| Abstract: | การวิจัย เรื่อง อนาคตภาพการบริหารจัดการคณะครุศาสตร์ มหาวิทยาลัยราชภัฏในทศวรรษหน้า มีวัตถุประสงค์เพื่อ 1) วิเคราะห์สภาพ และปัญหาของการบริหารจัดการคณะครุศาสตร์ของมหาวิทยาลัยราชภัฏในอดีตและปัจจุบัน 2) ประเมินความต้องการจำเป็นในการบริหารจัดการคณะครุศาสตร์ของมหาวิทยาลัยราชภัฏ 3) สร้างภาพอนาคตการบริหารจัดการคณะครุศาสตร์ของมหาวิทยาลัยราชภัฏในทศวรรษหน้า และ 4) นำเสนอกลยุทธ์ในการขับเคลื่อนคณะครุศาสตร์มหาวิทยาลัยราชภัฏสู่อนาคตภาพ กลุ่มตัวอย่างประกอบด้วยคณาจารย์ จำนวน 300 คน นักศึกษา จำนวน 398 คน และผู้ใช้บัณฑิตของคณะครุศาสตร์ จำนวน 115 คน เครื่องมือที่ใช้ในการวิจัยประกอบด้วย 1) แบบสัมภาษณ์ผู้บริหารเกี่ยวกับสภาพการบริหารจัดการคณะครุศาสตร์ 2) แบบสอบถามความต้องการจำเป็นของคณาจารย์เกี่ยวกับการบริหารจัดการและสภาพปัญหาด้านโครงสร้าง กลยุทธ์ บุคลากร รูปแบบการบริหาร ระบบ ทักษะ และค่านิยมร่วม 3) แบบสอบถามความต้องการจำเป็นของนักศึกษาเกี่ยวกับระบบการดำเนินงานของคณะครุศาสตร์ด้านการเรียนการสอน และ 4) แบบสอบถามความต้องการจำเป็นของผู้ใช้บัณฑิตเกี่ยวกับคุณลักษณะบัณฑิตที่พึงประสงค์ ความพึงพอใจของผู้ใช้บัณฑิต และความต้องการบัณฑิตในแต่ละสาขาวิชา วิเคราะห์ข้อมูลโดยการวิเคราะห์สาระ ค่าร้อยละ ค่าเฉลี่ย ค่ามัธยฐาน ค่าเบี่ยงเบนมาตรฐาน วิเคราะห์ภาพอนาคต โดยใช้วิธีการสร้างภาพอนาคต และวิเคราะห์สภาพแวดล้อม ด้วยการใช้ SWOT Analysis และ TOWS Matrix และนำผลการวิเคราะห์มากำหนดยุทธศาสตร์การบริหารจัดการคณะ ครุศาสตร์มหาวิทยาลัยราชภัฏในทศวรรษหน้า ผลการวิจัยพบว่า อนาคตภาพของการบริหารจัดการคณะครุศาสตร์ จะแสดงออกมาในรูปของวิทยาลัยครูเชิงสร้างสรรค์ ประกอบไปด้วยการบริหารจัดการใน 4 ด้าน คือ 1) ด้านโครงสร้าง ประกอบไปด้วยการทำงานในรูปแบบใหม่ๆ มาช่วยในการบริหารจัดการ เช่น การบริหารแบบ CEO การบริหารงานตามหลักธรรมาภิบาล พหุวัฒนธรรม และภูมิปัญญาไทย 2) ด้านกลยุทธ์ ประกอบไปด้วยการนำเอาเศรษฐกิจสีเขียวและสร้างสรรค์ และการพัฒนาสีเขียวมาช่วยในการผลักดันการทำงาน โดยจะเน้นกลยุทธ์การทำงานที่คำนึงถึงการอยู่ร่วมกับชุมชนเป็นหลัก 3) ด้านระบบ ประกอบด้วยการพัฒนาหลักสูตรใหม่ที่สอดคล้องกับความต้องการของสังคม และมีการนำระบบการจัดการเรียนการสอนที่ทันสมัยมาใช้เพื่อส่งเสริมการผลิตบัณฑิตที่มีคุณภาพ และ 4) ด้านบุคลากร บุคลากรของคณะครุศาสตร์จะต้องเป็นบุคลากรที่เก่งใน 5 ด้านหลักๆ คือ เก่งวิจัย เก่งสอน เก่งวิชาการ เก่งการบริหาร และเก่งความเป็นครู นอกจากนั้นยังมียุทธศาสตร์ในการขับเคลื่อนคณะครุศาสตร์สู่อนาคตภาพ ซึ่งประกอบด้วยยุทธศาสตร์การบริหารจัดการ 4 ด้านคือ 1) ด้านโครงสร้าง ประกอบด้วยกลยุทธ์ในการปรับปรุงโครงสร้างการบริหารงานของคณะ 2) ด้านกลยุทธ์ ประกอบด้วยกลยุทธ์ในการพัฒนากลยุทธ์การบริหารงานของคณะ และการพัฒนาบุคลากรให้มีความรู้ความเข้าใจในการจัดทำกลยุทธ์ 3) ด้านระบบ ประกอบด้วยกลยุทธ์การส่งเสริมด้านหลักสูตรและระบบการจัดการเรียนการสอน การพัฒนาสิ่งสนับสนุนการเรียนรู้ การส่งเสริมด้านคุณภาพบัณฑิต และการส่งเสริมด้านการประกันคุณภาพการศึกษา และ 4) ด้านบุคลากร ประกอบด้วยกลยุทธ์ในการบริหารงานบุคคล การสร้างขวัญกำลังใจในการปฏิบัติงาน และการพัฒนาศักยภาพของบุคลากร |
| Other Abstract: | The objectives of this research were 1) to analyze current situation and problem of the administration of Faculty of Education in Rajabhat Universities in the past and the present, 2) to evaluate the needs assessment of the administration of Faculty of Education in Rajabhat Universities, 3) to create the scenario of the management of Faculty of Education in Rajabhat Universities in the next decade, and 4) to present the strategies for driving the scenario planning of Faculty of Education in Rajabhat Universities. The samples were composed of 300 executives and faculty members, 398 students and 115 employers. The research tools were 1) interviews on the topics of the administration 2) needs assessment questionnaires about the administration and problems of faculty members 3) needs assessment questionnaires of the students and 4) needs assessment questionnaires of the employers. The collected data were tested by using content analysis, percentage, mean, median and standard deviation. The scenario analysis by scenario planning and SWOT analysis and TOWS matrix to analysis the administration strategies of Faculty of Education in Rajabhat Universities in the next decade. This research has identified four areas of the scenario of the administration of Faculty of Education: 1) structures that consisted of new operations such as: CEO administration, good governance, multicultural and Thai wisdom 2) strategies that consisted of the creative & green economy and green development for driving the operations by consider of coexistence of the community 3) systems that consisted of new curriculum development according to the needs of society and use the new learning management system for producing quality graduates and 4) staffs that consisted of five categories such as: researchers, teachers, academic matter, administrators and humanized teacher. Moreover, there have the strategies for driving the scenario planning of Faculty of Education that consisted of four areas of the strategy: 1) structure that consisted of the improvement of administration structure strategy 2) strategy that consisted of the administration development strategy and faculty members development for making the strategy 3) system that consisted of the improvement of course, learning management system, quality of graduates and educational quality assurance and 4) staff that consisted of the personnel management, the encouragement and the ability. |
