dc.description.abstract	ในการดำเนินการโครงการก่อสร้างอาคาร กระบวนการในการจัดจ้างผู้ออกแบบและผู้ควบคุมงานโครงการก่อสร้างอาคารนั้นถือได้ว่าเป็นขั้นตอนหนึ่งที่มีความสำคัญต่อการดำเนินการและผลทางกายภาพของงาน ซึ่งปัจจุบันพบว่าการดำเนินการของในระบบราชการมีปัญหาในการทำงาน เนื่องจากติดอยู่กับกฎระเบียบขั้นตอนที่ทำให้การดำเนินการเกิดความล่าช้า ไม่ได้คุณภาพของโครงการอาคารที่น่าพอใจ วัตถุประสงค์ในการศึกษามีดังนี้เพื่อทำการศึกษาข้อมูลพื้นฐาน กฎระเบียบปฏิบัติในการดำเนินการ รวมทั้งทฤษฎีแนวทางการปฏิบัติที่เกี่ยวข้องกับรูปแบบและกระบวนการดำเนินการจัดจ้างผู้ออกแบบและผู้ควบคุมงานโครงการก่อสร้างอาคารที่ปฏิบัติอยู่ของโครงการก่อสร้างอาคารของสถาบันอุดมศึกษาภาครัฐ โดยศึกษาจากกรณีศึกษา จุฬาลงกรณ์มหาวิทยาลัย รวมทั้งปัจจัยในการเลือกใช้รูปแบบการดำเนินการจัดจ้างฯ ที่แตกต่างกัน เพื่อทำการสรุป วิเคราะห์และทำการเสนอแนะความคิดเห็นถึงแนวทางที่เหมาะสมในการเลือกใช้รูปแบบและกระบวนการดำเนินการจัดจ้างฯ ของกรณีศึกษาต่อไปในอนาคต ในการศึกษารูปแบบการดำเนินการของจุฬาลงกรณ์มหาวิทยาลัยพบว่ามีรูปแบบการ ดำเนินการสอดคล้องกับทฤษฎี 4 รูปแบบได้แก่ 1. Designer-Led, Competitive Tender : Traditional General Contracting 2. Designer-Led, Construction Managed for a Fee : Construction Management, 3. Package Deal : Design and Build และ 4. Package Deal : Turn Key
dc.description.abstract	ผลของการศึกษาพบว่ารูปแบบดังกล่าวสามารถจัดกลุ่มได้เป็น 2 ประเด็นหลัก ได้แก่ 1. การดำเนินการที่มุ่งเน้นไปที่กระบวนการ และ 2. การดำเนินการที่มุ่งเน้นไปที่ผลลัพธ์ ซึ่งมีแนวทางในการทำงานที่แตกต่างกัน และปัจจัยที่เข้ามาเกี่ยวข้องในการดำเนินการจัดจ้างออกแบบและควบคุมงานในพื้นที่เขตการศึกษา ได้แก่ แหล่งที่มาของงบประมาณในการก่อสร้าง วงเงินของการก่อสร้างโครงการ กฎระเบียบและนโยบายในการบริหารงานของทางมหาวิทยาลัย ความพร้อมของคณะที่เกี่ยวข้อง ระยะเวลาในการดำเนินการโครงการที่ต้องการ การตัดสินใจของผู้ที่เกี่ยวข้อง และลักษณะและประเภทของโครงการก่อสร้างอาคาร และปัจจัยที่มีผลต่อการเลือกใช้รูปแบบการจัดจ้างการลงทุนพัฒนาในพื้นที่เขตผลประโยชน์ ได้แก่ นโยบายในการบริหารงานของทางมหาวิทยาลัย วัตถุประสงค์ในการจัดทำโครงการ ผลทางกายภาพของงานที่นำเสนอของผู้ลงทุนพัฒนา แนวทางข้อเสนอแนะในการปรับเปลี่ยนรูปแบบและกระบวนการจัดจ้างในอนาคต ได้แก่การสนร้างกรอบกฎระเบียบที่เหมาะสมเป็นของมหาวิทยาลัยหรือหน่วยงานเอง รวมทั้งการวางแนวทางการดำเนินการที่มุ่งเน้นไปที่ผลลัพธ์และกระบวนการโดยเพิ่มการเสริมสร้างจรรยาบรรณในการปฏิบัติงานให้กับบุคลากรที่มีส่วนเกี่ยวข้องทุกฝ่าย ส่งเสริมและสร้างวัฒนธรรมองค์กรให้มีความแข็งแรง มีบทบาทเป็นผู้บริหารโครงการมากกว่าผู้ปฏิบัติงาน และพัฒนาฝึกอบรมบุคลากรให้ทราบถึงขั้นตอน กระบวนการดำเนินการ และพัฒนาทักษะความคิดในการแก้ปัญหาและความคิดสร้างสรรค์ เพื่อช่วยในการพัฒนาการดำเนินการจัดจ้างออกแบบและควบคุมงานโครงการก่อสร้างอาคารต่อไปในอนาคต และได้ผลงานที่มีคุณภาพตรงกับวัตถุประสงค์ขององค์กร
dc.description.abstractalternative	In the building construction process, the procurement of a designer and construction supervisor is one of the most important phases which affects procedure and quality of output. At present, this phase has caused problems in practice, especially in government projects, because it has to be done under rules and regulations which take a lot of time, involve a variety of groups and individuals and produce a project with an unsatisfactory outcome. The objective of this research is to study the procurement process of the government’s institution of higher education. A case study of Chulalongkorn University is used in theory and practice, which include government’s rules and regulations. Also to find out the cause of selecting the procurement pattern, to analyze, conclude and recommend the way to use and carry on the practice in the future. In the practice of Chulalongkorn University, there are four patterns of procurement which consist of 1. Designer-Led, Competitive Tender : Traditional General Contracting, 2. Designer-Led, Construction Managed for a Fee : Construction Management, 3. Package Deal : Design and Build, and 4. Package Deal : Turn Key. The results of this research found that the patterns that are used in practice can be classified into two ways, which illustrate the purpose and practice of procurement in different aspects. They are the ways of carrying out the project by 1. Emphasize on the process (process-based performance) and 2. Emphasize on the output (output-based performance). The factors of the results in selecting the procurement patterns are divided into two kinds according to the zone. In the education zone, the factors are 1. The foundation of construction budget, 2. The amount of project cost, 3. Government rules, regulations and the university policy, 4. The ability of the in-house department in design and construction supervision, 5. Time frame, 6. Decision making of the head administrator, and 7. The type of character of building project. In the investing property zone, the factors are 1. Government rules, regulations and the university policy, 2. The objective of a project, and 3. The concept and proposal of investment tenders. The recommendation in future practice is to make appropriate university rules and regulations, which support the organization’s operation. Also, to plan the way to handle a project by placing equal emphasis on both process and output. Moreover, the university should support ethical issues from workplace to employee, build a strong organization culture, encourage the role of manager instead of the worker, and finally develop the knowledge of all the members in problem solving, creative thinking, and decision making in the procurement practice.
