| Abstract: | วิทยานิพนธ์นี้เป็นการศึกษาต้นทุน รายได้ และอัตราผลตอบแทนจากการลงทุนโครงการระบบทางด่วนขั้นที่ 1 ในระหว่างปีงบประมาณ 2529-2532 โดยแบ่งการศึกษาออกเป็น 3 สายทาง คือสายดินแดง-ท่าเรือ สายบางนา-ท่าเรือ และสายดาวคะนอง-ท่าเรือ ผลการศึกษาปรากฏว่า ในระหว่างปีงบประมาณ 2529-2530 ทางด่วนสายดินแดง-ท่าเรือมีต้นทุนการดำเนินงานต่อกิโลเมตรต่อปีประมาณ 20-21 ล้านบาท สูงกว่าสายบางนา-ท่าเรือประมาณ 2-4 ล้านบาท เมื่อเปิดดำเนินการทางด่วนสายดาวคะนอง-ท่าเรือในปีงบประมาณ 2531 แล้ว ทางด่วนสายบางนา-ท่าเรือมีต้นทุนการดำเนินงานต่อกิโลเมตรต่อปีเท่ากับ 25.7 ล้านบาท สูงกว่าสายดาวคะนอง-ท่าเรือ 0.3 ล้านบาท และสูงกว่าสายดินแดง-ท่าเรือ 2.2 ล้านบาท ต่อมาในปีงบประมาณ 2532 ทางด่วนสายดาวคะนอง-ท่าเรือมีต้นทุนการดำเนินงานต่อกิโลเมตรต่อปีเท่ากับ 30.9 ล้านบาท และสูงกว่าสายดินแดง-ท่าเรือ 8.3 ล้านบาท และสูงกว่าสายบางนา-ท่าเรือ 12.1 ล้านบาท จากการเปรียบเทียบอัตราผลตอบแทนจากการลงทุนปรากฏว่า ในช่วงก่อนเปิดดำเนินการทางด่วนสายดาวคะนอง-ท่าเรือ โครงการระบบทางด่วนขั้นที่ 1 ให้ผลตอบแทนประมาณร้อยละ 6-9 แต่เมื่อเปิดดำเนินการทางด่วนสายดาวคะนอง-ท่าเรือในปีงบประมาณ 2531 แล้ว อัตราผลตอบแทนลดลงเหลือเพียงร้อยละ 2.23 และเพิ่มขึ้นเป็นร้อยละ 4.40 ในปีงบประมาณ 2532 เมื่อเปรียบเทียบอัตราผลตอบแทนจากการลงทุนของทางด่วนแต่ละสายแล้วปรากฏว่า ทางด่วนสายดินแดง- ท่าเรือให้ผลตอบแทนสูงที่สุด เมื่อวิเคราะห์จุดคุ้มทุนของการดำเนินงานปรากฏว่า ปริมาณรถยนต์ที่ใช้บริการทางด่วนทั้ง 3 สายของโครงการระบบทางด่วน ขั้นที่ 1 ในแต่ละปีเกินจุดคุ้มทุนและคาดว่าในช่วงปีงบประมาณ 2533-2537 จุดคุ้มทุนของการดำเนินงานโครงการระบบทางด่วนขั้นที่ 1 มีแนวโน้มสูงขึ้น เนื่องจากต้นทุนการดำเนินงานมีแนวโน้มสูงขึ้น อย่างไรก็ดีคาดว่าในช่วงดังกล่าวโครงการระบบทางด่วนขั้นที่ 1 จะให้ผลตอบแทนจากการดำเนินงานในอัตราร้อยละ 31-51 ของรายได้ |
| Other Abstract: | The objective of this thesis is to study cost, income and return on investment of the first stage expressway system during fiscal year 1985-1989. The routes selected for this study were Din Daeng-Port, Bang Na-Port and Doa Khanong-Port. The study showed that during fiscal year 1985-1987, the operating cost of Din Daeng-Port route was 20-21 million baht per km. annually, 2-4 million baht higher than those of Bang Na-Port route. After the opening of Dao Khanong-Port route in fiscal year 1988, the operating cost of Bang Na-Port route was 25.7 million baht per km. annually, 0.3 million baht and 2.2 million baht higher than the cost of Dao Khanong-Port route and Din Daeng-Port route, respectively. During the fiscal year 1989, the operating cost of Dao Khanong-Port was 30.9 million baht per km. annually, 8.3 million baht higher than the cost of Din Daeng-Port route and 12.1 million baht higher than those of Bang Na-Port route. Return on investment of this project during the pre-operating of Dao Khanong-Port was 6-9 percent, compared to 2.23 percent in 1988 and 4.40 percent in 1989, after the opening of Dao Khanong-Port route. Comparing the return on investment, this study showed that the Din Daeng-Port route provided the highest return. Moreover, the number of vehicles entered the expressway were fare more than those needed for the break-even point. It is expected that during fiscal year 1990-1994, break-even point of this project trends to rise due to the higher operating cost. However, the return of this project during that period is expected to be 31-51 percent of income. |
