| Abstract: | ศึกษา (1) พัฒนาการของการเสริมสร้างความความเข้มแข็งของภาคีเครือข่ายสุขภาพ โดย กองสุขศึกษา กรมสนับสนุนบริการสุขภาพ (2) รูปแบบการสื่อสารของภาคีเครือข่ายการสื่อสารเพื่อการเสริมสร้างความเข้มแข็งของภาคีเครือข่ายสุขภาพ โดย กองสุขศึกษา กรมสนับสนุนบริการสุขภาพ (3) ลักษณะองค์ประกอบของภาคีเครือข่ายการสื่อสารเพื่อการเสริมสร้างความเข้มแข็งของภาคีเครือข่ายสุขภาพ โดย กองสุขศึกษา กรมสนับสนุนบริการสุขภาพ (4) ปัจจัยที่เป็นข้อส่งเสริมและปัจจัยที่เป็นข้อจำกัดของการสื่อสารต่อการเสริมสร้างความเข้มแข็งของภาคีเครือข่ายสุขภาพ โดย กองสุขศึกษา กรมสนับสนุนบริการสุขภาพ โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ ผลการศึกษาวิจัยพบว่า (1) พัฒนาการของการเสริมสร้างความความเข้มแข็งของภาคีเครือข่าย แบ่งเป็น 4 ขั้น ได้แก่ ขั้นตระหนักและก่อตัวของภาคีเครือข่ายสุขภาพ ขั้นการสร้างพันธกรณีและการบริหารภาคีเครือข่ายสุขภาพ ขั้นการรักษาความสัมพันธ์และความต่อเนื่องของภาคีเครือข่ายสุขภาพ และขั้นการพัฒนาความสัมพันธ์ของภาคีเครือข่ายสุขภาพ และการเสริมสร้างความเข้มแข็งของภาคีเครือข่ายสุขภาพ (2) รูปแบบการสื่อสารของภาคีเครือข่ายการสื่อสาร ผลการวิจัยพบว่า 2.1) ประเภทของภาคีเครือข่ายสุขภาพ 2.1.1) จำแนกตามระดับชั้นแบ่งได้เป็น 2 ระดับชั้น ได้แก่ ภาคีเครือข่ายสนับสนุน และภาคีเครือข่ายระดับปฏิบัติการ 2.1.2) จำแนกตามประเภทการดำเนินงาน พบว่า เป็นภาคีเครือข่ายสนับสนุน 2.1.3) จำแนกตามประเด็นพบว่า เป็นภาคีเครือข่ายสุขภาพ 2.1.4) จำแนกตามรูปแบบโครงสร้างหรือความสัมพันธ์พบว่า มีลักษณะผสมผสาน 2.2) ลักษณะและทิศทางการสื่อสารของภาคีเครือข่ายพบว่า มีลักษณะและทิศทางการสื่อสารแบบผสมผสาน 2.3) รูปแบบวิธีการจัดโครงสร้างของภาคีเครือข่ายพบว่า เป็นรูปแบบของเครือข่ายที่มีความซับซ้อน(3) ลักษณะองค์ประกอบของภาคีเครือข่ายการสื่อสาร ผลการวิจัยพบว่า 3.1) ประเด็นในการสื่อสารพบว่า เนื้อหาที่ใช้ ได้แก่ 3.1.1) ชุดความรู้เรื่องการศึกษาภาคีเครือข่ายสุขภาพ 3.1.2) ชุดความรู้เรื่องสุขภาพ 3.2) ลักษณะหรือประเภทของกิจกรรมที่ใช้พบว่า กิจกรรมที่ใช้มี 7 กิจกรรมหลัก ได้แก่ 3.2.1) จัดทำทำเนียบภาคีเครือข่ายในการดำเนินงานสร้างสุขภาพ 3.2.2) จัดทำแนวทางการดำเนินงานสุขศึกษาสำหรับภาคีเครือข่าย 3.2.3) แนวทางการดำเนินงานพัฒนาพฤติกรรมสุขภาพ 3.2.4) บทเรียนการพัฒนาชมรมสร้างสุขภาพสู่ความเข้มแข็ง 3.2.5) สัมมนา ถ่ายทอดและส่งเสริมประสานการดำเนินงานสร้างสุขภาพของภาคีเครือข่าย 3.2.6) นิเทศติดตามผลการดำเนินงาน 3.2.7) จัดทำสรุปรายงานผลการดำเนินงานโครงการฯ 3.3) ประเภทของสื่อที่ใช้ใน การนำเสนอ 3.3.1) สื่อสิ่งพิมพ์ 3.3.2) สื่อบุคคล 3.3.3) สื่อกิจกรรม 3.3.4) สไลด์ PowerPoint กับ LCD Projector 3.4) สมาชิกของภาคีเครือข่ายสุขภาพพบว่า มีเจ้าหน้าที่สาธารณสุข บุคลากรขององค์กรปกครองส่วนท้องถิ่น แกนนำชุมชน และแกนนำชมรมสร้างสุขภาพ ผู้ดำเนินรายการวิทยุชุมชน และนักวิชาการของกองสุขศึกษา 3.5) โครงสร้างตำแหน่งหรือการเชื่อมต่อภายในภาคีเครือข่ายพบว่า เป็นศูนย์กลางของเครือข่ายในระดับประเทศ และเปลี่ยนบทบาททำหน้าที่พันธมิตรที่สนับสนุน (4) ปัจจัยที่เป็นข้อส่งเสริมและปัจจัยที่เป็นข้อจำกัดพบว่า 4.1) ปัจจัยที่เป็นข้อส่งเสริม 4.1.1) จากมุมมองของคนใน ได้แก่ ก) การมีผู้ประสานภาคีเครือข่ายในระดับจังหวัด ข) การสนับสนุนของผู้บริหาร ค) การได้การสนับสนุนจากหน่วยงานภายนอก ง) การได้การสนับสนุนงบประมาณ ฉ) มีจิตอาสา 4.1.2) จากมุมมองของภาคีเครือข่ายระดับปฏิบัติการที่มีความเข้มแข็งพบว่า ก) การปฏิสัมพันธ์ที่ดี ข) การได้การสนับสนุนจากหน่วยงานภายนอก ค) การได้การสนับสนุนงบประมาณ ง) มีการจัดกิจกรรมอย่างต่อเนื่อง จ) มีการประชาสัมพันธ์กิจกรรมภาคีเครือข่ายสุขภาพ ฉ) การมีทีมงานที่มีความเข้มแข็ง 4.2) ปัจจัยที่เป็นข้อจำกัด 4.2.1) จากมุมมองของคนในพบว่า ก) ขาดผู้ที่มีความสามารถในการพัฒนาเครือข่าย ข) การขาดความต่อเนื่อง ค) ขาดการประสานความร่วมมือ ง) โครงสร้างการบริหารงานภายในของสำนักงานสาธารณสุขจังหวัด จ) ปัญหาของระบบการบริหารงานแบบระบบราชการ 4.2.2) จากมุมมองของภาคีเครือข่ายระดับปฏิบัติการที่มีความเข้มแข็ง พบว่า ก) ข้อจำกัดเรื่องเวลา ข) การได้การสนับสนุนจากหน่วยงานภายนอกมีไม่เพียงพอ ค) ความสามารถของผู้จัดการภาคีเครือข่าย ง) ปัญหาของระบบการบริหารงานแบบระบบราชการ จ) โครงสร้างการบริหารงานภายในของสำนักงานสาธารณสุขจังหวัด ฉ) ขาดการบรรจุลงในตัวชี้วัดของผู้ตรวจราชการ. |
