| Abstract: | ในปัจจุบันมีแหล่งข้อมูลหลายแหล่งที่เก็บรวบรวมข้อมูลรายการเดียวกัน แต่ข้อมูลที่ได้มักจะแตกต่างกันซึ่งเป็นปัญหาในการเลือกใช้ข้อมูลว่าผู้ใช้ควรจะเลือกใช้ข้อมูลจากแหล่งใดจึงจะได้ข้อมูลที่เหมาะสมและมีความเชื่อถือได้สำหรับงานวิเคราะห์และวิจัยต่างๆ การวิจัยนี้ได้ศึกษาถึงวิธีการเก็บรวบรวมข้อมูลเกี่ยวกับเนื้อที่เพาะปลูกข้าว ข้าวโพดเลี้ยงสัตว์ มันสำปะหลัง ปอแก้ว อ้อย ตั้งแต่ปีเพาะปลูก 2520/21 ถึง 2522/23 และจำนวนกระบือ พ.ศ. 2520 ถึง พ.ศ. 2522 จากกระทรวงเกษตรและสหกรณ์ สำนักงานสถิติแห่งชาติ สำนักงานอ้อยและน้ำตาลทราย และกระทรวงมหาดไทย และศึกษาถึงสาเหตุของความแตกต่างกับของข้อมูลจากแหล่งต่างๆ ตลอดจนเปรียบเทียบข้อมูลเหล่านั้นโดยใช้วิธีวิเคราะห์ความแปรปรวนและการทดสอบค่าเฉลี่ยแบบจับคู่ที่ระดับนัยสำคัญ 0.05 นอกจากนี้ยังได้ศึกษาวิจัยถึงความเชื่อถือได้ของข้อมูลจากแหล่งต่างๆ ในด้านจุดประสงค์ของการเก็บรวบรวมข้อมูลระยะเวลาของการเก็บรวบรวมข้อมูลและวิธีดำเนินการเก็บรวบรวมข้อมูลด้วย ผลการศึกษาวิจัยสรุปได้ว่าสาเหตุที่ทำให้ข้อมูลรายการเดียวกันจากแหล่งต่างๆ มีความแตกต่างกันมี 2 สาเหตุใหญ่ๆ คือ สาเหตุจากลักษณะพื้นฐานของข้อมูลต่างกัน ได้แก่คำนิยาม ขอบข่ายของข้อมูล และคาบระยะเวลาที่อ้างถึงข้อมูล และสาเหตุจากความคลาดเคลื่อนของข้อมูลอันเกิดจากวัตถุประสงค์ของการเก็บรวบรวมข้อมูล ระยะเวลาการเก็บรวบรวมข้อมูลและระเบียบวิธีการเก็บรวบรวมข้อมูล เมื่อพิจารณาจากสาเหตุต่างๆ ดังกล่าวข้างต้น อาจประเมินได้ว่าคุณภาพของข้อมูลจากศูนย์สถิติการเกษตร กรมส่งเสริมการเกษตร สำมะโนการเกษตร พ.ศ. 2521 สำนักงานอ้อยและน้ำตาลทราย กรมปศุสัตว์ และกรมการปกครองมีความเชื้อถือได้พอสมควร แต่ข้อมูลการสำรวจข้อมูลระดับหมู่บ้านของสำนักงานสถิติแห่งชาติโดยทั่วๆ ไป ยังมีคุณภาพไม่ดีนัก รายละเอียดเกี่ยวกับแหล่งข้อมูลระดับของข้อมูลและประเภทของข้อมูลที่ควรนำไปใช้ในงานวิเคราะห์วิจัยสำหรับเรื่องที่เกี่ยวข้องได้ดังต่อไปนี้ แหล่งข้อมูล ระดับ ชื่อพืชหรือสัตว์ ศูนย์สถิติการเกษตร จังหวัด,ภาค, ทั้งประเทศ ข้าว, ข้าวโพดเลี้ยงสัตว์, มันสำปะหลัง ปอแก้ว 2520/21 - 22/23 และ จำนวนกระบือ พ.ศ. 2520 – 2522 กรมส่งเสริมการเกษตร จังหวัด, ภาค, ทั้งประเทศ ข้าว 2520/21 – 2522/23 ข้าวโพด - เลี้ยงสัตว์ 2521/22 – 2522/23 มันสำปะหลัง 2520/21, 2522/23 ปอแก้ว, อ้อย 2520/21 – 2521/22 อำเภอ ข้าว 2520/21 – 2522/23 ข้าวโพดเลี้ยงสัตว์, มันสำปะหลัง, ปอแก้ว, อ้อย 2521/22 – 2522/23 สำมะโนการเกษตร จังหวัด, ภาค, ทั้งประเทศ ข้าว, มันสำปะหลัง, อ้อย 2520/21 พ.ศ. 2521 และจำนวนกระบือ พ.ศ. 2521 อำเภอ ข้าว, ข้าวโพดเลี้ยงสัตว์, มันสำปะหลัง ปอแก้ว, อ้อย 2520/21 ตำบล, หมู่บ้าน ข้าว, ข้าวโพดเลี้ยงสัตว์, มันสำปะหลัง ปอแก้ว, อ้อย 2520/21 และจำนวน กระบือ พ.ศ. 2521 สำรวจข้อมูลระดับหมู่บ้าน จังหวัด, ภาค, ทั้งประเทศ จำนวนกระบือ พ.ศ. 2520 ตำบล, หมู่บ้าน ข้าว, ข้าวโพดเลี้ยงสัตว์, มันสำปะหลัง ปอแก้ว, อ้อย 2521/22 และจำนวน กระบือ พ.ศ. 2520, 2522 สำนักงานอ้อยและน้ำตาลทราย จังหวัด, ภาค, ทั้งประเทศ อ้อยในฤดูการผลิต 2520-21 ถึง 2522 – 23 กรมปศุสัตว์ จังหวัด, ภาค, ทั้งประเทศ จำนวนกระบือ พ.