| Abstract: | การวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาสภาพ ความต้องการ และปัญหาของหน่วยอบรมประชาชนประจำตำบลของคณะสงฆ์หนเหนือ ในอุปถัมภ์ของกรมการศาสนา กระทรวงศึกษาธิการ (2) เพื่อศึกษาความคิดเห็นของผู้เชี่ยวชาญเกี่ยวกับระบบการฝึกอบรมของหน่วยอบรมประชาชนประจำตำบล ของคณะสงฆ์หนเหนือ ในอุปถัมภ์ของกรมการศาสนา กระทรวงศึกษาธิการ (3) เพื่อนำเสนอระบบการฝึกอบรมสำหรับหน่วยอบรมประชาชนประจำตำบล ของคณะสงฆ์หนเหนือ ในอุปถัมภ์ของกรมการศาสนา กระทรวงศึกษาธิการ กลุ่มตัวอย่างที่ใช้ในการวิจัยประกอบด้วยกรรมการหน่วย อ.ป.ต. จำนวน 75 คน ประชาชนหนเหนือ จำนวน 275 คน และผู้เชี่ยวชาญ จำนวน 21 คน ผู้วิจัยได้ใช้เทคนิคเดลฟายเก็บรวบรวมข้อมูลด้วยแบบสอบถาม แบบสัมภาษณ์ และเครื่องมือเดลฟาย 3 รอบ วิเคราะห์ข้อมูลด้วย ร้อยละ ค่ามัธยฐาน และค่าพิสัยระหว่างควอไทล์ ผลการวิจัยพบว่า 1. สภาพ ความต้องการและปัญหาของหน่วย อ.ป.ต. ของคณะสงฆ์หนเหนือ คือไม่มีการกำหนดปรัชญา ปณิธานและนโยบาย วัตถุประสงค์กำหนดไว้กว้างเกินไป หลักสูตรและโครงการฝึกอบรมกำหนดไว้ 8 หัวข้อหลัก โดยไม่บอกรายละเอียด งบประมาณได้รับไม่เพียงพอ สถานที่จัดฝึกอบรมส่วนใหญ่เป็นที่วัดหรือที่ตั้งหน่วย ขาดความร่วมมือจากประชาชนและหน่วยงานที่เกี่ยวข้อง ปัญหา คือ ทุกหน่วยดำเนินการฝึกอบรมอย่างไม่มีทิศทาง แนวทางเดียวกัน ขาดความร่วมมือจากหน่วยราชการอื่นๆ คณะกรรมการหน่วยขาดความรู้ความเข้าใจเรื่องการฝึกอบรม ประชาชนต้องการให้ใช้เทคนิคการฝึกอบรมให้หลากหลายมากขึ้น 2. ผู้เชี่ยวชาญมีความเห็นสอดคล้องกับข้อความของระบบ 179 ข้อ จาก 220 ข้อ 3. ระบบการฝึกอบรมของหน่วย อ.ป.ต. ของคณะสงฆ์หนเหนือประกอบด้วย: 3.1 องค์ประกอบ 10 องค์ประกอบ คือ (1) ปรัชญา คือ การมุ่งฝึกอบรมประชาชนในเขตตำบล; ปณิธาน คือ เป็นศูนย์กลาง ส่งเสริมการเรียนรู้ของประชาชนเพื่อพัฒนาตนเองและท้องถิ่ม; นโยบาย เน้นส่งเสริมโครงการฝึกอบรมมาจากความต้องการของประชาชน (2) วัตถุประสงค์ เน้นให้ผู้เข้ารับการฝึกอบรมมีความรู้ และทักษะเกี่ยวกับการประกอบอาชีพ (3) หลักสูตร เน้นหัวข้อศีลธรรมและวัฒนธรรม โครงการฝึกอบรม คือ โครงการเผยแพร่รักษาขนบธรรมเนียม ประเพณี วัฒนธรรม เอกลักษณ์ การละเล่นอันดีงามของภาคเหนือให้คงไว้ (4) งบประมาณ ได้จากการขายผลผลิตจากการฝึกอบรม (5) ระยะเวลาควรฝึกอบรมเวลา 2 วัน (6) วิทยากร เป็นผู้ใช้ภาษาไทยได้ถูกต้องและสามารถสือสารภาษาถิ่นได้ (7) ผู้เข้ารับการฝึกอบรมเน้นผู้สมัครใจเข้าร่วมการฝึกอบรม (8) สถานที่มีสิ่งอำนวยความสะดวกพอควร (9) เทคนิคการฝึกอบรมต้องเหมาะสมกับโครงการนั้นๆ (10) สื่อเน้นผลิตจากภูมิปัญญาท้องถิ่น 3.2 ขั้นตอนของระบบมี 12 ขั้นตอน คือ (1) หาความต้องการจำเป็น (2) กำหนดวัตถุประสงค์ (3) กำหนดสร้างหลักสูตรและโครงการฝึกอบรม (4) จัดสรรงบประมาณ (5) กำหนดระยะเวลา (6) กำหนดผู้เข้ารับการฝึกอบรม (7) เลือกเทคนิคฝึกอบรม (8) เลือกใช้สื่อ (9) กำหนดวิทยากร (10) กำหนดสถานที่ (11) ดำเนินการฝึกอบรม (12) ประเมินและติดตามผล |
| Other Abstract: | The purposes of this research were (1) to study the status, needs, and problems of tambon training unit of sangha northern region, (2) to obtain specialists' opinions concerning a training system of tambon training unit of sangha northern region and (3) to propose a training system for tambon training unit of sangha northern region, supported by Department of Religious Affairs, Ministry of Education. The samples consisted of 75 tambon training unit committees, 275 local people in northern region and 21 training specialists. The methodology employed in this research was Delphi technique. The data were collected by means of questionnaires, interview instrument, and three-rounds of Delphi instruments. The data were analyzed by percentage, median, and interquartile range. The result indicated that: 1. Most of tambon training units of sangha northern region did not determine any philosophy, aspiration and policy; had broad objectives; training curriculum and projects covered eight categories but insufficient content; budget obtained was not sufficient to manage training ; training location were at temples or tambon training units; lack of co-operation from local people and related organizations; each unit lack of training guidelines and co-operation from other organizations; committees also lack of training knowledge; local people need various training teachniques. 2. The 179 statements from 220 of group final consensus were considered for a training system. 3. The tambon training system of sangha northern region comprised of: 3.1 Ten components: (1) philosophy: training local people in tambon; aspiration: be a center for promoting people learning for self and community development; policy: support training projects base on people needs (2) objectives: people have knowledge and skills for their occupation (3) curriculums focus on moral and culture; training projects should concern preserving traditions, culture, identity, and folklore (4) budget should be obtained from selling training products (5) training duration should be two days (6) resource person should be Thai language proficiency and be able to communicate with local dialect (7) trainees should be voluntary to attend training (8) training location should have sufficient facilities (9) training techniques should be appropriate to each program and (10) training media should come from local wisdom. 3.2 Twelve training steps: (1) identify training needs (2) determine objectives (3) determine and build curriculum and program (4) allocate a budget (5) shedule a training program (6) select trainees/participants (7) select training techniques (8) select media (9) select a resource person (10) arrange a training location (11) conduct training and (12) evaluate and follow-up study |
