| Abstract: | การวิจัยครั้งนี้เป็นการวิจัยเชิงบรรยาย มีวัตถุประสงค์เพื่อกำหนดกรอบและตัวบ่งชี้คุณค่าของหลักสูตรรัฐประศาสนศาสตรดุษฎีบัณฑิตของสถาบันอุดมศึกษาไทย วิเคราะห์คุณค่าของหลักสูตรรัฐประศาสนศาสตรดุษฎีบัณฑิตของสถาบันอุดมศึกษาไทย และพัฒนากลยุทธ์การสร้างคุณค่าสำหรับหลักสูตรรัฐประศาสนศาสตร์ดุษฎีบัณฑิตของสถาบันอุดมศึกษาไทย เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามกับนิสิต/นักศึกษา ดุษฎีบัณฑิตและอาจารย์ประจำในหลักสูตรของ 3 สถาบัน คือ มหาวิทยาลัยรามคำแหง มหาวิทยาลัยราชภัฏสวนดุสิต และมหาวิทยาลัยเกริก โดยมีประชากร ทั้งสิ้น 280 คน ซึ่งจำแนกแบ่งตามแต่ละสถาบัน คือ มหาวิทยาลัยรามคำแหง จำนวน 94 คน มหาวิทยาลัยราชภัฏสวนดุสิต จำนวน 79 คน และมหาวิทยาลัยเกริก จำนวน 107 คน ทั้งนี้โดยใช้สถิติในการวิเคราะห์ข้อมูล ค่าความถี่ ร้อยละ ค่าเฉลี่ย และการวิเคราะห์เนื้อหา ผลการวิจัยกำหนดกรอบ และตัวบ่งชี้คุณค่าของหลักสูตรรัฐประศาสนศาสตรดุษฎีบัณฑิตของสถาบันอุดมศึกษาไทย และวิเคราะห์การบูรณาการแนวคิดห่วงโซ่คุณค่าและแนวคิดดัชนีชี้วัดแบบสมดุลจากเอกสารได้ตัวบ่งชี้เชิงคุณค่าทั้งหมด 18 ตัวบ่งชี้ นอกจากนี้ยังพบผลวิเคราะห์คุณค่าสำหรับหลักสูตรรัฐประศาสนศาสตรดุษฎีบัณฑิตของสถาบันอุดมศึกษาไทยทั้ง 3 สถาบัน คือ มหาวิทยาลัยรามคำแหง มหาวิทยาลัยราชภัฏสวนดุสิต และมหาวิทยาลัยเกริก พบว่าการประเมินคุณค่าสำหรับหลักสูตรรัฐประศาสนศาสตรดุษฎีบัณฑิตของสถาบันอุดมศึกษาไทยทั้ง 3 สถาบัน อยู่ในเกณฑ์ดี และพอใช้เป็นส่วนใหญ่ อย่างไรก็ดี การพัฒนาหลักสูตรควรกำหนดให้สอดคล้องกับบริบทและความต้องการของสังคมภายนอก แต่ต้องไม่ทำให้อัตลักษณ์ของมหาวิทยาลัยขาดหายไป โดยเฉพาะปี ค.ศ. 2015 ประเทศไทยก้าวสู่บริบทของประชาคมอาเซียนอย่างเต็มตัวแล้ว และจากการนำผลวิเคราะห์คุณค่าของหลักสูตรมาทำการวิเคราะห์SWOTและ TOWS matrix เพื่อกำหนดกลยุทธ์การสร้างคุณค่าสำหรับหลักสูตรรัฐประศาสนศาสตรดุษฎีบัณฑิตของสถาบันอุดมศึกษาไทย จะพบว่า ทั้ง 3 สถาบันเน้นกลยุทธ์เชิงรุกหรือสถานการณ์แบบดาวรุ่ง |
| Other Abstract: | This descriptive research aimed to define the framework and indicators of the value of doctoral program in Public Administration of higher education institutions in Thailand, to analyze the program evaluation, and to develop its value creation strategies by using 280 questionnaires on 3 institutions consisting of Ramkhamhaeng University, Ratchapat Suan Dusit University, and Krirk University. The questionnaires of Ramkhamhaeng University was made on 94 persons, Ratchapat Suan Dusit University’s done on 79 persons, and Krirk University’s done on 107 persons. The data were statistically analyzed by frequency, percentage, mean and content analysis, accordingly. Under the research conceptual framework, the integrated value chain analysis has shown 18 key indicators for the doctoral program in Public Administration of higher education institutions in Thailand. Moreover, the analysis of program for the 3 mentioned universities has been mostly evaluated in fair and best criteria. However, the program would be modified in accordance with social context and public needs while still maintaining the university identity, especially in the 2015 in which Thailand entering ASEAN context completely. The SWOT and TOWS matrix - value analysis have been also used to specify the value creation strategies which the 3 institutes were emphasized on the proactive strategy or star situation. |