ศ. 2520 – 2522 กรมการปกครอง อำเภอ, จังหวัด, ภาค, จำนวนกระบือ พ.ศ. 2520 – 2522 ทั้งประเทศ สำหรับการใช้ข้อมูลเกี่ยวกับเนื้อที่เพาะปลูกพืชชนิดต่างๆ และจำนวนกระบือในปีต่อๆ ไปควรใช้ข้อมูลจากแหล่งต่างๆ เช่นเดียวกันกับปีการเพาะปลูก 2522/23 หรือ พ.ศ. 2522 ถ้าระเบียบวิธีการเก็บรวบรวมข้อมูลของแหล่งต่างๆ เหล่านั้นไม่เปลี่ยนแปลงไปจากระเบียบวิธีการเก็บรวบรวมข้อมูลที่ใช้ในปีการเพาะปลูก 2522/23 หรือ พ.ศ. 2522 อย่างไรก็ดีการกำหนดคะแนนหรือน้ำหนักความสำคัญในด้านต่างๆ เพื่อเป็นเกณฑ์ตัดสินความเชื่อถือได้ของข้อมูลเป็นวิธีการหนึ่งตามแนวความคิดของผู้วิจัย ซึ่งได้นำมาใช้ในการวิจัยครั้งนี้เท่านั้น ดังนั้นถ้ากำหนดคะแนนหรือน้ำหนักความสำคัญแตกต่างออกไปผลการวิจัยอาจแตกต่างไปได้ |
| Other Abstract: | There are many offices that collect the same types of data, but the quality and quantity of data are different. This causes a problem to users because they do not know which source of data is the most suitable and reliable for their research. This research studied the method of collecting data by Ministry of Agriculture & Co – operatives, National Statistical office, The Sugar Interior. The data collected included planted area of rice, maize, cassava, kenaf, sugar cane in crop year 1977/78 to 1979/80 and the number of buffaloes in 1977 to 1979. This research also studied factors that cause differences in data. The differences in data were tested by using the Analysis of Variance and Paired Observations at the probability level of 0.05. In addition the reliability of data in terms of the objectives for collecting the data, the period of time and the method of collecting data were also studied. The cause of differences of data from this study can be separated into two types. The first type includes differences in basic characteristics of data such as definitions, coverage, of data and time reference. The second type includes not meeting the objectives in data collection, the period of time and method of collecting data. Data from Center for Agricultural Statistics, Department of Agricultural Extension, Agricultural Census 1978, The Sugar Institute, Department of Livestock Development and The Local Administration Department have high reliability. On the other hand, data from Village Surveys of National Statistical office is of unsatisfactory quality. Details concerning sources and level of data from this study that can be satisfactorily used for other research are shown below. However, the weights or the numbers chosen to quantify the level of importance in various aspects in order to serve as criterion of validity of the data were those considered appropriate by the researcher. If these weights or numbers were differently assigned, the results of this research would have been different. |
