| Abstract: | การวิจัยครั้งนี้ เป็นการวิจัยเชิงคุณภาพที่มีวัตถุประสงค์ 3 ประการ คือ (1) เพื่อศึกษาลักษณะการดำเนินงานของสถานีวิทยุโทรทัศน์แห่งประเทศไทย จังหวัดยะลา ต่อการผลิตรายการโทรทัศน์เพื่อความสมานฉันท์ (2) เพื่อศึกษากระบวนการผลิตรายการโทรทัศน์เพื่อสร้างความสมานฉันท์ ของสถานีวิทยุโทรทัศน์แห่งประเทศไทย จังหวัดยะลา (3) เพื่อศึกษาเนื้อหาและวิธีการนำเสนอรายการโทรทัศน์เพื่อสร้างความสมานฉันท์ ของสถานีวิทยุโทรทัศน์แห่งประเทศไทย จังหวัดยะลา โดยใช้วิธีการวิจัย คือ การสัมภาษณ์แบบเจาะลึก การวิเคราะห์บทโทรทัศน์ สำเนาเทปรายการและเอกสาร ผลการวิจัยพบว่า การดำเนินงานของสถานีวิทยุโทรทัศน์แห่งประเทศไทย จังหวัดยะลา ถึงแม้จะถูกแยกออกมาจากสถานีวิทยุโทรทัศน์แห่งประเทศไทย จังหวัดสงขลา และยกระดับให้เป็นสถานีโทรทัศน์เพื่อความมั่นคงเฉพาะที่ แต่ในการปฏิบัติงานจริงแล้วพบว่า ยังขาดความเป็นเอกเทศ เนื่องจากการดำเนินงานยังต้องขึ้นกับสถานีวิทยุโทรทัศน์แห่งประเทศไทย จังหวัดสงขลาเหมือนเดิม อีกทั้งการดำเนินงานยังเป็นระบบราชการเหมือนสถานีวิทยุโทรทัศน์แห่งประเทศไทยในจังหวัดอื่น จะพบส่วนของการสั่งการภายในสถานีฯเท่านั้นที่มีการลดทอนขั้นตอน สิ่งเหล่านี้จึงเป็นอุปสรรคในการเป็นสถานีโทรทัศน์เพื่อสร้างสมานฉันท์ที่ต้องการความรวดเร็วในการปฏิบัติงานอันจะก่อให้เกิดประสิทธิภาพตามมา ส่วนของกระบวนการผลิตรายการมีทั้งปัจจัยภายในและภายนอกเข้ามาเกี่ยวข้อง ปัจจัยที่สำคัญคือแหล่งข้อมูล เนื่องจากการรวบรวมข้อมูลทั้งส่วนของข้อมูลบุคคลและข้อมูลอื่น ๆ เพื่อผลิตรายการตั้งอยู่ในพื้นที่เสี่ยง จึงต้องมีความระมัดระวังอย่างยิ่ง ดังนั้นทำให้เนื้อหาส่วนใหญ่ที่นำเสนอจะอยู่ในพื้นที่ตัวเมืองมากกว่าพื้นที่รอบนอก และปัจจัยด้านบุคลากรที่มีจำนวนไม่เพียงพออีกทั้งยังขาดความเชี่ยวชาญ จึงส่งผลกระทบต่อรูปแบบและเนื้อหารายการเป็นอย่างมาก รวมถึงปัจจัยด้านงบประมาณที่ไม่เพียงพอทำให้ไม่สามารถผลิตรายการออกอากาศได้อย่างต่อเนื่อง ส่วนรายการโทรทัศน์ที่ผลิตเพื่อสร้างความสมานฉันท์นั้น จะมุ่งนำเสนอความรู้ด้านต่างๆ และเรื่องราวที่เกิดขึ้นในพื้นที่ 3 จังหวัดชายแดนภาคใต้เป็นหลัก แต่จะหลีกเลี่ยงการเสนอข่าวความรุนแรงอันจะเป็นการกระพือข่าวหรือซ้ำเติมความสูญเสีย แต่ให้ความสำคัญในการเน้นการเคารพความแตกต่างทางด้านศาสนาและวัฒนธรรม ซึ่งทางสถานีฯ พยายามผลิตรายการ โดยนำเสนอเป็นภาษาไทยและภาษามลายูถิ่น แต่พบว่ารายการที่ใช้ภาษาไทยยังมีจำนวนมากกว่าภาษามลายูถิ่น |
| Other Abstract: | The three purposes of this qualitative research are (1) to study the administration of programs aimed at national reconciliation of The Television of Thailand channel 11, Yala province, (2) to study the production of programs aimed at national reconciliation of The Television of Thailand Channel 11, Yala province and (3) to study the content and the presentation of programs aimed at national reconciliation of The Television of Thailand Channel 11, Yala province, The research is carried out through the method of in-depth interview, scripts and television programs records analysis and documents research. The findings show that the organization and administration of The Television of Thailand Channel 11, Yala province, are still depend upon The Television of Thailand Channel 11, Songkhla province, has been divided like before, even if it's raised standard to be The Television of Stability. Moreover, like other Televisions of Thailand, it is under the authority of the Thai bureaucracy. This is the single biggest obstacle to reconcile any differences which immediate action and response are primary. For the production, both internal and external factors are relevant. The internal one is a source of information. Because collecting data for the programs have to be done in the risk area, so the content mostly is about the urban area rather than rural area. Besides, lacking of experience and shortage of manpower adversely affect the presentation and content of the programs. Also, the financial difficulties have a significant impact on the constant broadcasting. The main aim of programs of national reconciliation is to present knowledge and incidents in southern Thailand, mainly. Avoid of the violent presentation. The principal policy of the station is to respect the religious and cultural differences by producing programs both in Thai and Local Malay languages. Still, it's more of the Thai programs than the local Malay programs. |
