| Abstract: | การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษากระบวนการและปัญหาการบริหารงานความสัมพันธ์ระหว่างโรงเรียนกับชุมชนของผู้บริหารโรงเรียนมัธยมศึกษาดีเด่นขนาดใหญ่ สังกัดกรมสามัญศึกษาในส่วนกลาง ผลการวิจัยพบว่า โรงเรียนส่วนใหญ่มีการกำหนดวัตถุประสงค์และนโยบายเกี่ยวกับงานความสัมพันธ์ระหว่างโรงเรียนกับชุมชน สำหรับการวางแผนดำเนินการโดยคณะกรรมการ การจัดองค์การส่วนใหญ่มีการกำหนดงานความสัมพันธ์ระหว่างโรงเรียนกับชุมชนไว้ในโครงสร้างของโรงเรียน โดยฝ่ายที่รับผิดชอบคือ ฝ่ายบริการและมีผู้รับผิดชอบในรูปคณะบุคคล การจัดคนเข้าทำงาน ใช้วิธีการสรรหาภายในโดยผู้บริหารเป็นผู้พิจารณา รวมทั้งขออาสาสมัคร การอำนวยการ ใช้วิธีการจูงใจให้บุคลากรปฏิบัติงานโดยแสดงพฤติกรรมยอมรับเมื่อปฏิบัติงานได้สำเร็จ รวมทั้งให้บุคลากรมีส่วนร่วมในการตัดสินใจ โดยอนุญาตให้กลุ่มรับผิดชอบตัดสินใจภายในขอบเขตที่กำหนด การควบคุมทุกโรงเรียนมีการควบคุมโดยใช้ปฏิทินปฏิบัติงานและมีการรายงานผลงาน สำหรับปัญหาการบริหารงานความสัมพันธ์ระหว่างโรงเรียนกับชุมชน ปัญหาที่มีผู้ระบุสูงสุดในแต่ละด้าน คือ การวางแผนเรื่องเวลาไม่เหมาะสมกับการปฏิบัติจริง เครื่องมือและวัสดุในการผลิตสื่อเพื่อการประชาสัมพันธ์มีไม่เพียงพอ วัสดุ อุปกรณ์ อาคารสถานที่ในการให้บริการชุมชนทรุดโทรมหรือถูกทำลาย บุคลากรในโรงเรียนไม่เห็นความสำคัญในการให้ความร่วมมือพัฒนาชุมชน ผู้ปกครองมีฐานะยากจน ไม่สามารถให้การสนับสนุนโรงเรียน และขาดความร่วมมือจากบุคลากรในการรายงานผล |
| Other Abstract: | The purpose of this research was to study the process and problems of school-community relations administrative process of administrators in large outstanding secondary schools under the jurisdiction of the Department of General Education in Central Region. The study revealed that in planning, the majority of schools specified their objectives and policies concerning school-community relations. Planning was conducted by a committee. As for organizing, school-community relations task was mostly part of Service Division. In staffing, the personnel worked in this area were existing staff assigned by administrators or volunteered to do this job. In directing, administrators motivated their staff by giving recognition for their performance and allowing them to participate in decision making. As for controlling, every school used work schedule and reporting as means for controlling. The problems specified were inappropriate work schedule, inadequate equipment and materials for producing public relations media, poor-conditioned facilities, low school personnel support for community development as well as performance reporting and poor parents‘ support because of poverty. |
