| Abstract: | ในการพัฒนาประเทศ รัฐจะต้องสร้างปัจจัยพื้นฐานหรือโครงสร้างทางสังคม ( Infrastructure ) เพื่อเป็นฐานนำไปสู่การเพิ่มผลผลิตของประเทศให้มากขึ้น โครงสร้างทางสังคมนั้น ได้แก่ การศึกษา การสาธารณสุข การชลประทาน การคมนาคมและการขนส่ง การขนส่งนับได้ว่าเป็นปัจจัยสำคัญอย่างหนึ่งที่จะนำไปสู่การพัฒนาการทางเศรษฐกิจและช่วยเสริมให้การพัฒนาการด้านอื่นๆ บรรลุเป้าหมายได้รวดเร็วยิ่งขึ้น ในปัจจุบันการขนส่งทางบกมี 2 ประเภทใหญ่ๆ ได้แก่ การขนส่งด้วยรถไฟและการขนส่งด้วยรถยนต์ การวิจัยนี้มุ่งศึกษาเฉพาะการขนส่งคนโดยสารด้วยรถยนต์โดยสารประจำทาง ในส่วนที่เกี่ยวข้องการกำหนดเส้นทางการเดินทางรถยนต์โดยสารประจำทาง ซึ่งมีวัตถุประสงค์ในการวิจัยดังนี้ 1. เพื่อสำรวจการแสวงหาและการเลือกใช้ข่าวสารข้อมูลของผู้ประกอบการขนส่งที่นำมาประกอบการตัดสินใจในการพิจารณากำหนดเส้นทางเดินรถยนต์โดยสารประจำทาง 2. เพื่อสำรวจการแสวงหาและการเลือกใช้ข่าวสารข้อมูลของคณะกรรมการฯและเจ้าหน้าที่ที่เกี่ยวข้องกับการขนส่ง ที่นำมาประกอบการพิจารณากำหนดเส้นทางการเดินรถยนต์โดยสารประจำทาง 3. เพื่อเปรียบเทียบการแสวงหาและการเลือกใช้ข่าวสารข้อมูลของคณะกรรมการฯผู้ประกอบการขนส่งและเจ้าหน้าที่เกี่ยวข้องกับขนส่ง ที่เคยปฏิบัติมาทั้งในอดีตและปัจจุบัน 4. เพื่อเปรียบเทียบความคิดเห็นของคณะกรรมการฯ ของผู้ประกอบการขนส่งและของเจ้าหน้าที่ที่เกี่ยวข้องกับการขนส่ง เกี่ยวข้องกับการแสวงหาและการเลือกใช้ข่าวสารข้อมูลที่จะนำประกอบการตัดสินใจในการกำหนดเส้นทางการเดินรถยนต์โดยสารประจำทาง การวิจัยนี้เป็นการวิจัยเชิงสำรวจโดยอาศัยแบบสอบถามเป็นเครื่องมือในการรวบรวมข้อมูลสำหรับเลือกตัวอย่างในการวิจัยอื่น อาศัยวิธีการสุ่มตัวอย่างแบบเจาะจง ( Purposive Sampling ) การเลือกสุ่มตัวอย่าง ซึ่งประกอบด้วยคณะกรรมการควบคุมการขนส่งกลาง , คณะอนุกรรมการพิจารณากิจการขนส่งและคณะกรรมการควบคุมการขนส่งประจำจังหวัดขอนแก่น,เจ้าหน้าที่ที่เกี่ยวข้องกับการขนส่ง คือ ข้าราชการในกรุงเทพมหานครและในจังหวัดขอนแก่น และผู้ประกอบการขนส่งในจังหวัดขอนแก่น ส่วนการวิเคราะห์ข้อมูลกระทำโดยการคำนวณด้วยเครื่องจักรสมองกล ( Computer ) ซึ่งในการวิจัยนี้สถิติที่ใช้คือ ร้อยละ ( Percentage ) ค่าเฉลี่ย ( Mean ) ฐานนิยม ( Mode ) ไคสแควร์ ( Chi-Square ) และการวิเคราะห์ความแปรปรวนแบบจำแนกทางเดียว ( One-way ANOVA ) ผลการวิจัยพบว่าเมื่อแยกวิเคราะห์ออกเป็นการแสวงหาข่าวสารข้อมูลและการเลือกใช้ประเภทของข่าวสารข้อมูลในด้านการแสวงหาข่าวสารข้อมูลจากแหล่งต่างๆนั้น คณะกรรมการฯ ผู้ประกอบการขนส่งและเจ้าหน้าที่ที่เกี่ยวข้องกับการขนส่งได้ปฏิบัติมาในอดีตและปัจจุบันเลือกแหล่งต่างๆไม่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 มีเพียงกรณีเดียวที่คณะกรรมการฯผู้ประกอบการขนส่งและเจ้าหน้าที่ที่เกี่ยวข้องกับการขนส่งได้แสวงหาข่าวสารข้อมูลจากสำนักงานสถิติแห่งชาติที่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 สำหรับการเลือกใช้ประเภทของข่าวสารข้อมูลของคณะกรรมการฯ ผู้ประกอบการขนส่งและเจ้าหน้าที่ที่เกี่ยวข้องกับการขนส่ง ที่ปฏิบัติมาในอดีตและปัจจุบัน ได้เลือกประเภทของข่าวสารข้อมูลมมีทั้งที่ไม่แตกต่างและแตกต่างคละกันไป สำหรับความคิดเห็นของคณะกรรมการฯผู้ประกอบการขนส่งและเจ้าหน้าที่ที่เกี่ยวข้องกับการขนส่งเกี่ยวกับการแสวงหาข่าวสารข้อนั้น ไม่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ส่วนความคิดเห็นของคณะกรรมการฯ ผู้ประกอบการขนส่งและเจ้าหน้าที่ที่เกี่ยวข้องกับการขนส่งเกี่ยวกับการเลือกใช้ประเภทของข่าวสารข้อมูลในด้านต่างๆ ที่นำมาประกอบการพิจารณาตัดสินใจในการกำหนดเส้นทางการเดินรถยนต์โดยสารประจำทางนั้นส่วนที่ไม่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ได้แก่ ด้านสภาพภูมิศาสตร์และรายละเอียดเส้นทาง ด้านอุปกรณ์การขนส่งทั่วไปและด้านสังคม ส่วนด้านการเมือง ด้านการเกษตร และด้านสถานธุรกิจการผลิตและบริการนั้น คณะกรรมการฯ ผู้ประกอบการขนส่งและเจ้าหน้าที่ที่เกี่ยวข้องการขนส่ง มีความคิดเห็นที่แตกต่างกันอย่างมีนัยสำคัญทางสถิติระดับ 0.05 |
