dc.description.abstract	วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์สำคัญ เพื่อศึกษาถึงการเปลี่ยนแปลงต้นทุนการใช้ทรัพยากรภายในประเทศของอุตสาหกรรมสิ่งทอในแต่ละช่วงเวลา เพื่อพิจารณาว่ามีการเปลี่ยนแปลงไปในทิศทางใด และปัจจุบันอุตสาหกรรมสิ่งทอของไทยมีความได้เปรียบเชิงเปรียบเทียบทางการผลิตหรือไม่ โดยใช้เครื่องมือในการวัดที่เรียกว่า ต้นทุนการใช้ทรัพยากรภายในประเทศ (Domestic Resource Cost : DRC) ผลการศึกษาพบว่า ต้นทุนการใช้ทรัพยากรภายในประเทศของอุตสาหกรรมสิ่งทอทั้งระบบ อันประกอบด้วยอุตสาหกรรมเส้นใยประดิษฐ์ (เส้นใยโพลีเอสเตอร์) ด้ายฝ้าย ด้ายใยประดิษฐ์ ผ้าผืน และเครื่องนุ่งห่ม มีการเปลี่ยนแปลงเพิ่มสูงขึ้นในจากปี พ.ศ. 2534 และเมื่อพิจารณาเปรียบเทียบกับอัตราและเปลี่ยนที่แท้จริง (DRC/SER) พบว่า ในปี พ.ศ. 2540 อุตสาหกรรมสิ่งทอขั้นต้นและขั้นกลาง อันได้แก่ อุตสาหกรรมเส้นใยประดิษฐ์ ด้ายฝ้าย ด้ายใยประดิษฐ์ และผ้าผืน ได้สูญเสียความได้เปรียบเปรียบเทียบทางการผลิต กล่าวคือมีค่า DRC/SER มากกว่า 1 ในขณะที่อุตสาหกรรมเครื่องนุ่งห่มยังคงมีความได้เปรียบเปรียบเทียบทางการผลิต โดยมีค่า DRC/SER < 1 คือมีค่าเท่ากับ 0.72 และเมื่อวิเคราะห์ต้นทุนการใช้ทรัพยากรภายในประเทศของผลิตภัณฑ์เครื่องนุ่งห่มย่อย 4 ผลิตภัณฑ์ อันได้แก่ เสื้อผ้าเด็กเล็ก เสื้อเชิ้ตผู้ชายทำจากผ้าถัก เสื้อโอเวอร์โค้ต และเครื่องยกทรง รัดทรง ในปี พ.ศ. 2537 และ พ.ศ. 2540 พบว่า ผลิตภัณฑ์ทั้งสี่มีค่า DRC เพิ่มขึ้นจากปี พ.ศ. 2537 แต่อย่างไรก็ตามเมื่อพิจารณาเปรียบเทียบกับอัตราแลกเปลี่ยนที่แท้จริงพบว่า ผลิตภัณฑ์เครื่องนุ่งห่มทั้ง 4 ประเภทมีความได้เปรียบเชิงเปรียบเทียบทางการผลิตทั้งในปี พ.ศ. 2537 และ พ.ศ. 2540 แต่ถึงกระนั้นก็ตามเมื่อพิจารณาเปรียบเทียบกับประเทศคู่แข่ง พบว่า ผลิตภัณฑ์สิ่งทอของไทย โดยเฉพาะเครื่องนุ่งห่มมีต้นทุนการผลิตสูงกว่าประเทศคู่แข่ง จึงเป็นผลให้ต้องสูญเสียส่วนแบ่งตลาดในตลาดส่งออกสำคัญ ก่อให้เกิดการชะลอตัวลงการส่งเครื่องนุ่งห่มไทย และส่งผลกระทบต่ออุตสาหกรรมสิ่งทอโดยรวม ดั้งนั้นจึงจำเป็นอย่างยิ่งที่ผู้ประกอบการสิ่งทอและหน่วยงานภาครัฐต้องร่วมมือกัน เพื่อเพิ่มศักยภาพในการแข่งขันแก่อุตสาหกรรมสิ่งทอไทย	en
dc.description.abstractalternative	The objective of this study is to analyse the change in comparative advantage of textile industry. The concept of Domestic Resource Cost (DRC) is utilized as a measure of the comparative advantage. The study found that the DRC value for 1997 has a higher magnitude than the Shadow Exchange Rate (SER) in man-made fibers (polyester), yarns and fabrics while the DRC value of garment was lower than the SER. It implied that the garment industry has comparative advantage. However, in each industry the DRC value increased from 1991 to 1997. Beside that, from calculation the DRC value of men's shirts, overcoats, brassieres and infant wear found that DRC of these products were lower than the SER and the DRC value increased from 1994 to 1997. The textile exports especially garment product exhibit a decreasing trend over the period 1994-1997. The declining trend is the result of relatively higher competitiveness of the same products from other low-cost exporting countries. So the need to reassess the various aspects in order to improve the textile sector such as to promote the research and development, to improve the basic infrastructure and to reduce the import tariff.	en
