dc.description.abstractวัตถุประสงค์ของการวิจัย 1.เพื่อศึกษาความคิดเห็นของคณะกรรมการกลุ่มโรงเรียนและครูผู้สอนเกี่ยวกับการปฏิบัติงานด้านวิชาการของกลุ่มโรงเรียนประถมศึกษาสังกัดสำนักงานการประถมศึกษาจังหวัดในเขตการศึกษา 1 2. เพื่อศึกษาความคิดเห็นของคณะกรรมการกลุ่มโรงเรียนและครูผู้สอนเกี่ยวกับความต้องการงานด้านวิชาการของกลุ่มโรงเรียนประถมศึกษาสังกัดสำนักงานการประถมศึกษาจังหวัดในเขตการศึกษา 1 3. เพื่อศึกษาความคิดเห็นของคณะกรรมการกลุ่มโรงเรียนและครูผู้สอนเกี่ยวกับปัญหาและอุปสรรคในการปฏิบัติงานด้านวิชาการของกลุ่มโรงเรียนประถมศึกษาสังกัดสำนักงานการประถมศึกษาจังหวัดในเขตการศึกษา 1 สมมุติฐานของการวิจัย 1. ความคิดเห็นของคณะกรรมการกลุ่มโรงเรียนและครูผู้สอนเกี่ยวกับการปฏิบัติงานด้านวิชาการของกลุ่มโรงเรียนไม่แตกต่างกัน 2. ความคิดเห็นของคณะกรรมการกลุ่มโรงเรียนและครูผู้สอนเกี่ยวกับความต้องการงานด้านวิชาการของกลุ่มโรงเรียนไม่แตกต่างกัน 3. ความคิดเห็นของคณะกรรมการกลุ่มโรงเรียนและครูผู้สอนเกี่ยวกับปัญหาและอุปสรรคของการปฏิบัติงานด้านวิชาการของกลุ่มโรงเรียนไม่แตกต่างกันวิธีดำเนินการวิจัย กลุ่มตัวอย่างประชากรที่ใช้ในการวิจัยประกอบด้วยกรรมการกลุ่มโรงเรียนและครูผู้สอนจากกลุ่มโรงเรียนต่างๆในเขตการศึกษา 1 โดยใช้วิธีการหาขนาดกลุ่มตัวอย่างประชากรของTaro Yamane แล้วทำการสุ่มตัวอย่างประชากรแบบธรรมดาได้กลุ่มตัวอย่างประชากรที่เป็นกรรมการกลุ่มโรงเรียน 305 คน และครูผู้สอน 404 คนรวมกลุ่มตัวอย่างประชากรทั้งสิ้น 709 คน เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามซึ่งมีลักษณะเป็นแบบ ตรวจสอบรายการแบบมาตราส่วนประเมินค่า และแบบปลายเปิด ผู้วิจัยได้วิเคราะห์แบบสอบถามโดยใช้วิธีหาสัมประสิทธิ์ความเชื่อมั่นของ Cronbachได้สัมประสิทธิ์ความเชื่อมั่นของแบบสอบถามเท่ากับ 0.97 การเก็บรวบรวมข้อมูลใช้วิธีส่งและรับคืนด้วยตนเองและทางไปรษณีย์ในจำนวนแบบสอบถามที่ส่งไป 709 ฉบับ ได้รับคืนเป็นฉบับที่สมบูรณ์ 521 ฉบับ คิดเป็นร้อยละ 73.48 การวิเคราะห์ใช้การหาค่า ร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐานและทดสอบความแตกต่างโดยใช้ค่าที (t-test) ผลการวิจัย จากผลการวิจัยพบว่า 1. คณะกรรมการกลุ่มโรงเรียนและครูผู้สอนมีความคิดเห็นว่า การปฏิบัติงานด้านวิชาการของกลุ่มโรงเรียนอยู่ในระดับน้อยในด้าน งานพัฒนา งานส่งเสริมคุณลักษณะ นักเรียน และงานนิเทศและตรวจเยี่ยม ระดับน้อยที่สุดในด้าน งานการเรียนการสอนและงานสนับสนุนวิชาการ เมื่อเปรียบเทียบค่าเฉลี่ยของความคิดเห็นเกี่ยวกับการปฏิบัติงานด้านต่างๆ พบว่ากลุ่มโรงเรียนได้ปฏิบัติงานในด้าน งานส่งเสริมคุณลักษณะนักเรียนมากกว่างานด้านอื่นๆ รองลงมาคือ งานนิเทศและตรวจเยี่ยม งานพัฒนา งานสนับสนุนวิชาการ และงานเรียนการสอน ตามลำดับ 2. คณะกรรมการกลุ่มโรงเรียนและครูผู้สอนมีความคิดเห็นว่า ความต้องการงานด้านวิชาการของกลุ่มโรงเรียนอยู่ในระดับมากทุกด้านเมื่อเปรียบเทียบค่าเฉลี่ยของความคิดเห็นเกี่ยวกับความต้องการงานด้านต่างๆ พบว่า คณะกรรมการกลุ่มโรงเรียนมีความต้องการส่งเสริมคุณลักษณะนักเรียนมากกว่างานด้านอื่นๆ รองลงมา คือ งานนิเทศและตรวจเยี่ยม งานพัฒนา งานการเรียนการสอน และงานสนับสนุนวิชาการตามลำดับ ครูผู้สอนมีความต้องการงานการเรียนการสอนมากกว่างานด้านอื่นๆ รองลงมาคือ งานส่งเสริมคุณลักษณะนักเรียน งานพัฒนา งานสนับสนุนวิชาการ และงานนิเทศและตรวจเยี่ยม ตามลำดับ 3. คณะกรรมการกลุ่มโรงเรียนและครูผู้สอนมีความคิดเห็นว่าปัญหาและอุปสรรคในการปฏิบัติงานด้านวิชาการของกลุ่มโรงเรียนอยู่ในระดับน้อย แต่มีสองเรื่องที่เป็นปัญหาและอุปสรรคที่อยู่ในระดับมาก คือ ขาดงบประมาณในการดำเนินการทางวิชาการของกลุ่มและขาดแคลนเอกสารหลักสูตร และวัสดุอุปกรณ์ในการดำเนินการทางวิชาการของกลุ่ม 4. การวิเคราะห์ความแตกต่างระหว่างความคิดเห็นของคณะกรรมการกลุ่มโรงเรียนและครูผู้สอนเกี่ยวกับการปฏิบัติจริง ความต้องการในงานด้านวิชาการแต่ละด้าน และปัญหาอุปสรรคในการปฏิบัติงานด้านวิชาการของกลุ่มโรงเรียน ปรากฎว่าแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ในด้าน งานนิเทศและตรวจเยี่ยมทั้งในส่วนของการปฏิบัติจริงและความต้องการ ส่วนงานวิชาการด้านอื่นๆ และปัญหาและอุปสรรคไม่แตกต่างกัน