| Other Abstract: | For the purpose of development, a state has to prepare basic facilities or infrastructure in order to increase its productivity. These facilities include Education, Public Health, Irrigation, Communication and Transportation. Transportation is one of the most important factors that brings about economic development and other developments. Today, there are two categories of land transportation : railway and road transportation. This research focuses on passenger transportation by bust especially determining bus route. The major purposes of the research are 1. To survey an information seeking and an information utilizing for decision-making to determine bus route by private entrepreneurs. 2. To survey an. information seeking and an information utilizing for decision-making to determine bus route by Committees arid by related officials. 3. To investigate the differences of information seeking and utilizing used to determine bus route among the Committees3 the private entrepreneurs and the related officials. 4. To investigate different opinions information seeking and utilizing for determining bus route among the Committeesร the private entrepreneurs and the related officials. The research is a survey research. The instrument used to collect data is a questionaire. The purposive sampling is the method of selecting samples for this research. The samples consist of the Transportation Committees and Subcommittees in Bangkok and in Khon Kaen Provinces the related officials in both provinces and the private entrepreneurs only in Khon Kaen province who are involved in the decision-making to deter¬mine bus route. The manipulating and processing data is operated by computer3 canned program. The statistics used in the research are Percentage, Meant, Mode, Chi-square and AN OVA. The researcher divides the analyses into two parts : Information seeking and Information utilizing. It is found that the sources for information seeking of the Committees, the private entrepreneurs and the related officials for determining bus route are not significantly different at statistical level 0.05. There is only one case whey they sought information from the National statistic Office which creates a difference at statistical significant level 0.05. There are differences and no differences in the manner the Committees, the private entrepreneurs and the related officials selected information for determining bus route depending on the kind of information used. The opinions on information seeking for determining bus route among the Committees, the private entrepreneurs and the related officials are not different at statistical significant level 0.05. There are no opinion differences at statistical significant level 0.05 on utilization of Geographic and Route Detail File, Common Transportation File and Social File. Nonetheless, it is found that there are some opinion differences at statistical significant level 0.05 on utilization of Agricultural File as well as Business, Product and Service File. |
