| Abstract: | วัตถุประสงค์ของการวิจัย 1. เพื่อศึกษาการจัดรูปองค์การฝ่ายปกครองของโรงเรียนมัธยมศึกษาขนาดใหญ่ในเขตการศึกษา 3 2. เพื่อศึกษาหน้าที่และความรับผิดชอบของฝ่ายปกครองของโรงเรียนมัธยมศึกษาขนาดใหญ่ในเขตการศึกษา 3 3. เพื่อศึกษาปัญหาและอุปสรรคในการดำเนินงานของฝ่ายปกครอง วิธีดำเนินการวิจัย ประชากรและกลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ได้แก ผู้บริหาร ผู้ช่วยฝ่ายปกครอง หัวหน้าฝ่ายแนะแนว และอาจารย์ที่ทำหน้าที่ฝ่ายปกครองของโรงเรียนมัธยมขนาดใหญ่ จำนวน 30 โรง ในเขตการศึกษา 3 คือ ในเขตจังหวัดสงขลา ชุมพร นครศรีธรรมราช สุราษฎร์ธานี และพัทลุง มีประชากรและกลุ่มตัวอย่างทั้งสิ้น 276 คน เครื่องมือที่ใช้ในการวิจัย เป็นแบบสัมภาษณ์เพื่อศึกษาการจัดรูปองค์การฝ่ายปกครองและแบบสอบถามที่เกี่ยวกับหน้าที่และความรับผิดชอบของฝ่ายปกครองในเรื่องการควบคุมและป้องกันความประพฤติของนักเรียน การแก้ไขความประพฤติของนักเรียน การจัดกิจกรรมส่งเสริมความประพฤติของนักเรียน การประสานสัมพันธ์ระหว่างฝ่ายปกครองที่ได้รับมอบหมายจากผู้บริหารที่นอกเหนือจากการดูแลความประพฤติของนักเรียน แบบสอบถามที่ส่งไปจำนวน 276 ชุด ได้รับคืนจำนวน 219 ชุด คิดเป็นร้อยละ 79.34 ในการวิเคราะห์ข้อมูลใช้วิธีการหาค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐานและการวิเคราะห์เนื้อหา สรุปผลการวิจัย 1. การจัดรูปองค์การฝ่ายปกครองของโรงเรียนมัธยมศึกษาขนาดใหญ่ในเขตการศึกษา 3 มีการจัดรูปองค์การฝ่ายปกครองที่แตกต่างกันถึง 5 รูปแบบด้วยกันคือ การจัดแบบแยกตามระดับชั้น การจัดแบบแยกเป็นคณะ-สี การจัดแบบให้มีการดำเนินงานโดยคณะกรรมการ การจัดแบบใช้อาจารย์ที่ปรึกษาเป็นหลัก และการจัดแบบผสมระหว่างแบบคณะ-สี และระดับชั้น 2. หน้าที่และความรับชอบของฝ่ายปกครองของโรงเรียนมัธยมศึกษาขนาดใหญ่ในเขตการศึกษา 3 ประกอบด้วยเรื่องดังต่อไปนี้ 2.1 การควบคุมและป้องกันความประพฤติของนักเรียนส่วนใหญ่ฝ่ายปกครองได้มีการปฏิบัติในเรื่องการวางระเบียบและวิธีการปฏิบัติของนักเรียน การประชุมผู้ปกครอง การให้คำปรึกษาแก่นักเรียน และการดูแลนักเรียนขณะที่อยู่ในโรงเรียน 2.2 การแก้ไขความประพฤติของนักเรียนพบว่า ฝ่ายปกครองได้ใช้วิธีการต่าง ๆ เพื่อขอความร่วมมือกับคณะครู-อาจารย์ ในโรงเรียนค่อยข้างมาก แต่ผลปรากฏว่า ได้รับความร่วมมือค่อนข้างน้อย 2.3 การจัดกิจกรรมเพื่อส่งเสริมความประพฤติของนักเรียนส่วนใหญ่ ฝ่ายปกครองได้มีการจัดกิจกรรมในการพัฒนาชุมชนและการจัดนิทรรศการต่าง ๆ 2.4 การติดต่อประสานสัมพันธ์ส่วนใหญ่ฝ่ายปกครองมีการร่วมมือกับฝ่ายแนะแนวในการแก้ไขปัญหาของนักเรียนและร่วมกับฝ่ายกิจกรรมในการจัดกิจกรรมนักเรียน 2.5 ในด้านการบริหารงานของฝ่ายปกครอง ฝ่ายปกครองได้มีการวางนโยบายและแผนงานของฝ่ายปกครอง การดำเนินงานและการประสานงานในฝ่ายปกครองด้วยกันมีค่อนข้างมาก แต่ในด้านการประเมินผลงานของฝ่ายปกครองได้ปฏิบัติค่อนข้างน้อย 2.6 งานที่ฝ่ายปกครองได้รับมอบหมายจากผู้บริหารนอกจากการดูแลความประพฤติของนักเรียน ได้แก่งานดูแลความปลอดภัยของนักเรียน ดูแลและแต่งตั้งเวรยามของโรงเรียน เสนอความดีความชอบของครู-อาจารย์และคนงาน และช่วยเหลือกิจกรรมของนักเรียน 3. ปัญหาและอุปสรรคในการดำเนินงานของฝ่ายปกครองพบว่ามีปัญหาที่สำคัญอยู่ 2 ประการคือ 3.1 ความร่วมมือในการดำเนินงานที่เกี่ยวข้องกับฝ่ายปกครองจากคณะครู-อาจารย์ในโรงเรียนมีค่อนข้างน้อย 3.2 กำลังคนและสิ่งอำนวยความสะดวกในการดำเนินงานของฝ่ายปกครองมักจะมีไม่เพียงพอ |
