dc.description.abstract	งานศึกษานี้มีวัตถุประสงค์เพื่อศึกษาบทบาทของทุนมนุษย์และการวิจัยและพัฒนาที่มีต่อการเจริญเติบโตทางเศรษฐกิจของประเทศไทย โดยกำหนดขอบเขตการศึกษาในช่วงปี พ.ศ. 2520 - 2542 โดยดัชนีทุนมนุษย์ประมาณการจากใช้ข้อมูลค่าจ้างที่แรงงานได้รับ ซึ่งเป็นสัดส่วนของค่าจ้างแรงงานที่มีการศึกษาต่อค่าจ้างแรงงานที่ไม่มีการศึกษาและไม่มีประสบการณ์ ส่วนดัชนีการวิจัยและพัฒนานั้นประมาณขึ้นจากข้อมูลค่าใช้จ่ายด้านการวิจัยและพัฒนาของภาครัฐ โดยแปลงให้อยู่ในรูปสต๊อกด้วยวิธีสะสมทุนนิรันดร (Perpetual Inventory Method) ผลการศึกษาพบว่า ดัชนีทุนมนุษย์และดัชนีการวิจัยและพัฒนามีแนวโน้มเพิ่มสูงขึ้น โดยมีอัตราการเพิ่มขึ้นโดยเฉลี่ยประมาณร้อยละ 4.7 และ 8.4 ต่อปีตามลำดับ เมื่อพิจารณาบทบาทของ ดัชนีทั้งสองที่มีต่อการเจริญเติบโตทางเศรษฐกิจ พบว่า การวิจัยและพัฒนามีบทบาทต่อการ เจริญเติบโตทางเศรษฐกิจอย่างมีนัยสำคัญ ขณะที่ทุนมนุษย์ไม่ได้รับการยืนยันถึงบทบาทอย่างมีนัยสำคัญ โดยผลของการวิจัยและพัฒนาที่มีต่อความเจริญเติบโตทางเศรษฐกิจมีความล่าช้าประมาณ 5 ปี นอกจากนี้ ปัจจัยอื่น ๆ อันได้แก่ สต๊อกทุน จำนวนแรงงาน และวิกฤตเศรษฐกิจ มีบทบาทต่อการเจริญเติบโตทางเศรษฐกิจเช่นกัน ข้อเสนอแนะเชิงนโยบายที่ได้จากผลการศึกษาคือ ควรส่งเสริมให้มีการพัฒนาและสะสมทุนมนุษย์และการวิจัยและพัฒนาอย่างสม่ำเสมอและต่อเนื่อง เนื่องจากปัจจัยทั้งสองมีการเสื่อมค่าได้ โดยการส่งเสริมทุนมนุษย์ควรสนใจผลิตแรงงานในสาขาการศึกษาที่ตรงกับความต้องการของระบบเศรษฐกิจเป็นสำคัญ มิใช่เพียงแค่ส่งเสริมให้แรงงานมีระดับการศึกษาที่สูงขึ้นเท่านั้น ขณะ เดียวกันการส่งเสริมการวิจัยและพัฒนาควรต้องเริ่มทำการลงทุนโดยเร็ว เนื่องจากผลจากการสะสมการวิจัยและพัฒนาต้องอาศัยระยะเวลาในการมีผลสนับสนุนการเจริญเติบโตทางเศรษฐกิจ
dc.description.abstractalternative	The objective of this study is to find whether human capital and research and development (R&D) contributes Thailand’s economic growth during 1970 - 1999. The available existing human capital and research and development indexes in Thailand are not reflecting the real situation. Human capital in this study was estimated by using the relative wages of educated workers to uneducated workers, which has no schooling and experience. The government expenditure on R&D was employed to construct research and development stock by using perpetual inventory method. The empirical result indicates that the estimated human capital and research and development have been increasing in the annual rate of 4.7 and 8.4, respectively. Considering the role on economic growth, they show that research and development has affected in economic growth significantly which its effect is lagged about five years. Whereas human capital does not be shown its role on economic growth significantly. Furthermore, there are other factors which also affect in economic growth; they are capital stock, labor force, and economic crisis. The policy implications from the empirical result are as follows: 1) human capital and research and development ought to be accumulated continuously because they can be depreciated overtime; 2) means of accumulating human capital could be focused on educational field of graduates, in addition to the level of educational attainment; 3) research and development should also be invested earlier because it takes longer time to become effective in stimulating the economic growth.
