dc.description.abstract	การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการดำเนินงานและปัญหาในการดำเนินงานตามแผนงานจัดการศึกษาระดับก่อนประถมศึกษาในโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจงหวัด เขตการศึกษา 1 ประชากรที่ใช้ในการวิจัยคือ ผู้บริหารโรงเรียนที่เปิดสอนระดับก่อนประถมศึกษา ครูผู้สอน ระดับก่อนประถมศึกษา ผู้บริหารโรงเรียนอนุบาลประจำจังหวัด ครูวิทยากรแกนนำ ศึกษานิเทศก์จังหวัด และศึกษานิเทศก์อำเภอ/กี่งอำเภอ ผู้รับผิดชอบแผนงาน เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามและแบบศึกษาเอกสาร ผลการวิจัยพบว่า 1. การเตรียมการดำเนินงาน มีการเตรียมการดำเนินงานด้วยการศึกษานโยบายและแนวทางการดำเนินงานจากเอกสารของสำนักงานการประถมศึกษาจังหวัด โรงเรียนและศูนย์พัฒนาการศึกษาระดับก่อนประถมศึกษา มีการกำหนดนโยบายและวางแผนงาน เตรียมบุคลากร ประสานงานกับหน่วยงานที่เกี่ยวข้อง เตรียมงบประมาณ และเตรียมการประเมินผล ปัญหาสำคัญที่พบในการเตรียมการดำเนินงานคือการอบรม ประชุมสัมมนาใช้เวลาน้อยเกินไป บุคลากรมีความรู้และทักษะไม่เพียงพอ การประสานงานขาดการติดตามประเมินผลงานแต่ละขั้นตอน และขาดงบประมาณจัดทำเครื่องมือประเมินผล 2. การดำเนินงานตามแผนงาน มีการกำหนดแผนงานและโครงการฝึกอบรมและพัฒนาบุคลากร การปรับปรุงศูนย์พัฒนาการศึกษาระดับก่อนประถมศึกษาให้เป็นแหล่งวิชาการ จัดกิจกรรมส่งเสริมการจัดการศึกษาระรดับก่อนประถมศึกษา การสร้างแรงจูงใจในการปฏิบัติงาน และการนิเทศติดตามผล การดำเนินงานใช้งบประมาณจากเงินงบประมาณ ปัญหาสำคัญที่พบในการดำเนินงานคือ ขาดงบประมาณในการจัดทำแผนงานและโครงการฝึกอบรมและพัฒนาบุคลากร ระยะเวลาในการดำเนินงานไม่เพียงพอ ขาดเอกสารในการดำเนินงานของศูนย์พัฒนาการศึกษาระดับก่อนประถมศึกษา สื่อและเอกสารทางวิชาการมีไม่เพียงพอแก่ผู้รับบริการ วัสดุอุปกรณ์ในการดำเนินงานมีไม่เพียงพอ ผู้นิเทศมีเวลาไม่เพียงพอเพราะมีภารกิจอื่นมาก และงบประมาณที่ได้รับไม่เพียงพอในการดำเนินงาน 3. การประเมินผลการดำเนินงาน มีการประเมินผลระหว่างดำเนินงานและประเมินผลเมื่อสิ้นสุดการดำเนินงาน มีการสรุปผลและรายงานผลต่อหน่วยงานต้นสังกัด ปัญหาสำคัญที่พบในการประเมินผลการดำเนินงานคือ ขาดความต่อเนื่องในการติดตามประเมินผลและขาดการประสานงานที่ดีทำให้การดำเนินงานไม่คล่องตัว
dc.description.abstractalternative	The purposes of the research were to study operations and problems of implementing the pre-primary education program in the elementary schools under the jurisdiction of the Office of Provincial Primary Education, Educational Region One. Research samples were provincial school administrators, pre-primary education teachers, teachers worked as resource person, provincial supervisors and district supervisors in charge of this plan. Research instruments were questionaires and document analysis form. Research findings were as follows: l) Preparation stage: preparation was done by studying policy and operation guidelines from documents issued by the Office of Provincial Primary Education, primary school, and pre - primary education development centre. Preparation activities were formulation of policy and planning, personnel, co-ordination with other related offices, budget, and evaluation. Significant problems occurred at this stage were insufficient time for organizing in-service training programme and seminar; personnel's insufficient knowledge and skill; and lack of budget and evaluation instrument. 2) Operation stage : Operational activities were formulation of plan and training project ; personnel development ; improvement of pre -primary education centre with a view to serve as academic resource, organizing activity to promote pre - primary education execution, fostering desirable incentive for job accomplishment ; as well as supervision and follow - up of budget expenditure. Significant problems identified were shortages of budget for plan and project preparation for organizing in - service training and personnel development ; inadequate time for operation ; insufficient documents for operating pre-primary education centre ; insufficient academic media for servicing target population; inadequate equipment and materials supervisor's inadequate time due to overburden from other assigned responsibilities ; and insufficient budget. 3) Evaluation stage : evaluation activities were formative and summative evaluation and summary and report submitted to superior offices. Important problems found were lack of continuation concerning efficient follow- up and co-ordination which impeded work flexibility.
