| Abstract: | วัตถุประสงค์ของการวิจัย 1. เพื่อศึกษาลักษณะของข้อมูลและสารสนเทศทางการศึกษา ที่มีอยู่ในศูนย์การศึกษานอกโรงเรียนจังหวัด และที่ผู้บริหารต้องการใช้ในการบริหารศูนย์การศึกษานอกโรงเรียนจังหวัด 2. เพื่อเปรียบเทียบความต้องการของผู้บริหารในการใช้ข้อมูลและสารสนเทศทางการศึกษาเพื่อการบริหารศูนย์การศึกษานอกโรงเรียนจังหวัด ระหว่างผู้บริการระดับศูนย์การศึกษานอกโรงเรียนจังหวัดกับผู้บริหารระดับฝ่ายของศูนย์การศึกษานอกโรงเรียนจังหวัด 3. เพื่อเปรียบเทียบความต้องการของผู้บริหารระดับฝ่าย ในการใช้ข้อมูลและสารสนเทศทางการศึกษาเพื่อบริหารศูนย์การศึกษานอกโรงเรียนจังหวัด ระหว่าง ผู้บริหารระดับฝ่าย 6 ฝ่าย ของศูนย์การศึกษานอกโรงเรียนจังหวัดคือ หัวหน้าฝ่ายแผนงานและโครงการหัวหน้าฝ่ายบริหาร หัวหน้าฝ่ายการศึกษาสายสามัญ หัวหน้าฝ่ายการศึกษาสายอาชีพ หัวหน้าฝ่ายการศึกษามวลชน และหัวหน้าฝ่ายพัฒนาและฝึกอบรม 4.เพื่อศึกษาระดับความเชื่อถือได้ของข้อมูลและสารสนเทศทางการศึกษาที่มีอยู่ ในศูนย์การศึกษานอกโรงเรียนจังหวัด ตามความคิดเห็นของผู้บริหารศูนย์การศึกษานอกโรงเรียนจังหวัด 5.เพื่อศึกษาลักษณะปัญหาในการจัดการสารสนเทศทางการศึกษาของศูนย์การศึกษานอกโรงเรียนจังหวัด วิธีดำเนินการวิจัยและวิเคราะห์ข้อมูล กลุ่มตัวอย่างประชาการที่ใช้ในการวิจัยครั้งนี้คือ ผู้บริหารของศูนย์การศึกษานอกโรงเรียนจังหวัด โดยมีตำแหน่งหน้าที่เป็นผู้บริหารของศูนย์การศึกษานอกโรงเรียนจังหวัด ซึ่งกำลังปฏิบัติงานในตำแหน่งหน้าที่ในศูนย์การศึกษานอกโรงเรียนจังหวัด 50 จังหวัด จำนวนทั้งสิ้น 403 คน จำแนกเป็นผู้บริหารระดับศูนย์การศึกษานอกโรงเรียนจังหวัด จำนวน 103 คน ผู้บริหารระดับฝ่ายของศูนย์การศึกษานอกโรงเรียนจังหวัดมีจำนวน 300 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม จำนวน 1 ฉบับ โดยการศึกษาสำรวจข้อมูลและสารสนเทศที่มีอยู่ในศูนย์การศึกษานอกโรงเรียนจังหวัด สำรวจระดับความเชื่อ[ถือ]ได้ของข้อมูลและสารสนเทศที่มีอยู่ในศูนย์การศึกษานอกโรงเรียนจังหวัด และศึกษาลักษณะของข้อมูลและสารสนเทศที่ผู้บริหารต้องการใช้เพื่อการบริหารศูนย์การศึกษานอกโรงเรียนจังหวัด รวมทั้งลักษณะปัญหาในการจัดข้อมูลและสารสนเทศของศูนย์การศึกษานอกโรงเรียนจังหวัด ในการเก็บรวบรวมข้อมูล ผู้วิจัยใช้บริการทางไปรษณีย์ โดยการส่งแบบสอบถามไปยังศูนย์การศึกษานอกโรงเรียนจังหวัดทั้ง 50 ศูนย์ (403 ฉบับ) ได้รับแบบสอบถามคืนมา จำนวน 312 ฉบับ เป็นแบบสอบถามที่สมบูรณ์และใช้ได้ จำนวน 294 ฉบับ คิดเป็นร้อยละ 73.0 การวิเคราะห์ข้อมูล ใช้วิธีหาค่าความถี่ ค่าร้อยละ จัดอันดับ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียวและทดสอบความแตกต่างระหว่างคู่โดยวิธีของเชฟเฟ (Scheffe’s test) โดยใช้โปรแกรมสำเร็จรูป SPSSx (The statistical Package for the Social Science Version X) ผลการวิจัย 1.จากการศึกษาสภาพปัจจุบันของข้อมูลและสารสนเทศ ที่เก็บรวบรวมไว้ในศูนย์การศึกษานอกโรงเรียนจังหวัด พบว่า จากรายการข้อมูลและสารสนเทศทั้ง 7 ด้าน มีเก็บรวบรวมไว้ในศูนย์การศึกษานอกโรงเรียนจังหวัด โดยรายการข้อมูลและสารสนเทศที่มีเก็บรวบรวมไว้มากเป็นอันดับแรกคือ ข้อมูลและสารสนเทศด้านบุคลากร รองลงมาคือ ข้อมูลและสารสนเทศด้านการเรียนการสอน การอบรมทุกประเภท ด้านครุภัณฑ์ ด้านงบประมาณ ด้านอาคารสถานที่ ด้านนักศึกษาทุกประเภท ส่วนข้อมูลและสารสนเทศด้านหน่วยงานอื่นที่เกี่ยวข้องภายในจังหวัดมีเก็บรวบรวมไว้เป็นอันดับสุดท้าย 2.จากการศึกษาระดับความเชื่อถือได้ของข้อมูลและสารสนเทศที่มีอยู่ในศูนย์การศึกษานอกโรงเรียนจังหวัด พบว่า ข้อมูลและสารสนเทศที่มีอยู่ในศูนย์การศึกษานอกโรงเรียนจังหวัดส่วนใหญ่ได้รับความเชื่อถือได้ในระดับถูกต้องตรงกับความเป็นจริงมากมีจำนวน 6 ด้าน อันดับแรก คือ ข้อมูลและสารสนเทศด้านการเรียนการสอน การอบรมทุกประเภท รองลงมาคือ ด้านการเงิน งบประมาณ ด้านอาคารสถานที่ ด้านบุคลากร ด้านครุภัณฑ์ และด้านหน่วยงานอื่นที่เกี่ยวข้อง ส่วนข้อมูลและสารสนเทศที่ได้รับความเชื่อถือได้ ในระดับถูกต้องตรงกับความเป็นจริงปานกลางมีเพียงด้านเดียว คือ ด้านนักศึกษาทุกประเภท 3.