| Abstract: | วัตถุประสงค์ของการวิจัย 1. เพื่อศึกษาโครงสร้างของระบบบริหารการศึกษาภายในโรงเรียนประถมศึกษาสังกัดองค์การบริหารส่วนจังหวัดในภาคเหนือ 2. เพื่อศึกษางานบริหารการศึกษาภายในโรงเรียนประถมศึกษาสังกัดองค์การบริหารส่วนจังหวัดในภาคเหนือ โดยเฉพาะในด้านความสัมพันธ์กับชุมชน งานวิชาการ งานบุคคล งานกิจการนักเรียน งานธุรการ การเงิน บริการ และอื่น ๆ ในประเภทเดียวกัน 3. เพื่อทราบปัญหาเกี่ยวกับโครงสร้างของระบบบริหารการศึกษาภายในโรงเรียนประถมศึกษาสังกัดองค์การบริหารส่วนจังหวัดในภาคเหนือ และงานบริหารการศึกษาทั้ง 5 ประเภทในโรงเรียนดังกล่าว วิธีดำเนินการวิจัย วิธีที่ใช้ในการเลือกโรงเรียนสำหรับการวิจัยครั้งนี้มีดังต่อไปนี้ ก. เลือกโดยวิธีสุ่มตัวอย่างมาร้อยละ 20 ของจังหวัดในภาคเหนืน 16 จังหวัดซึ่งได้ 3 จังหวัด ข. เลือกโดยวิธีสุ่มตัวอย่างมาร้อยละ 1 ของโรงเรียนประถมศึกษาใน 3 จังหวัดข้างต้น ซึ่งได้ทั้งหมด 15 โรงเรียน ค. แบบสำรวจซึ่งพิมพ์ได้ส่งให้ผู้บริหารทั้งหมด ( มีผู้บริหารซึ่งประจำอยู่ในโรงเรียนและนอกโรงเรียน จำนวนร้อยละ 13.33 แต่มีผู้บริหารฝ่ายปกครองเพียงร้อยละ 4.02 ) มีศึกษานิเทศก์ฝ่ายสามัญศึกษาประจำจังหวัด และครูจำนวนร้อยละ 45.48 มีกรรมการการศึกษาและผู้ปกครองของ 15 โรงเรียนจำนวนร้อยละ 37.17 แล้วจึงได้อภิปรายผลการวิจัยดังต่อไปนี้ ผลการวิจัย 1. โรงเรียนประถมศึกษาสังกัดองค์การบริหารส่วนจังหวัดในภาคเหนือส่วนมากเป็นโรงเรียนขนาดปานกลาง โครงสร้างระบบบริหารการศึกษาของโรงเรียนนั้น โรงเรียนส่วนใหญ่มีโครงสร้างระบบบริหารการศึกษาภายในโรงเรียนที่คล้ายคลึงกัน คือ มีโครงสร้างระบบบริหารการศึกษาในโรงเรียนเป็นแบบองค์การที่มีโครงสร้างเป็นสายบังคับปัญชาสายเดียว ( The Line Form of Structure ) และมีบางแห่งที่ได้พยายามปรับปรุงโดยอาศัยทฤษฎีทางการบริหารมาช่วยจัดรูปองค์การให้ดีขึ้น 2. โรงเรียนประถมศึกษาสังกัดองค์การบริหารส่วนจังหวัดในภาคเหนือ ส่วนใหญ่ปฏิบัติงานบริหารการศึกษาในทุก ๆ ด้านค่อนข้างมาก ยกเว้นงานในด้านความสัมพันธ์กับชุมชนที่โรงเรียนยังปฎิบัติงานในด้านนี้ค่อนข้างน้อย ส่วนที่ปฎิบัติมากที่สุด และรองลงไปตามลำดับ ได้แก่ ด้านบุคลากร ด้านธุรการ ฯ ด้านวิชาการ และด้านกิจการนักเรียน 3. โรงเรียนประถมศึกษาสังกัดองค์การบริหารส่วนจังหวัดในภาคเหนือส่วนใหญ่มีปัญหาเกี่ยวกับโครงสร้างของระบบบริหารงาน และปัญหาเกี่ยวกับการบริหารงานการศึกษาทั้ง 5 ประเภทไม่แตกต่างกัน ส่วนใหญ่เป็นปัญหาที่มีผลต่อเนี่องมาจากการจัดระบบบริหารการศึกษา ปัญหาเกี่ยวกับองค์การบริหารส่วนจังหวัดยังไม่เข้าใจในการจัดการศึกษาดีพอ และปัญหาส่วนมากคล้ายคลึงกัน |
| Other Abstract: | Purpose of this research 1. To study the organization of the administrative structure in provincial elementary schools in the Northern Region. 2. To study the educational administrative tasks in such elementary schools, especially Relating to public relations and academic, personnel , student services and school business affairs including budgets. 3. To study the organizational problems of the administrative structure and the problems In the educational administrative tasks in the aporementioned schools. Research Method Methods used in selecting the schools for this research project were as follows: a. Twenty percent of the Northern Regions’ 16 Provinces were randomly selected, resulting in 3 provinces. b. One percent of the elementary schools in each of these 3 provinces was randomly selected, resulting in a total of 15 schools. c. Printed questionnaires were given to most administrators (13.33% of the outside and inside administrators, but only 4.02 % of the political administrators, but only 4.02 % of the political administrators ) , 45.48 % of the supervisors and teachers, 37.17 % of the parent-committees at each of these 15 schools. In some cases follow-up discussions were held to clarify points. Findings 1. Most of the provincial elementary schools in the Northern Region are not the small or big school. The majority of the provincial elementary schools have a similar administrative structure; that is, the educational administrative structure which has the line form of structure. Only few of them are based on the educational administration theories. 2. Most of the provincial elementary schools in the Northern Region are working in all educational administrative tasks rather much, except the public relations task is little in action. The educational administrative tasks which are most in action and so on are : personnel, business affairs, academic and student services. 3. Most of the provincial elementary schools in the Northern Region have the problems in the problems in the organization of the administrative structure and in five educational administrative tasks are similar. Most of the problems are affected from the educational system, Changwad Administration Organization does not well informed in educational administration. The problems occurred are similar in nature. |
