| Abstract: | การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาถึง บทบาทของรัฐวิสาหกิจต่อการพัฒนาภาคกลางตอนบน และการวิเคราะห์ความเหลื่อมล้ำทางกายภาพ เศรษฐกิจ และสังคมของ 6 จังหวัด ภาคกลางตอนบน ประกอบด้วย จังหวัดสระบุรี จังหวัดอยุธยา จังหวัดลพบุรี จังหวัดชัยนาท จังหวัดอ่างทอง และจังหวัดสิงห์บุรี และนำผลที่ได้จากการศึกษาเสนอเป็นแนวทางการขยายกิจการของรัฐวิสาหกิจเพื่อพัฒนาภาคกลางตอนบนต่อไป การดำเนินการวิจัยแบ่งเป็น 2 ส่วนคือ (1) การวิเคราะห์ความเหลื่อมล้ำทางกายภาพ เศรษฐกิจ และสังคมของ 6 จังหวัดภาคกลางตอนบนเพื่อหาความเหมาะสมของพื้นที่ ต่อการรองรับการขยายกิจการของรัฐวิสาหกิจและ (2) การศึกษาแนวโน้มการขยายกิจการของรัฐวิสาหกิจเพื่อพัฒนาภูมิภาค การศึกษาในส่วนแรกใช้วิธีการให้ค่าคะแนนแต่ละปัจจัยองค์ประกอบของการพัฒนา ผลการศึกษาพบว่า จังหวัดสระบุรีมีความพร้อมในการขยายกิจการเพื่อการลงทุนของรัฐวิสาหกิจสูงที่สุด ด้วยค่าคะแนนการพัฒนา 63 คะแนน รองลงมาคือ จังหวัดอยุธยา 62 คะแนน จังหวัดลพบุรี 52 คะแนน จังหวัดชัยนาท 35 คะแนน จังหวัดอ่างทอง 34 คะแนน และจังหวัดสิงห์บุรี 32 คะแนน ตามลำดับ และในส่วนที่สอง ทำการศึกษาโดยการประเมินจากแบบสอบถาม และการสัมภาษณ์ผู้บริหารระดับสูงพบว่า รัฐวิสาหกิจด้านโครงสร้างพื้นฐาน มีแนวโน้มความต้องการและความเป็นไปได้มากที่สุดสำหรับการขยายกิจการรัฐวิสาหกิจเพื่อพัฒนาภูมิภาค โดยปัจจัยสำคัญที่เป็นองค์ประกอบของการพิจารณา คือ นโยบายภาครัฐ และความสามารถทางการเงินของรัฐวิสาหกิจ แนวทางที่เหมาะสมของการขยายกิจการของรัฐวิสาหกิจเพื่อพัฒนาภาคกลางตอนบน ควรวางแนวทางการพัฒนาโดยพิจารณาจาก (1) ยุทธศาสตร์กลุ่มจังหวัดภาคกลางตอนบน และยุทธศาสตร์จังหวัด (2) แผนกลยุทธ์ของแต่ละรัฐวิสาหกิจและการบูรณาการระหว่างแผนกลยุทธ์ของรัฐวิสาหกิจที่เกี่ยวข้อง เพื่อให้การลงทุนของภาครัฐเกิดประสิทธิภาพสูงสุด และสร้างชีวิตความเป็นอยู่ที่ดีให้กับประชาชนได้อย่างแท้จริง |
| Other Abstract: | The objectives of the research are to study the role of state enterprises with respect to the development in the upper central region and to analyse the physical, economic and social inequality of 6 provinces; thoses are Saraburi. Sing Burl, Lop Buri Chai Nat, Ang Thong and Ayutthaya .The result of this study will be presented as the guidelines of expansion of state enterprises activities in development of the upper central regional. The research is divided into two parts: (1) To analyse the physical, economic and social inequality of upper central regional in order to find and suitable provinces for the expansion state enterprises activities (2) To study the trend of expansion of state enterprises activities in regional development The first part evaluates is factor of development its result reveals that Saraburi gets 63 points and is the most ready for the expansion of the state enterprises activities for investment followed by Ayutthaya 62 points, Lop Burl 52 points Chai Nat 35 points , Ang Thong 34 points and Sing Burl 32 points. The second part is the evaluation in the responses from the questionnaire and the interview with the executive director of state enterprises. its shows that the basic infrastructure of the state enterprises need to be improved first before the state enterprises activities for development in the region can be expanded. The important factors that should be considered are the state policy and the financial status of the state enterprises. The appropriate guidelines that should be considered in order to expand the state enterprises activities for development in the upper central regional: (1) Strategies for the grouped provinces in the upper central regional and for is province (2) Strategies for is state enterprise and the synergy between these strategies to get the maximum result for the state investment for the better living standard of the people |