จากการศึกษาศึกษาความต้องการในการใช้ข้อมูลและสารสนเทศของผู้บริหารศูนย์การศึกษานอกโรงเรียน พบว่า 3.1 ผู้บริหารทุกกลุ่มทั้งผู้บริหารของศูนย์การศึกษานอกโรงเรียนจังหวัด ผู้บริหารระดับศูนย์ฯ จังหวัด และผู้บริหารระดับฝ่าย 6 ฝ่าย มีความต้องการในการใช้ข้อมูลและสารสนเทศทุกด้านอยู่ในระดับมากหรือเหมือนกันทุกกลุ่ม 3.2 จากการทดสอบความแตกต่างความต้องการในการใช้ข้อมูลและสารสนเทศระหว่างผู้บริหารระดับศูนย์ฯ จังหวัด และผู้บริหารระดับฝ่ายของศูนย์ฯ จังหวัด พบว่า ผู้บริหารระดับศูนย์ฯ จังหวัด และผู้บริหารระดับฝ่าย มีความต้องการในการใช้ข้อมูลและสารสนเทศทุกด้านไม่แตกต่างกัน 3.3จากการทดสอบความแตกต่างความต้องการในการใช้ข้อมูลและสารสนเทศระหว่างผู้บริหารระดับฝ่าย 6 ฝ่าย พบว่าผู้บริหารระดับฝ่ายทั้ง 6 ฝ่าย มีความต้องการในการใช้ข้อมูลและสารสนเทศไม่แตกต่างกัน จำนวน 6 ด้าน คือข้อมูลและสารสนเทศ ด้านบุคลากร ด้านนักศึกษาทุกประเภท ด้านการเรียนการสอนการอบรมทุกประเภท ด้านการเงิน งบประมาณ ด้านครุภัณฑ์ และด้านหน่วยงานอื่นที่เกี่ยวข้องภายในจังหวัด ส่วนข้อมูลและสารสนเทศ ด้านอาคารสถานที่ ผู้บริหารระดับฝ่ายที่ทำหน้าที่หัวหน้าฝ่ายบริการ มีความต้องการในการใช้ข้อมูลและสารสนเทศในด้านนี้อยู่ในระดับที่สูงกว่า ผู้บริหารระดับฝ่ายที่ทำหน้าที่หัวหน้าฝ่ายแผนงานและโครงการ และผู้บริหารระดับฝ่ายที่ทำหน้าที่หัวหน้าฝ่ายการศึกษาสายอาชีพ อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 4.จากการศึกษาลักษณะปัญหาในการจัดข้อมูลและสารสนเทศของศูนย์การศึกษานอกโรงเรียนจังหวัด พบว่าศูนย์การศึกษานอกโรงเรียนจังหวัด ประสบปัญหาอยู่ในระดับมาก 2 ด้าน คือปัญหาด้านการประมวลผลข้อมูลและปัญหาด้านการเก็บรักษาข้อมูลและสารสนเทศ ส่วนปัญหาที่ศูนย์การศึกษานอกโรงเรียนจังหวัดประสบอยู่ในระดับปานกลาง คือปัญหาด้านการนำเสนอและการนำข้อมูลและสารสนเทศไปใช้ และปัญหาการเก็บรวบรวมข้อมูล 5.จากการศึกษาความคิดเห็นทั่วไปเกี่ยวกับการจัดเก็บรวบรวมข้อมูลและสารสนเทศของศูนย์การศึกษานอกโรงเรียนจังหวัดพบว่า ผู้บริหารของศูนย์การศึกษานอกโรงเรียนจังหวัดมีความคิดเห็นว่า วิธีการเก็บรวบรวมข้อมูลและสารสนเทศในศูนย์ฯ จังหวัด ลักษณะที่ใช้มากคือ แต่ละฝ่ายเก็บรวบรวมข้อมูลและสารสนเทศที่ฝ่ายนั้นเกี่ยวข้องและข้อมูลและสารสนเทศที่เก็บรวบรวมไว้ในศูนย์ฯ จังหวัด ส่วนใหญ่เก็บรวบรวมตามความต้องการของกรมการศึกษานอกโรงเรียน โดยมีวัตถุประสงค์เพื่อกรอกแบบฟอร์มรายงานต่อกรมการศึกษานอกโรงเรียน และศูนย์การศึกษานอกโรงเรียนภาค ส่วนในเรื่องการรายงานและเผยแพร่ข้อมูลและสารสนเทศ พบว่า ศูนย์ฯ จังหวัดมีการรายงานและเผยแพร่ข้อมูลและสารสนเทศของศูนย์ฯ จังหวัด ให้แก่บุคลากรภายในศูนย์ฯ และภายนอกศูนย์ฯ ได้ทราบด้วย สำหรับความคิดเห็นของผู้บริหารศูนย์ฯ จังหวัด เกี่ยวกับลักษณะวิธีการจัดเก็บรวบรวมข้อมูลและสารสนเทศของศูนย์ฯ พบว่า ผู้บริหารส่วนใหญ่ต้องการให้ศูนย์ฯ จังหวัด มีหน่วยงานกลางเฉพาะหน่วยงานเดียวเพื่อทำหน้าที่ในการจัดเก็บรวบรวม ประมวลผล เก็บรักษา และการนำเสนอและเผยแพร่ข้อมูลและสารสนเทศทั้งหมดของศูนย์ฯ จังหวัด. |
