dc.description.abstract	ปัญหาเกิดจากความเปลี่ยนแปลงของสังคมในชนบทมีผลกระทบต่อการปกครองในระดับตำบลของกำนัน อันจะเป็นแนวทางในการพัฒนาและแก้ไขปัญหาอุปสรรต่าง ๆ ของการปฏิบัติหน้าที่ของกำนันในปัจจุบัน อันได้แก่ปัญหาทางด้านเศรษฐกิจ ทางด้านสังคมสถานความประพฤติ และปัญหาบางประการของตัวกำนันเอง ตลอดไปจนถึงการบำรุงขวัญในการปฏิบัติหน้าที่ของกำนัน เป็นที่ทราบกับโดยทั่วไปว่า ในปัจจุบันนี้ยังไม่เคยปรากฏว่าได้มีการศึกษาหรือชี้ให้เห็นถึงปัญหาของกำนันโดยทั่วไปอย่างจริงจังอันจะเป็นผลประโยชน์แก่ส่วนร่วมในอันที่จะได้ทราบถึงปัญหาซึ่งจะได้นำมาพิจารณาหาลู่ทางแก้ไขให้ดียิ่งขึ้นต่อไปอีก ปัญหาในการปกครองตำบล ดังผู้เขียนจะได้นำข้อเท็จจริงตามนัยแห่งตัวบทกฎหมายที่เป็นอยู่ในขณะนี้และจากประสบการณ์ในขณะรับราชการในตำแหน่งปลัดอำเภอในส่วนภูมิภาคมาชี้ให้เห็นถึงปัญหาที่กล่าวมาแล้ว มาเสนอดังนี้เพื่อเป็นประโยชน์ในการพัฒนาแก้ไข และปรับปรุงอันจะก่อให้เกิดผลดีต่อทางราชการ และกรมการปกครอง กระทรวงมหาดไทย ต่อไป	-
dc.description.abstractalternative	The problem resulted from the social change in the rural area has considerably affected the tambol (commure) notably those related to the efficiency in addminsitration and development. Tambol is thesis attempts to address the problem of the tembol and the guidelines in coping with various constraints of kamnan headman in fulfilling his functions. These include only political, economic and social areas but also the kamnan headmen itself. It is well awared that the problems have not yet been seriovsly studies for a long time. Therefore the study will be beneficial to public for a better understanding and the consideration of a better solution. The writer will state the problem of tambol administration from the fact provided in the current law regulation and from his experience in serving as assistant district officer in the rural are. Thus it will be advantage in development and improving the tambol adminsitration, the government service and the Local adminsitration department.	-