To study the opinions of the school cluster committees and teachers concerning the academic performances of the school cluster under the auspices of the Office of the Provincial Primary Education in Educational Region One. 2. To study the opinions of the school cluster committees and teachers concerning the needs of the school cluster academic performance under the auspices of the Office of Provincial Primary Education in Educational Region One. 3. To study the opinions of the school cluster committees and teachers concerning the problems and obstacles that hinder the academic performance of the school clusters under the auspices of the Office of the Provincial Primary Education in Educational Region One. Hypotheses 1. The opinions of the school cluster committees and teachers concerning the school cluster academic performance are not significantly different. 2. The opinions of the school cluster committees and teachers concerning the needs of the school cluster academic performance are not significantly different. 3. The opinions of the school cluster committees and teachers concerning the problems and obstacles that hinder the school cluster academic performance are not significantly different. Procedures The samples of this study comprised of school cluster committees and teachers in the school clusters under the auspices of the Office of the Provincial Primary education in Educational Region One. The simple random sampling technique was employed to select the samples, using Taro Yamane’s sample size. Three hundred and five school cluster committees and four hundred and four teachers were selected, totaling 709. The instrument used in this study was a questionnaire consisted of three parts : a check list, a rating scale, and open-ended questions. Seven hundred and nine copies of questionnaire were delivered by hand and by mail and 521 complete copies were analyzed by means of percentage, mean, standard deviation, and t-test. Findings 1. The school cluster committees and teachers considered the academic performance of the school clusters as low in school development, student personality promotion, and educational supervision; and lowest in learning and teaching, and academic promotion. The areas performed by the school clusters were ordered according to the average scores from highest to lowest as follows: student personality promotion, educational supervision, school development, academic promotion, and learning and teaching. 2. The school cluster committees and teachers regarded the needs of academic performance of the school clusters as high in every area. The needed areas specified by the school cluster committees were ordered according to the average scores form highest to lowest as follows: student personality promotion, educational supervision, school development, learning and teaching, and academic promotion. As for the teachers, the needed areas ordered were learning and teaching, student personality promotion, school development, academic promotion, and educational supervision respectively. 3. The school cluster committees and teachers had the same point of view that the degree of the problems and obstacles of the school clusters was low. But the two obvious problems and obstacles were lack of budget and educational media. 4. The analysis of the difference between the opinions of the school cluster committees and teachers revealed statistically significant difference at .05 level only in the area of educational supervision both in actual and need performance of the school cluster committees and teachers.