| Other Abstract: | Purpose of the study1. To study the nature of data and educational information which are available at the provincial non-formal education centers and which are utilized by the administrators for provincial Non-Formal Education Center administration. 2. To compare the administrator’s need for using the data and educational information for convenience of provincial Non-Formal Education Center administration between the directors and the [c]hiefe of the sections in provincial Non-Formal Educ[a]tion Centers. 3. To compare[e]s the need of the chiefs of section in using the data and educational information for administering the provincial Non-formal Education Centers, between the chiefs of six sections of provincial non-formal education centers, viz ; the chief of planning and Project Section, the chief of Administrative Section, the chief of General Education Section, the chief of Vocational Education Section, the chief of Public Education Section, and the chief of Development and Training Section. 4. To study the levels of belief on the validity of the available data and educational information at the provincial Non-Formal Education Centers according to the administrators’ opinion in these centers. 5. To study the nature of problems in the implementation of at the provincial Non-Formal Education Centers. Research Methodology and Data Analysis The sampling Groups used in this research were 403 provincial Non-Formal Education Center administrators of 50 provincial Non-Formal Education Centers. They were divided into 103 provincial Non-Formal Education Center administrators and 300 chiefs of sections form these centers. One questionnaire[e] was used as the research instrument, to study and explore the available data and education information at the provincial centers in order to explore the validity of such data and educational information, and to study the nature of data and educational information that are utilized by the administrators for the administration at the provincial centers including the nature of problems in providing the data and educational information at the provincial centers. For data collection, the researcher utilized the mail service by sending the questionnaires to 50 provincial Non-Formal Education Centers (403 copies). There were 312 returned copies and only 294 copies were completed which is 73.0 percent. Concerning data analysis, the researcher has found out the value of frequen[cy] and the percentage, the ordering, the average, the standard deviation, the T-test, the one way analysis of deviation, and the test of difference between the pairs by using the Scheffe’s test with the use of SPSSx (The Statistical package for the Social Science Version X) The Results of the study 1.From the study of the present nature of data and information collected at the provincial centers, it found that, there is a collection of data and information in all 7 aspects, at the provincial centers. The first order of data and information collected at the high[e]st level was data of personnel, and the following order is ; data on learning and teaching activities, trainings, durable articles, the budget, the buildings and the students. The re[m]aining data and information are collected in the final, order. 