form of The Energy Management Report and The Energy Management Report Manual. It can be concluded that the Energy Conservation Manual can be used appropriately and efficiently. Moreover, for convenience to the buildings which run ISO Standard the research includes the comparing between The Energy Management Report and ISO Standard-General Requirements such as Quality Management System (ISO 9001:2000) and Environmental Management System (ISO 14001:2004). |