| Other Abstract: | The Purpose of the Study: This research is designed to study organization and administration of the division of student personnel, to clarify duties and responsibilities of both units and personnel involved in the school disciplinary, and to study the problems encountered the operation of the division of student personnel in large secondary schools of the Educational Region three. Procedures: The population of this study consisted of school principal, assistant to the principal for school disciplinary affairs, heads of quidance department and teachers who were responsible for the school disciplinary matters of 30 large secondary schools in Educational Region three. These schools were from five provinces: Songkla, Chumporn, Nakornsrithamarat, Suratthani and Pattalung. The methods used in this study consisted of the preliminary study, observation, interview and questionnaires. These methods were used to obtain information concerning organization and administration of the division of the student personnel and the school disciplinary affairs: disciplinary control, preventing the student’s misbehaviors, improving the student discipline, handling the activities for the students, coordination between division of school student personnel and others school units, task and performance of the division of school discipline and other assignments besides students’ discipline. Two hundred and seventy six copies of questionnaires were distributed and 219 (79.34%) returned. The data were analysed and presented in terms of percentage, means, standard deviations and content analysis. Findings: 1. The organization of school student personnel especially school discipline affairs in large secondary schools in Education Region three were organized in five different patterns. They are : classification by class level; by group or colors; by committee management; by advisory system and the mixed between class level type and group or colors type. 2. Duties and responsibilities of division of school discipline in large secondary school in Educational Region Three cover: 2.1 Controlling and preventing of undersirable or misbehavior of student. 2.2 Improving the student discipline. 2.3 The handling of activities to help student themselves to the desirable behaviors. 2.4 Most of school discipline units and the school guidance department play major roles in solving student problems and coordination of concerned activity arrangement. 2.5 Most of school discipline units have the policy guidelines and plans to guide management and coordination but least attention was paid to the performance evaluation. 3. Important problems in the school discipline affairs were: 3.1 The participation of most of the school teachers was at a low level. 3.2 Insufficient man power and facilities in management of school discipline. |