2. From the study on the validity of available data and information at the provincial centers, it was found that most of the available data and information are valid in accordance with reality in 6 aspects. The first one was the data and information related to all learning-teaching activities and the trainings ; the second order is concerned with money, the budget, the buildings, the personnel, the durable articles, and the other related organizations, The data and information with the validity at the intermediate level was all aspects of students in the programmes.3. From the study on the need of using the data and information documents of the provincial center administrators, it was found that: 3.1 It was found that all groups of the provincial center administrators and the administrators and the 6 chiefs of sections have their need in using the data and information at the highest level. 3.2 Form the test of the difference of need of the administrators and the chiefs of sections at the provincial centers, it was found that both groups wanted to use the data and information from all aspects without the statistically significant difference at .05 level. 3.3 Form the test of different need for using the data and information between the administrators and 6 chiefs of the sections, it was [found] that all chiefs of the sections, it was [found] that all chiefs of the sections have no statistically significant [difference] at .05 level of need in using the data and information in all the 6 aspects. [Concerning] the data and information of buildings, the chief of the administrative section wanted the data and information at the higher level statistically significant point of .05 at than the chief of planning and project section and the chief of the vocational education section. 4. From the study of the nature of problems for providing data and information at the provincial centers, it was found that the provincial centers have problems at the highest level in two aspects, that is, the problem of data evaluation and the problem of maintaining data and information. 5. From the study of general opinion concerning the maintenance and the collection of data and educational information from the provincial Non-Formal Education Centers, it found that most of the methods of maintaining and collecting the data and educational information of each provincial center depended upon each section to maintain and c[o]llect the data and educational in formation of its own work. Most of the data and educational information were maintained and collected in accordance with the need of Department of Non-Formal Education with the aim of utilizing [of] writing in the report-from submitted to the Department of Non-Formal Education and the Regional Education Center. Concerning the report and the distribution of the data and educational information of the provincial centers, it was found that there was the report and the distribution of the data and education information to the personnel from both inside and outside the provincial centers. In the case of the opinion of the provincial Non-Formal Education Center administrators, it was found that most of the administrators wanted to have the only one center office in order to carry on its duty for maintaining, collecting, evaluating, and propagceting all data and educational information of each provincial center. |