| Other Abstract: | To identify (1) development of the empowerment health network (2) patterns of network communication of the empowerment health network (3) elements of network communications of the empowerment health network (4) factors that promote and limit communication of the empowerment health network by Health Education Division, Department of Health Service Support. The result shows. (1) Development of the empowerment of the health network is divided into 4 phases which are 1) awareness and initiation 2) creation of an obligation and health network management 3) maintenance and sustainability of the health network and 4) relationship development among health networks and empowerment. (2) Patterns of network communication of the health network 2.1) classification of health network 2.1.1) by category is supporting network and operating network 2.1.2) by operation type is supporting network 2.1.3) by issue is health network 2.1.4) by structure or relationship is comprehensive 2.2) characteristic and direction of health network communication is comprehensive and 2.3) health network structure is a complexity network. (3) Elements of network communication of the health network comprise of 3.1) the communication issue includes a package of health education network studies and a package of health education 3.2) Activities which are mostly applied are 3.2.1) organizing a health promotion network directory 3.2.2) developing health education guideline for alliances 3.2.3.) developing health behaviour improvement guideline 3.2.4) lessons to develop a health promotion to empowerment group 3.2.5) Seminar, distribution and support the coordination among health networks 3.2.6) supervision and projects monitoring 3.2.7) project summary report 3.3) type of media in presentation 3.3.1) prints 3.3.2) Personal Media 3.3.3) media activity 3.3.4) PowerPoint slides with LCD Projector 3.4) members of the health network which are healthcare workers, local government officer, community leaders and health promotion group leaders, hosts of local radio programmes and experts from Division of Health Education 3.5) infrastructure of the network accepted as the centre of the national network and its role is changed to be a supporting alliance. (4) Promoting factors and limitation in communication of the empowerment health network: The promoting factors perceived by insiders’ perspective are a) network coordinators working in a provincial level b) fully support from an executive level c) support from external agencies d) funding support and f) volunteers while those of alliances in empowered operating networks’ perspective are a) good interaction b) support from external agencies c) funding support d) the continuity of activitites e) the advertisement of the health network activities and f) strong teamwork. The limitations noticed by insiders’ perspective are a) lack of personnel who are capable of developing the network b) lack of sustainability c) lack of collaboration d) infrastructure of the provincial health office e) the government administration system. From the alliances in empowered operating networks’ point of view in limitations, they claimed a) time constraint b) insufficient support from external agencies c) health network managers’ capability d) the government administration system e) infrastructure of the provincial health office and f) not included as an indicator for inspection by the government inspectors. |
