| Abstract: | ศึกษาวิเคราะห์สภาพปัจจุบันและปัญหาของการบริหารและกลยุทธ์การบริหารเทคโนโลยีสารสนเทศและการสื่อสารเพื่อการศึกษา และเพื่อพัฒนากลยุทธ์การบริหารเทคโนโลยีสารสนเทศและการสื่อสารเพื่อการศึกษาในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษากรุงเทพมหานคร เขต 1, 2, 3 วิธีการดำเนินการวิจัยในส่วนการศึกษาสภาพปัจจุบันและปัญหาทำโดยการศึกษาเอกสารและงานวิจัยที่เกี่ยวข้อง การสัมภาษณ์ผอ.สพท.กทม.เขต 1, 2, 3 ผู้อำนวยการ รองผู้อำนวยการฝ่ายวิชาการ และครูด้าน ICTของโรงเรียนในฝัน ในส่วนของการพัฒนากลยุทธ์ ทำโดยการวิเคราะห์ SWOT และTOWS Matrix และเก็บข้อมูลโดยใช้แบบสอบถามแบบมีโครงสร้าง ผู้ให้ข้อมูล คือ ผู้บริหารโรงเรียน รองผู้อำนวยการฝ่ายวิชาการ ครูผู้รับผิดชอบงาน ICT และประธานคณะกรรมการสถานศึกษาของโรงเรียนขนาดใหญ่และขนาดใหญ่พิเศษ ผลการวิจัยมีดังนี สภาพปัจจุบันและปัญหาของการบริหารและกลยุทธ์การบริหาร ICT ประกอบด้วย 4 ด้านคือ 1. บุคลากร – ขาดบุคลากรและขาดการพัฒนาอย่างต่อเนื่อง 2. อุปกรณ์และระบบเทคโนโลยี – ขาดอุปกรณ์ และระบบการเครือข่ายอินเทอร์เน็ตมีความสำคัญมาก 3. ระบบการบริหาร – นโยบาย ICT มาจากกระทรวงศึกษาธิการ ขาดการมีส่วนร่วมของผู้มีส่วนเกี่ยวข้อง 4. ผู้บริหาร – ผู้บริหารให้ความสำคัญกับการใช ้ICT แต่ขาดการพัฒนาทักษะด้าน ICT อย่างต่อเนื่อง กลยุทธ์ - การพัฒนากลยุทธ์มีเป้าประสงค์ดังนี้ 1) เพื่อพัฒนาการเรียนรู้ 2) เพื่อเพิ่มประสิทธิภาพการบริหารงานภายใน 3) เพื่อสร้างความเสมอภาคในการเข้าถึงเทคโนโลยี 4) เพื่อเพิ่มการมีส่วนร่วมของผู้ปกครองและชุมชน และ5 เพื่อยกระดับการสนับสนุนของสำนักงานเขตพื้นที่การศึกษา กลยุทธ์ในแต่ละด้านของการบริหาร ICT มีดังนี้ 1. ด้านบริหารจัดการ ได้แก่ กลยุทธ์การพัฒนาระบบและการบริหารระบบให้สนับสนุนการใช้ ICT 2. ด้านเทคโนโลยีสารสนเทศ ได้แก่ กลยุทธ์การจัดการให้สถานศึกษามีอุปกรณ์ ICTและระบบเครือข่ายเชื่อมโยงที่เหมาะสม และกลยุทธ์การบริหารอุปกรณ์ด้าน ICTและระบบเครือข่ายอย่างมีประสิทธิภาพ 3. ด้านบุคลากร ได้แก่ กลยุทธ์การรณรงค์ให้ครูและบุคลากรพัฒนาทักษะการใช้ICT และกลยุทธ์การส่งเสริมและสนับสนุนให้ครูและบุคลากรทางการศึกษาประยุกต์ใช้ICTในการเรียนการสอน 4. ด้านผู้บริหาร ได้แก่ กลยุทธ์ในการพัฒนาให้ผู้บริหารมีความรู้ ทักษะ คุณลักษณะที่จะเป็นผู้นำในการใช้ ICT และกลยุทธ์ในการส่งเสริมให้ผู้บริหารเป็นผู้นำในด้าน ICT |
| Other Abstract: | To study the states and problems of the current ICT management strategies and to develop new strategies for school under Bangkok Educational Service Area Offices. Research procedure on finding the states and problems were conducted through the study of the related documents and researches; the interviews of the directors of The Educational Service Area Offices in Bangkok area 1, 2, 3, the school directors, the vice directors on Academic Affairs, and the teachers in charged of school ICT project from schools under the Labschools Project. The SWOT Analysis and the TOWS Matrix and the questionnaires were used in developing the new strategies. Sources of the data were the school director, vice director on Academic Affairs, the teacher in charged of school ICT project, and the chairman of the school committee in the large and extra large schools. The results were as follows: The current states and problems consisted of 4 areas; 1. Personnel – lacks of personnel and continuing personnel development. 2. ICT equipment and system – lack of ICT equipment, the internet system played a big role in teaching and learning. 3. Management System – ICT Policies were from the Ministry of Education, lacks of participation of school stakeholders. 4. School Administrators – Realized how important ICT was but lacks of continuing development on ICT skills. New Strategies – the development of these strategies had the following objectives; 1. to develop the learning aspect 2. to increase the effectiveness of the internal management 3. to yield the equal access to ICT 4. to increase the parents and community participation 5. to level up the support of the Educational Service Area Office. The ICT strategies in each management aspects were as follows; 1. Management – The System Development and the Management Supporting System Strategy. 2. ICT Equipment and System – The Providing of Equipment and Networking Strategy, The ICT Equipment Networking Management Strategy. 3. Personnel – The Promotion of the ICT Skills Development for Teachers and Other School Personnel Strategy, The Encouraging and Supporting of Teachers and Other School Personnel in Using the ICT Strategy. 4. Administrators – The Development of the Knowledge, the Skills, and the Characteristics of ICT Leader Strategy, The Encouraging of the School Administrators to Become the ICT Leaders Strategy. |
