dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) เพื่อศึกษาความต้องการ และปัญหาของหน่วยอบรมประชาชนประจำตำบลหนใต้ ในอุปถัมภ์ของกรมการศาสนา กระทรวงศึกษาธิการ (2) เพื่อศึกษาความคิดเห็นของผู้เชี่ยวชาญเกี่ยวกับระบบการฝึกอบรมสำหรับหน่วยอบรมประชาชนประจำตำบลของคณะสงฆ์หนใต้ ในอุปถัมภ์ของกรมการศาสนา กระทรวงศึกษาธิการ (3) เพื่อนำเสนอระบบการฝึกอบรมสำหรับหน่วยอบรมประชาชนประจำตำบลของคณะสงฆ์หนใต้ ในอุปถัมภ์ของกรมการศาสนา กระทรวงศึกษาธิการ กลุ่มตัวอย่างได้แก่ คณะกรรมการหน่วยอบรมประชาชนประจำตำบลหนใต้จำนวน 75 คน และประชาชนในภาคใต้ จำนวน 250 คน และผู้เชี่ยวชาญด้านการฝึกอบรม จำนวน 19 คน ผู้วิจัยใช้เทคนิคเดลฟายเก็บรวบรวมข้อมูล 3 รอบ วิเคราะห์ข้อมูลด้วยร้อยละ มัธยฐาน และค่าพิสัยระหว่างควอไทล์ ผลการวิจัยพบว่า 1. ปัญหาของหน่วย อ.ป.ต. คือ คณะกรรมการขาดความรู้ความเข้าใจในการฝึกอบรม ขาดแนวทางในการปฏิบัติ ประชาชนไม่ให้ความร่วมมือ การจัดอบรมไม่ได้มาจากปัญหาของประชาชน จึงมีความต้องการรูปแบบหรือระบบที่ใช้ในการจัดฝึกอบรมของหน่วยอบรมประชาชนประจำตำบล ที่สอดคล้องกับสภาพแวดล้อม และสภาพเศรษฐกิจของประชาชนภาคใต้ 2. ผู้เชี่ยวชาญมีความเห็นสอดคล้องกับข้อความของระบบจำนวน 153 ข้อ จากจำนวน 158 ข้อ 3. ระบบการฝึกอบรมของหน่วย อ.ป.ต. หนใต้ประกอบด้วย 3.1 องค์ประกอบ 10 องค์ประกอบ คือ 1) ปณิธาน พันธกิจ และนโยบาย มุ่งเน้นการสร้างชุมชนที่สามารถพึ่งพาตนเองได้ เพื่อยกระดับความเป็นอยู่พัฒนาคุณภาพชีวิตใช้อยู่ในสภาพที่พึงพอใจ สร้างคุณธรรม จริยธรรม เพื่ออนุรักษ์วัฒนธรรมภาคใต้ 2) วัตถุประสงค์ของการฝึกอบรม มุ่งเน้นเพื่อให้ความรู้ด้านสุขภาพอนามัย คุณธรรม จริยธรรม และวัฒนธรรมในการดำรงชีวิต สามารถอยู่ร่วมกับผู้อื่นอย่างมีความสุข 3) หลักสูตรและโครงการ มุ่งเน้นการมีส่วนร่วมของผู้เขารับการอบรมในการพัฒนาหลักสูตรอบรม 4) งบประมาณ มุ่งเน้นให้ผู้เข้ารับการอบรมมีส่วนร่วมช่วยเหลือโครงการที่หลากหลาย เช่น การอาสาช่วยด้านแรงงาน และข้าวของเครื่องใช้ 5) ระยะเวลาในการจัดฝึกอบรม จัดในช่วงวนหยุดเทศกาล หรือ วันสำคัญทางศาสนา 6) วิทยากรฝึกอบรม ต้องเป็นผู้มีประสบการณ์ หน่วยควรจัดทำบัญชีรายชื่อวิทยากร ผู้มีความเชี่ยวชาญในด้านต่างๆ 7) ผู้เข้ารับการฝึกอบรม กำหนดพื้นฐานคุณสมบัติเบื้องต้น เช่น ต้องคัดเลือกผู้มีประสบการณ์ให้สอดคล้องกับหลักสูตร 8) สถานที่ฝึกอบรม ควรเป็นสถานที่เป็นศูนย์กลางชุมชน อาจเป็นศาลาวัด ห้องประชุมโรงเรียน หรือศาลากลางหมู่บ้าน 9) เทคนิคการฝึกอบรม 10) สื่อในการฝึกอบรม ใช้สื่อพื้นบ้าน และเน้นการใช้ภาษาถิ่นใต้ในการฝึกอบรม3.2. ขั้นตอน 12 ขั้นตอน คือ 1. การกำหนด ปณิธาน พันธกิจ 2. การศึกษาความต้องการจำเป็น 3) การกำหนดคณะทำงาน 4) การจัดหางบประมาณ 5) การกำหนดผู้เข้ารับการอบรม 6) การกำหนดเป้าหมายของการฝึกอบรม 7) การวางแผนพัฒนาการฝึกอบรม 8) การเตรียมการฝึกอบรม 9) การดำเนินการฝึกอบรม 10) การดำเนินการประเมินระบบการฝึกอบรม 11) การรายงานผลการประเมิน และติดตามผลการฝึกอบรม 12) การนำผลการดำเนินงานที่ผ่านมาเป็นข้อมูลประกอบการวางแผนโครงการต่อไป	en
dc.description.abstractalternative	The purposes of this research were (1) to study problems and needs of committees and local people regarding tambon training unit of sangha southern region, (2) to obtain specialists opinions concerning a training system of tambon training unit of sangha southern region and (3) to propose a training system for tambon training unit of sangha southern region, supported by Department of Religious Affairs, Ministry of Education. The samples consisted of 75 tambon training unit committees, 250 local people in southern region and 19 specialists in training systems. The three-rounds of Delphi technique was used to collect data from specialists. The data were analyzed by percentage, median and interquartile range. The research findings were as follows: 1. The committees of tambon training units of sangha southern region were unknowledgeable about training, lack of training procedure and co-peration from local people; training programs conducted were not based on people's problems; most of tambon training units needa model of systems for training which is cogruent with environment and economic status of southern people. 2. The 153 statements from 158 of group final consensus were considered were consisered for a training system. 3. The tamboon training system of sangha southern region comprised of 3.1. Ten training components: (1) aspiration, mission, and policy: to promote community that people can support themselves, have better quality of life with moral and to preserve southern culture (2) training objective: people should have knowledge concerning health and sanitary, moral, ethic and culture for supporting the way of life and be able to share happy life with others (3) curriculum and program should come from trainees' involvement (4) budget could be arranged and manged by having trainees work for each program and share their materials and equipment (5) training duration should be during official holiday or the Buddhist days (6) training resource person should be highly-experienced person and training units shouldhave a list of resource persons (7) trainees should have a basic qualification such as experiences relating to training programs (8) training location should be at community center such as temples, schools or village halls (9) training techniques focus on practice and (10) training media should be local media and use southern dialect. 3.2 Twelve training steps: (1) identify aspiration, mission, and policy (2) assess training need (3) select training staff (4) allocate budget (5) select trainees (6) identify training goals (7) devleop training (8) prepare training (9) conduct training program (10) evaluate training (11) report training results and follow-up study and (12) use previous training results to develop next program.	en
