| dc.description.abstract | การวิจัยนี้มีวัตถุประสงค์การวิจัยเพื่อสร้างระบบจัดเก็บและใช้ความรู้สำหรับหน่วยงานภาครัฐ มีขั้นตอนการดำเนินการวิจัย 4 ขั้นตอน คือ 1) ศึกษาองค์ประกอบและขั้นตอนการจัดเก็บและการใช้ความรู้ของหน่วยงานภาครัฐและเอกชนโดยใช้แบบสำรวจสภาพ ปัญหา และความต้องการของคณะทำงานด้านการจัดการความรู้ในภาครัฐและเอกชนกับคณะทำงานด้านการจัดการความรู้ของหน่วยงานภาครัฐและภาคเอกชนที่มีการดำเนินงานด้านการจัดการความรู้ 5 แห่ง และการสัมภาษณ์เชิงลึกผู้เชี่ยวชาญด้านการจัดการความรู้ 7 ท่าน 2) สร้างต้นแบบระบบจัดเก็บและใช้ความรู้สำหรับหน่วยงานภาครัฐ แล้วตรวจสอบความเหมาะสมของระบบด้วย การสัมภาษณ์เชิงลึกผู้เชี่ยวชาญด้านการจัดการความรู้และผู้เชี่ยวชาญด้านการพัฒนาองค์กรภาครัฐ 3) ศึกษาผลการใช้ต้นแบบระบบจัดเก็บและใช้ความรู้สำหรับหน่วยงานภาครัฐด้วยการจัดประชุมเชิงปฏิบัติการกำหนดหัวข้อ ความรู้ และศึกษาความพึงพอใจการใช้แหล่งจัดเก็บความรู้ที่ผู้วิจัยสร้างขึ้น และ 4) นำเสนอระบบจัดเก็บและใช้ความรู้สำหรับหน่วยงานภาครัฐด้วยแผนภาพและความเรียง ผลการวิจัยพบว่า ปัจจัยนำเข้าของระบบจัดเก็บและใช้ความรู้สำหรับหน่วยงานภาครัฐ ประกอบด้วย 3 ปัจจัยดังนี้ 1) บุคลากรในการดำเนินงานพัฒนาระบบจัดเก็บและใช้ความรู้สำหรับหน่วยงานภาครัฐ ได้แก่ คณะกรรมการจัดการความรู้ และคณะทำงานพัฒนาระบบจัดเก็บและใช้ความรู้ 2) เทคโนโลยีที่ใช้จัดเก็บและเผยแพร่ความรู้ ได้แก่ เทคโนโลยีจัดเก็บความรู้ เทคโนโลยีการทำงานร่วมกัน และเทคโนโลยีการสื่อสาร และ 3) สื่อที่ใช้จัดเก็บและเผยแพร่ความรู้ ได้แก่ บทเรียนอีเลิร์นนิ่ง คอมพิวเตอร์ช่วยสอน/การเรียนการสอนด้วยคอมพิวเตอร์ การฝึกอบรมด้วยคอมพิวเตอร์ การประชุมทางไกล และเว็บท่าความรู้ ระบบจัดเก็บและใช้ความรู้สำหรับหน่วยงานภาครัฐ ประกอบด้วยระบบย่อย 4 ระบบ ดังนี้ ระบบย่อยที่ 1 ระบบเตรียมการพัฒนาระบบจัดเก็บและใช้ความรู้สำหรับหน่วยงานภาครัฐ ประกอบด้วยขั้นตอนย่อย 5 ขั้นตอน ระบบย่อยที่ 2 ระบบดำเนินการพัฒนาระบบจัดเก็บและใช้ความรู้สำหรับหน่วยงานภาครัฐ ประกอบด้วยขั้นตอนหลัก 4 ขั้นตอน ดังนี้ ขั้นตอนหลักที่ 2.1 วิเคราะห์ขอบเขต เป้าหมาย และระบุหัวข้อความรู้ที่จำเป็นในการจัดเก็บและการใช้ความรู้ ประกอบด้วยขั้นตอนย่อย 6 ขั้นตอน ขั้นตอนหลักที่ 2.2 คัดกรองเนื้อหาความรู้ตามขอบเขต เป้าหมาย ของหัวข้อความรู้ที่จำเป็นใน การจัดเก็บและการใช้ความรู้ ประกอบด้วยขั้นตอนย่อย 4 ขั้นตอน ขั้นตอนหลักที่ 2.3 ตรวจสอบ จัดหา และผลิตสื่อที่ใช้จัดเก็บและเผยแพร่ความรู้บนแหล่งจัดเก็บและใช้ความรู้ของหน่วยงานประกอบด้วยขั้นตอนย่อย 5 ขั้นตอน ขั้นตอนหลักที่ 2.4 พัฒนาเทคโนโลยีสารสนเทศในหน่วยงาน เพื่อรองรับการจัดเก็บและการใช้ความรู้ ประกอบด้วยขั้นตอนย่อย 8 ขั้นตอน ระบบย่อยที่ 3 ระบบใช้ความรู้บนแหล่งจัดเก็บและใช้ความรู้ของหน่วยงาน ประกอบด้วยขั้นตอนย่อย 8 ขั้นตอน ระบบย่อยที่ 4 ระบบประเมินระบบจัดเก็บและใช้ความรู้สำหรับหน่วยงานภาครัฐ ประกอบด้วยขั้นตอนย่อย 6 ขั้นตอน | en |
| dc.description.abstractalternative | The purposes of this research were to develop a system of knowledge storing and knowledge utilization for public sectors. The methodology of this study consisted of four steps: 1) study the factors related to the problems and states of existing knowledge management of both public and private sectors using questionnaires with knowledge management personnel from five organizations which have knowledge management system and through survey and in-depth interviews with seven knowledge management experts, 2) develop a prototype of knowledge storing and knowledge utilization system and validate the prototype by experts in knowledge management and experts in public sector, 3) study the use of prototype of knowledge storing and knowledge utilization system by conducting an operational meeting to determine the knowledge topic and study the satisfaction of knowledge source created by the researcher, and 4) propose the knowledge storing and knowledge utilization system for public sectors. The research findings revealed that the input factors of the knowledge storing and knowledge utilization system for public sectors comprises three steps as follows: 1) operation personnel running the knowledge storing and knowledge utilization system include the knowledge management committee and the knowledge storing and knowledge utilization system development team, 2) technology used in knowledge storing and dissemination include knowledge storing technology, collaboration technology and communication technology, and 3) knowledge storing and dissemination media consisting of e-learning courses, computer assisted instructions/computer mediated learning, computer based training, video conferencing and web portal. Knowledge storing and knowledge utilization system for public sectors comprises four sub-systems as follows: 1) knowledge storing and knowledge utilization system development preparation sub-system which consists of 5 sub steps. 2) knowledge storing and knowledge utilization system development operations sub-system which consists of 4 steps as follows: 2.1 analyze the scope, goals and specify the knowledge subjects needed to be stored and used. This step comprises six sub-steps. 2.2 scrutinize the material within the scope of the target of the knowledge subject needed to be stored and used. This step comprises four sub-steps. 2.3 verify the source and produce the media used for storing and disseminating knowledge on knowledge source of the organization. This step comprises five sub-steps. 2.4 develop the information technology within the organization to support the knowledge storing and knowledge utilization system.
