dc.description.abstractการวิจัยนี้มีจุดมุ่งหมายเพื่อศึกษาสภาพและความคาดหวังเกี่ยวกับระบบสารสนเทศของสำนักงานการประถมศึกษาอำเภอ ผลการวิจัยพบว่า 1. สำนักงานการประถมศึกษาอำเภอส่วนใหญ่มีวัตถุประสงค์ในการเก็บรวบรวมข้อมูลเพื่อใช้ในการบริหารงาน โดยให้ศึกษานิเทศก์ที่ทำหน้าที่ด้านนโยบายและแผนเป็นผู้รับผิดชอบ ไม่มีการสำรวจความต้องการใช้ข้อมูลและสารสนเทศ สำหรับแบบฟอร์มการเก็บ ใช้แบบฟอร์มของสำนักงานการประถมศึกษาจังหวัด ซึ่งเป็นแบบสำรวจสถิติการศึกษา ใช้เก็บข้อมูลครั้งเดียวต่อปีเป็นรายปีการศึกษา ส่วนใหญ่เก็บข้อมูลได้ทันตามกำหนดเวลา มีการตรวจสอบข้อมูลก่อนเก็บรักษา และได้มีการเก็บรักษาข้อมูลไว้ทั้งหมด แล้วจำแนกหมวดหมู่ตามงาน 3 งาน คือ งานบริหารทั่วไป งานนิเทศการศึกษา และงานการเงินและพัสดุ โดยจัดเก็บเป็นระบบแฟ้มเอกสาร ข้อมูลและสารสนเทศที่รวบรวมและบันทึกไว้ทั้งหมดมี 176 รายการ สำนักงานการประถมศึกษาอำเภอส่วนใหญ่ประมวลผลข้อมูลด้วยมือ มีการนำเสนอข้อมูลในรูปตาราง โดยให้ศึกษานิเทศก์ที่ทำหน้าที่ด้านนโยบายและแผนเป็นผู้รับผิดชอบ ปัญหาระบบสารสนเทศของสำนักงานการประถมศึกษาอำเภอ คือ ขาดหน่วยงานกลางทำหน้าที่ประสานงานในการรวบรวมข้อมูล ขาดบุคลากรที่มีความรู้ความสามารถในการวิเคราะห์ ประมวลผล ขาดแนวปฏิบัติในการจัดทำข้อมูลดิบให้เป็นสารสนเทศ และมีความล่าช้าในการจัดทำข้อมูลดิบให้เป็นสารสนเทศ 2. ความคาดหวังของผู้บริหารการศึกษาเกี่ยวกับการเก็บรวบรวมข้อมูล ส่วนใหญ่เห็นว่าควรมีวัตถุประสงค์เพื่อใช้ในการวางแผน การควบคุมและประเมินผลการปฏิบัติงาน ควรมีหน่วยงานเก็บรวบรวมข้อมูลเพียงหน่วยเดียว โดยข้อมูลที่เก็บรวบรวมควรครอบคลุมความต้องการใช้ของผู้บริหารโรงเรียนและกลุ่มโรงเรียน สำหรับแบบฟอร์มที่ใช้ควรให้สำนักงานการประถมศึกษาอำเภอจัดทำเอง การเก็บรักษาข้อมูลควรมีการจำแนกหมวดหมู่ตามประเภทของข้อมูลรวม 7 ด้าน คือ ด้านวิชาการ ด้านบุคลากร ด้านอาคาร สถานที่และสิ่งอำนวยบริการ ด้านกิจการนักเรียน ด้านบริหารทั่วไปธุรการและการเงิน ด้านความสัมพันธ์กับชุมชนและด้านงานโครงการพิเศษ สำหรับการประมวลผลข้อมูลควรเป็นระบบประมวลผลรวม ทั้งนี้ สำนักงานการประถมศึกษาอำเภอควรดำเนินการจัดทำดัชนีหรือตัวชี้นำ ส่วนการนำเสนอข้อมูลควรกำหนด ลักษณะของการรายงาน คือ ชี้ให้เห็นปัญหาในการจัดการศึกษา บอกสภาพการจัดการศึกษา และนำเสนอทางเลือกในการแก้ไขปัญหา นอกจากนั้นควรมีการพัฒนาระบบสารสนเทศในเรื่องการเก็บรวบรวมข้อมูลและหน่วยงานในระดับกรมหรือจังหวัด ควรให้การสนับสนุนในเรื่องการให้ความรู้ที่เกี่ยวกับระบบสารสนเทศแก่บุคลากร
dc.description.abstractalternativeThe purpose of this research was to study the states and expectations of the management information system in the office of District Primary Education. It was found that: 1.The objective of data collection carried out by supervisors was mainly for administration. There were no needs assessment. Data were compiled annually, using the forms of Changwat Primary Education office. Most of them were collected on time. All data were verified, classified and filed under three categories: general administration; supervision; and finance, materials and equipment. One hundred and seventy-six items of data and information were recorded. Manual processing was carried out and the results were presented in the form of table. 2. It was expected by educational administrators that: data should be used for planning, control and performance evaluation; three should be only one organization responsible for this matter; data collected should serve both school and school cluster administration; data collection forms should be designed by Amphoe Primary Education Office; data stored should be classified into seven categories: academic affairs; personnel; building, premises and facilities; student affairs; general administration and finance; school-community relations; and special projects. Data processing should be centralized.
