dc.description.abstract	วิเคราะห์สาระการจัดการการประเมินคุณภาพภายนอกสถาบันอุดมศึกษา ของประเทศและต่างประเทศภายใต้กรอบของพระราชบัญญัติการศึกษาแห่งชาติ พ.ศ. 2542 และพระราชกฤษฎีกาจัดตั้งสำนักงานรับรองมาตรฐานและประเมินคุณภาพการศึกษา (องค์การมหาชน) พ.ศ. 2543 วิเคราะห์องค์ประกอบที่เกี่ยวข้องกับ การจัดการการประเมินคุณภายนอกสถาบันอุดมศึกษาไทย และพัฒนารูปแบบการจัดการการประเมินคุณภาพภายนอกสถาบันอุดมศึกษาไทย วิธีการวิจัยเป็นการวิจัยเชิงบรรยาย รวบรวมข้อมูลโดยการสัมภาษณ์และแบบสอบถาม แล้วนำผลการวิเคราะห์ข้อมูลไปสอบถามความเหมาะสม และความเป็นไปได้ในการนำองค์ประกอบฯ ไปพัฒนารูปแบบฯ จากนั้น นำไปพัฒนารูปแบบการจัดการการประเมินคุณภาพภายนอก สถาบันอุดมศึกษาไทย ผลการวิจัยครั้งนี้ สรุปได้ดังนี้ 1. การจัดการการประเมินคุณภาพภายนอกสถาบันอุดมศึกษา ของในประเทศและต่างประเทศมีสาระเกี่ยวกับ จุดประสงค์ของการประเมิน แบบแผนการประเมิน ผู้ประเมิน รายงานการประเมินตลอดจนการติดตามผล การส่งเสริมเพื่อพัฒนาคุณภาพ และผลกระทบของการประเมินคุณภาพภายนอกต่อสถาบันอุดมศึกษา 2. องค์ประกอบที่เกี่ยวข้องกับการจัดการการประเมินคุณภาพภายนอกสถาบันอุดมศึกษาไทย มี 7 องค์ประกอบคือ หลักการและแนวปฏิบัติในการประเมินคุณภาพภายนอก ประเด็นในการประเมิน การจัดคณะผู้ประเมิน การคัดเลือกผู้ประเมิน วิธีการคัดเลือกและประเมินผลผู้ประเมินด้านจรรยาบรรณ ทักษะผู้ประเมิน และการประเมินคุณภาพภายนอกในอนาคต 3. รูปแบบการจัดการการประเมินคุณภาพภายนอกสถาบันอุดมศึกษาไทย เป็นรูปแบบที่แสดงถึงจุดประสงค์และแนวปฏิบัติในการประเมินคุณภาพภายนอก แนวปฏิบัตินี้มีการดำเนินงานในเรื่องการเตรียมผู้ประเมิน การจัดให้มีการตรวจเยี่ยม การจัดทำรายงานการประเมิน ตลอดจนการติดตามผล การส่งเสริมเพื่อพัฒนาคุณภาพและผลกระทบ ของการประเมินคุณภาพภายนอกต่อสถาบันอุดมศึกษาในการดำเนินงานทั้ง 4 ด้านนี้ เป็นการดำเนินงานตามหลักการบริหารที่เป็นระบบครบวงจร (PDCA)	en
dc.description.abstractalternative	To analyze the content of external quality assessment management for higher education institutions in Thailand and foreign countries under the framework of the National Education Act B.E., 2542 and the Royal Dectee of the Establilishing the Office for National Education Standards and Quality Assessment (ONESQA, a public organization) B.E. 2453 of Thailand, to analyze the components involved in the external quality assessment management for Thai higher education institutions, and, in turn, to develop an appropriatge and practical model. The methodolgy employed in this study belongs to the descriptive category. The data was collected through recorded interviews and questionnaires. After reviewing and analyzing the content collected, another questionnaires was drafted with the purpose to find out the appropriation and probability to develop a model with these compoments. Then the complete model was developed. The results of this research are summarized as follows 1. The content of the external quality assessment management for higher education institutions in Thailand and foreign countries involves the purpose of the external quality assessment, the methodolgy of the assessment, assessors, enternal evaluation report and the follow-up, enhancement for quality improvement and the impact of external quality assessment on the institutions assessed. 2. The seven components involved in the external quality assessment management for Thai higher education institutions are the principle and guidelines of quality assurance, issues to be assessed, the make-up of a team, assessor's selection, the selection and evaluation of assessors' ethics, assessors' skills and external quality assessment in the future. 3. The model of external quality assessment management for Thai higher education institutions illustrates the purpose of the external quality assessment and guidelines for quality assurance. The guidelines cover issures of assessors' preparation, sites to visit, external evaluation report and the follow-up, enhancement for quality improvement and the impact of external quality assessment on the institutions.
