| Abstract: | การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาและวิเคราะห์การบริหารจัดการจัดการของคณะครุศาสตร์/ศึกษาศาสตร์ในประเทศไทยที่อยู่ในระดับดีตามเกณฑ์สำนักงานรับรองมาตรฐานและประเมินคุณภาพการศึกษา (องค์การมหาชน) 2) พัฒนายุทธศาสตร์การบริหารจัดการเพื่อความเป็นเลิศของคณะครุศาสตร์ จุฬาลงกรณ์มหาวิทยาลัยและ 3) เสนอแนวทางการนำยุทธศาสตร์การบริหารจัดการเพื่อความเป็นเลิศของคณะครุศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย สู่คณะครุศาสตร์/ศึกษาศาสตร์อื่น ใช้วิธีเก็บรวบรวมข้อมูลเกี่ยวกับการบริหารจัดการของคณะครุศาสตร์/ศึกษาศาสตร์ โดยการวิเคราะห์สาระ การวิเคราะห์สภาพแวดล้อม (SWOT ANALYSIS) โดยใช้เทคนิคโทว์ TOWS MATRIX การสัมภาษณ์ การประชุมผู้ทรงคุณวุฒิ (FOCUS GROUP) และแบบสอบถามความคิดเห็นเกี่ยวกับการนำยุทธศาสตร์การบริหารจัดการเพื่อความเป็นเลิศของคณะครุศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย ไปใช้ในคณะครุศาสตร์/ศึกษาศาสตร์อื่น ผลการวิจัยพบว่า ยุทธศาสตร์การบริหารจัดการเพื่อความเป็นเลิศของคณะครุศาสตร์/ศึกษาศาสตร์ ประกอบด้วยวิสัยทัศน์ คือ คณะครุศาสตร์/ศึกษาศาสตร์ เป็นแหล่งพลังทางสติปัญญา นำหน้าคุณธรรม ผู้นำการวิจัย พันธกิจ ประกอบด้วย 1) ผลิตบัณฑิตที่มีศักยภาพให้เป็นผู้ที่มีปัญญาและคุณธรรม 2) สร้างนวัตกรรมการศึกษาที่สร้างสรรค์และให้บริการวิชาการแก่สังคม 3) พัฒนาเครือข่ายทั้งด้านการผลิตบัณฑิต การวิจัย การบริการวิชาการและทำนุบำรุงศิลปวัฒนธรรม 4) ส่งเสริมการบริหารงานโดยใช้หลักการกระจายอำนาจตามสายการบังคับบัญชาและการมีส่วนร่วมของประชาคมเพื่อการบริหารจัดการที่มีประสิทธิภาพ วัตถุประสงค์หลัก ประกอบด้วย 1)การผลิตบุคลากรทางการศึกษาที่มีคุณภาพ 2) พัฒนางานวิจัยและให้บริการวิชาการอย่างเต็มศักยภาพ 3) การสร้างเครือข่ายความร่วมมือทางวิชาการกับสถาบันอื่น 4) การเป็นแหล่งค้นคว้าและอ้างอิงทางการศึกษา 5) การบริหารจัดการที่เป็นเลิศ 6) มีระบบการประเมินที่เที่ยงตรง ส่วนยุทธศาสตร์ ประกอบด้วย 1) ยุทธศาสตร์การผลิตบัณฑิตเชิงรุก 2)ยุทธศาสตร์การสร้างเครือข่าย 3)ยุทธศาสตร์การพัฒนาผลงานที่มีคุณภาพสูง 4) ยุทธศาสตร์การพัฒนาปัญญาของแผ่นดิน 5)ยุทธศาสตร์การบริหารแบบมีส่วนร่วมและโปร่งใส และ 6) ยุทธศาสตร์การประเมินองค์กร ข้อเสนอแนะเพื่อการนำไปใช้ คือ การนำยุทธศาสตร์การบริหารจัดการเพื่อความเป็นเลิศไปใช้กับ คณะครุศาสตร์/ศึกษาศาสตร์อื่นได้ ทั้งนี้โดยคณะครุศาสตร์/ศึกษาศาสตร์อาจจะนำยุทธศาสตร์เหล่านี้ไปประเมินและปรับปรุงเพื่อให้สอดคล้องกับธรรมชาติและสภาพแวดล้อมในคณะครุศาสตร์/ศึกษาศาสตร์ของตนเองต่อไป |
| Other Abstract: | The objectives of this research were to 1) study and analyze the management of education faculties in Thailand which are rated in the good level by Office of National Education Standards and Quality Assessment (Public Organization); 2) develop administration strategies for the excellence of Faculty of Education, Chulalongkorn University; and, 3) propose measures on how such administration strategies can be implemented for the excellence of Faculty of Education, Chulalongkorn University and the education faculties of other institutions. Data was collected on the administration of education faculties and analyzed using the SWOT analysis, the TOWS matrix technique, focus group and survey questionnaire on how the administration strategies for the excellence of Faculty of Education, Chulalongkorn University can be applied to the education faculties of other institutions. The research has found that the administration strategies for the excellence of education faculties are based on the vision that education faculties are the source of intellect and the leader in the areas of moral correctness and research capability. Their missions are 1) to produce intellectual, high-potential and morally correct graduates; 2) to develop creative educational innovations and provide academic services to the society; 3) to develop networks for production of graduates, research, academic services and preservation of arts and cultures; and, 4) to promote an administration model where authority is distributed down the chains of command and where the community is involved in the efficient administration. Their main objectives are 1) to produce quality education personnel; 2) to develop researches and provide the best possible academic services; 3) to develop a network of academic collaboration with other institutions; 4) to serve as an educational center for research and reference; 5) to have an excellent administration; and, 6) to have an accurate evaluation system. The strategies are 1) proactive strategy for the production of graduates; 2) strategy for network building; 3) strategy for the development of high quality output; 4) strategy for the development of the country’s wisdoms; 5) strategy for involved and transparent administration; and, 6) strategy for organizational evaluation. These administration strategies can be applied to the operation of other education faculties provided that they adapt them to suit the particulars of their circumstances. |
