| Abstract: | การศึกษาครั้งนี้มีจุดมุ่งหมายที่จะชี้ให้เห็นถึงลักษณะของกระบวนการตัดสินใจนโยบายเศรษฐกิจโดยจะอธิบายถึงข้อจำกัดในการใช้วิธีการวิเคราะห์เชิงผลได้-ผลเสียในเบื้องต้น ส่วนช่วงหลังจะเป็นการอธิบายกลุ่มบุคคลที่มีอิทธิพลต่อกระบวนการตัดสินใจนโยบายเศรษฐกิจในแต่ละขั้นตอนเพื่ออธิบายกระบวนการตัดสินใจนโยบายเศรษฐกิจให้ชัดเจนมากยิ่งขึ้น กรณีศึกษากระบวนการตัดสินใจนโยบายเศรษฐกิจที่ผู้ศึกษาคือ กรณีเขื่อนแก่งกรุง กรณีลำน้ำเสียว และกรณีทางหลวงสัมปทานสายรังสิต-สระบุรี ผลการศึกษาพบว่าการตัดสินใจนโยบายเศรษฐกิจในแต่ละเรื่องนั้นเป็นเรื่องของการต่อสู้กันระหว่างกลุ่มผลประโยชน์มากกว่าการเปรียบเทียบผลได้หรือผลเสียของแต่ละกรณีศึกษา โดยสรุปการอธิบายกลุ่มบุคคลและพฤติกรรมของกลุ่มต่างๆเพื่อปกป้องสนับสนุนหรือคัดค้านผลประโยชน์ของแต่ละกลุ่มจะเป็นตัวอธิบายภาพกระบวนการตัดสินใจนโยบายเศรษฐกิจได้ชัดเจนยิ่งกว่าการนำเอาวิธีการวิเคราะห์เชิงผลได้-ผลเสียมาอธิบายเสียอีก |
| Other Abstract: | The objective of this thesis is to study the decision making process of economic policy. The limitation in using cost – benefit analysis is investigated first and the influence of interest group on the outcome of decision making in presented later. The three case studies analysed in the thesis are the Kaeng Krung Dam, the Lum Num Seaw and the Rungsit Saraburi Highway Concession. The conclusion from the studies is that outcome of decision making for each economic policy case study is the result of struggles among interest groups more than the result from comparison of cost and benefit of each case study. In summary the struggle among interest group explains the outcome of decision making process of economic policy more effectively than the cost benefit analysis method. |
