dc.description.abstract	สภาพสังคมไทยในปัจจุบันมีการรักษาความปลอดภัยโดยภาคเอกชนเป็นจำนวนมาก ทั้งนี้เกิดจากข้อจำกัดที่รัฐไม่อาจให้ความคุ้มครองความปลอดภัยในชีวิต ร่างกายและทรัพย์สินของประชาชนได้อย่างทั่วถึง จึงมีการจัดตั้งบริษัทรักษาความปลอดภัยขึ้นทั้งที่ถูกต้องตามกฎหมายและไม่ถูกต้องตามกฎหมาย ทั้งยังปรากฏว่ามีการใช้อิทธิพลและปฏิบัติการโดยไม่ชอบด้วยกฎหมาย ซึ่งกระทบต่ออำนาจรัฐจึงควรที่จะต้องมีการกำกับดูแลการรักษาความปลอดภัยภาคเอกชนโดยเจ้าหน้าที่ของรัฐ เพื่อให้มีการตรวจสอบได้ และป้องกันความเสียหายที่จะเกิดขึ้นจากการปฏิบัติงานของภาคเอกชนที่ปฏิบัติงานในการรักษาความปลอดภัย การรักษาความปลอดภัยภาคเอกชนเป็นสิ่งสำคัญและจำเป็น แต่การรักษาความปลอดภัยภาคเอกชนในประเทศไทยก็ยังไม่พัฒนาไปเท่าที่ควร เนื่องจากมีอุปสรรคปัญหาขัดข้องหลายประการ เช่น การขาดแคลนแรงงาน ทั้งนี้เพราะอาชีพการรักษาความปลอดภัยเป็นที่ต้องการของหลายหน่วยงานไม่ว่าจะเป็นธุรกิจ ภาครัฐ ผู้พักอาศัย แต่ก็เป็นอาชีพที่ได้ค่าตอบแทนน้อย ชั่วโมงการทำงานมาก กฎระเบียบเคร่งครัด สวัสดิการต่ำ ลักษณะงานค่อนข้างน่าเบื่อ ปัญหาค่าแรงต่ำย่อมส่งผลกระทบถึงคุณภาพการให้บริการด้วย ทำให้พนักงานรักษาความปลอดภัยไม่ได้รับการฝึกอบรมเท่าที่ควร มีผลต่อการปฏิบัติงาน ซึ่งในบางครั้งมีลักษณะเป็นการละเมิดต่อกฎหมาย หรืออาจก่อให้เกิดความสูญเสีย ความเสียหายเกินกว่าที่ควรจะเป็น รวมทั้งปัญหากระบวนการคัดเลือกบุคคลเข้าทำงานที่ไม่ดีพอ ทำให้ในบางครั้งมีอาชญากรเข้ามาประกอบอาชีพนี้ได้ ย่อมเป็นการเสื่อมเสียชื่อเสียงแก่ธุรกิจนี้ ปัจจุบันประเทศไทยยังไม่มีกฎหมายควบคุมธุรกิจประเภทนี้ และยังไม่มีหน่วยงานของรัฐเข้ามากำกับดูแล ตลอดจนองค์กรวิชาชีพที่คอยตรวจสอบเพื่อส่งเสริมธุรกิจนี้ ได้มีการศึกษารูปแบบในต่างประเทศเปรียบเทียบ และรัฐควรตรากฎหมายในส่วนที่เกี่ยวข้องกับการรักษาความปลอดภัยภาคเอกชนขึ้น เพื่อการกำกับดูแลและส่งเสริมให้ดำเนินการไปในทิศทางและมาตรฐานเดียวกัน เพื่อให้บรรลุวัตถุประสงค์ในการร่วมมือเกื้อหนุนกับหน่วยงานภาครัฐ ในการป้องกันและรักษาความปลอดภัยในชีวิตและทรัพย์สิน.	en
dc.description.abstractalternative	Nowadays, a lot of private security firms operate in Thailand because the state cannot provide security service for all people and their properties. As a result, some security firms have been founded either legally or illegally. Also, some of them have abused of power that have impacted the state power. So the state should have regulation of private security industry for accountability and protecting damages from private security action. Private security is important and necessary but it is not developed so far due to many hindrances for example, personnel shortage. Although this career is greatly demanded from many sectors such as businesses, public agencies and residents, this career is low paid, high work-hour, strict rules, poor welfare and chore. Low wages could affect quality of service. Poor standards in respect to training result in violating people legal rights and may cause more damages than it should be. Also, with poor recruiting procedures, some criminals infiltrate the private security sector and harm the business reputation also bring about untrustworthiness to this industry. Today, a private security act has not been enacted in Thailand yet, also, no state agency or profession council has inspected this industry. To enhance this industry, the laws of private security in other countries have been studied and the state should pass legislation recognizing private security industry. Consequently, this will control and promote this industry to the standardization and fulfil the collaboration between the private security sector and the public security sector.	en
