| Abstract: | ศึกษาสภาพการพัฒนาและแนวโน้มการเกิดน้ำเสีย สภาพปัญหา การดำเนินการ และประสิทธิภาพการจัดการน้ำเสียในปัจจุบัน พร้อมทั้งศึกษาศักยภาพ เงื่อนไข และข้อจำกัดในการจัดการน้ำเสีย เพื่อเสนอแนะแนวทางการวางแผนการจัดการน้ำเสียของแหล่งท่องเที่ยวและชุมชนเมืองพัทยา สภาพการพัฒนาและแนวโน้มการเกิดน้ำเสียในเมืองพัทยามีสอดคล้องกับการพัฒนาการทางด้านการท่องเที่ยว จากการศึกษาสภาพปัญหา และประสิทธิภาพการจัดการน้ำเสียในปัจจุบัน พบว่า เมืองพัทยายังคงประสบปัญหาน้ำเสีย เห็นได้จากคุณภาพน้ำทะเลบริเวณหาดพัทยาและบริเวณนาเกลือต่ำกว่าเกณฑ์มาตรฐาน แสดงให้เห็นถึงความไม่มีประสิทธิภาพของแผนการจัดการน้ำเสียซึ่งไม่สอดคล้องกับการใช้ประโยชน์ที่ดิน ส่งผลให้เกิดความไม่คุ้มค่าทางด้านการใช้ทรัพยากรและไม่สอดคล้องกับปริมาณน้ำเสียที่เกิดขึ้นในพื้นที่ต่างๆ เมื่อวิเคราะห์ศักยภาพ เงื่อนไข และข้อจำกัด พบว่าเมืองพัทยามีศักยภาพในการจัดสรรงบประมาณเพื่อนำมาใช้ในการจัดการน้ำเสีย เนื่องจากมีการขยายตัวทางด้านการท่องเที่ยว ประชาชนเห็นความสำคัญของปัญหาน้ำเสีย มีองค์กร หน่วยงาน ที่รับผิดชอบในเรื่องการบำบัดน้ำเสียโดยตรง และยังได้รับการสนับสนุนจากรัฐบาล โดยเมืองพัทยามีข้อจำกัดและเงื่อนไขทางด้านลักษณะภูมิประเทศ และความสามารถในการรักษาสภาพแวดล้อมทางธรรมชาติ ซึ่งเป็นปัจจัยสำคัญในการเสนอแนวทางการจัดการน้ำเสีย ในการศึกษาครั้งนี้ ได้ศึกษาแนวทางการจัดการน้ำเสียโดยศึกษาการใช้ประโยชน์ที่ดินปัจจุบันและแนวโน้ม การขยายตัวของเมือง เพื่อคาดการณ์ปริมาณน้ำเสียที่จะเกิดขึ้นในอนาคต และวิเคราะห์ต้นทุนค่าก่อสร้าง และค่าดำเนินการของแนวทางการจัดการน้ำเสียให้มีความสอดคล้องกับความสามารถในการจ่ายค่าบริการบำบัดน้ำเสียเพื่อให้แผนการจัดการ น้ำเสียมีความเป็นไปได้ในการลงทุน ดังนั้น แผนการจัดการน้ำเสียของแหล่งท่องเที่ยวและชุมชนเมืองพัทยา มีวัตถุประสงค์เพื่อแก้ไขปัญหาน้ำเสียให้ครอบคลุมทั้งพื้นที่เขตผังเมืองรวมเมืองพัทยา โดยมุ่งให้ท้องถิ่นสามารถจัดการกับปัญหาน้ำเสียได้เอง โดยแผนการจัดการน้ำเสียมีความเชื่อมโยงกับการใช้ประโยชน์ที่ดิน และเสนอให้แนวทางการจัดการน้ำเสียในเมืองพัทยามีรูปแบบแบบผสมผสาน ระหว่างระบบบัดน้ำเสียรวมและระบบบำบัดน้ำเสียแบบติดกับที่ ซึ่งเป็นแนวทางที่มีความสอดคล้องกับงบประมาณในการจัดการน้ำเสีย ซึ่งท้องถิ่นสามารถจัดการได้เอง พร้อมทั้งนำมาตรการทางผังเมืองมาใช้ให้แผนการจัดการน้ำเสียนำไปสู่การปฏิบัติได้อย่างมีประสิทธิภาพ |
| Other Abstract: | To estimate the amount of wastewater, the problems and the efficiency of the existing wastewater management, potential, conditions and limitations of wastewater management as well as to propose guidelines for the wastewater management plan for Pattaya tourist and community areas. In Pattaya city, the wastewater management is related to the tourism development. The study of the problems and the efficiency of the existing wastewater management shows that the sea water quality is lower than the standard especially at Pattaya beach and Na Klua area. It means that the existing wastewater management system is not efficient and conforms with the land use plan. The study of the potential, conditions and limitations of the wastewater management shows that Pattaya has the potential in financial resources. The people in the communities realize the problems, and the system has been supported by the central government. On the other hand, the topography and carrying capacity are the conditions and limitations of the area. These important factors were brought to suggest the guidelines for the wastewater management plan for Pattaya tourist and community areas. This research is to study the existing land use plan, the estimation of wastewater, the analysis of the construction and the operation and maintenance cost, and the feasibility of the wastewater management. The wastewater management plan for Pattaya tourist and community areas should be related to the comprehensive plan of the city. It is found that the combination of central treatment plant and on site treatment system will be the most efficient. These guidelines also conforms to the financial resources of the Pattaya city. It however needs to be implemented by urban planning laws and regulations. |
